Constitution. But that doesn't mean you can't do it.

Every once in awhile, someone tells us,

"The Constitution doesn't say anything about nullification.

That means states simply can't do it."

But they've got things totally backwards.

It's true that the federal government has limited

powers and is only authorized to do the things

delegated to it in the Constitution.

As James Madison put it in Federalist #45,

"the powers delegated by the proposed constitution

to the federal government are few and defined."

If a power isn't delegated, the federal government

simply is not authorized to do it.

On the other hand, states have reserved powers.

As Madison put it, "Those [powers] which are to

remain in the State governments

are numerous and indefinite."

Of course, states don't have unlimited power either.

Their individual constitutions limit what they can

and cannot do.

But when it comes to the U.S. Constitution there

are very few limits on state authority.

So, what does the Constitution prohibit

the states from doing?

Well, you can find most of those restrictions in

Article 1 Section 10.

Along with these, there are a few others scattered

throughout the document.

You'll notice it's not a very long list. And it

does not include nullification.

Four days after the Philadelphia Eagles won Super Bowl LII, millions from the City of

Brotherly Love came out to honor and celebrate their victorious team.

This is the Eagles' first Super Bowl win.

And they owe it to quarterback Nick Foles.

Among the parade attendants was a man who quietly carried his late wife's ashes through

the crowd of fans.

While looking for the perfect spot to allow him the best vantage point of the parade,

Dustin Javier went to stand in front of City Hall.

He learned the name of the man with the urn was named Dennis; his wife's name was Becky.

She would've loved to have seen her favorite team bring home the Lombardi Trophy.

"She was a diehard Eagles fan," Dennis said, according to a viral Facebook post shared

by Javier after he heard Dennis's story.

"I had to make sure she was here for this."

The two men chatted for a bit until a police officer approached Dennis and handed him a

beer.

The cop pointed to a group of around 12 men across the street.

"The officer then let him know that it was from the fans across Broad Street when they

raised their beers when he looked over.

Dennis was pretty happy about it," Javier, 41, tells PEOPLE.

"He was standing a little in front of me, so I didn't see how he emoted about it,

but from his voice, it sounded to me like he reacted rather jovially to their gesture."

Witnessing the special moment was especially touching for Javier: "I lost my mother recently.

While she wasn't the biggest Eagles fan, I wish she could have been here for this as

well."

The parade stretched for five miles where over two million fans cheered and celebrated

their football team as they greeted them from atop double-decker buses.

Javier will always remember this day, but not just for its significance in sports history:

"It definitely was one of the best parts of my parade experience," he says.

"Sure, seeing our heroic players come by and cheering them on for finally bringing

the Lombardi Trophy to Philadelphia was fun and all, but experiencing first hand that

kind of camaraderie among the fans is really what that day is about and what being sports

fans is really about."

What a kind gesture those men did for Dennis.

What a way to show respect for a total stranger.

And, the reason I'm still using this shitty video editor again is because...

...the system requirements for Camtasia Studio 8 are like

They are above my PC's specs.

But the only thing that I need now is a Core i5 and I don't have it. I only have a Core i3.

Before I resetted my P(Laptop) I was using Camtasia a bit but didn't know how but I still tried to download Camtasia here so don't worry.

South Korean curlers, dubbed Garlic Girls, fall in final but it's a win for the sport - Duration: 3:08.

The "Garlic Girls," the nickname of the South Korean women's curling team, could just

as well serve as the title of a movie that captures the unexpected success of that underdog

team at the 2018 Winter Olympics.

As if ready for Hollywood, the women picked catchy nicknames like Pancake, Steak, Sunny

and ChoCho and emerged as TV celebrities during the Pyeongchang Games.

But there was no Disney ending for the curlers who hail from Uiseong, known for its garlic

and until Sunday its rural-town curlers.

The Olympic joyride ended in defeat, with the South Koreans losing to Sweden 8-3 in

the gold-medal game before a near-capacity crowd at Gangneung Curling Centre.

And so there were the Garlic Girls, wearing silver medals and mostly sad faces.

South Korea's Kim Eun-jung, known for her oversized glasses and determined look during

competition, managed a joke about the curlers fate.

"We have lost in final games a lot, so many people made a joke I need to change name because

Eun means silver,'' she said, adding that people wanted her to change her name from

Eun to Geum, which in Korean means gold.

The host country got its fair share of gold, silver and bronze during the 2018 Games, breaking

its record for medals won in a single Olympics with 17 in all.

South Korea's previous record of 14 was set at the 2010 Games in Vancouver.

While of course gold is most coveted, the South Koreans cheered long and loud when the

Garlic Girls received their silver medals.

Befitting a country the size of South Korea hosting the Games, its women curlers entered

the Olympics ranked eighth in the world, only to beat powerhouse Sweden and Canada before

losing the rematch to Sweden on Sunday.

During the post-match news conference, the Garlic Girls' coach, Kim Min-jung, wiped

away tears while talking about the team's preparation for the Olympics and issues that

apparently became distractions.

Part of what she said was lost in translation.

But noting the sport is relatively new for South Koreans, who made their Olympic debut

in 2014, she added, "The standard of curling is not fair.''

But Anna Hasselborg, skip of Sweden's gold-medal winners, expressed respect for the South Koreans

— not just the Garlic Girls (a "team to beat'' she said of their future prospects)

and the fans who filled up Gangneung Centre as the the South Korean curlers and the sports

itself emerged as surprise stars of these Olympics.

"We are just so happy the crowd has been (at near capacity) almost every single game,''

Hasselborg said, "and that is such a cool feeling for a curler.''

Dog Was Confined In A Cage But Gets Rescued - Duration: 2:36.

We hear stories about animals who have been abused by their owners, and it is hard to

imagine anyone treating their pet that way.

But time and again, abused animals turn up proving that some humans are immensely cruel.

Luckily for this pup, he was rescued and brought back to good health.

Landis is a pit bull mix who was rescued at the age of two years old.

Most dogs his age are fully grown, but this one was another story.

The poor pup had been kept in a cage that was too small for him, and it had devastating

effects on his health.

The dog could not stand all the way up, even when he was free of his tiny prison.

He hunched over, and it was obvious that he was in pain.

He was taken in by an animal shelter in Georgia, and they quickly contacted Second Chance Rescue

in New York City.

After just one look at this dog, Second Chance agreed to take him in.

They wanted to do everything in their power to return Landis to the proud pup he should

have been.

"To look at him, you would guess he'd been forced to grow up in & live in a small

cage.

Well, guess what, you'd be right!!

Where do these monsters come from that walk among us?!" the organization wrote on Facebook.

The good news was that the damage done to poor Landis was not permanent.

The dog was treated by an orthopedic specialist who avoided surgery because of the pain it

would bring to the pup.

Over time, the dog's condition improved.

Landis was ready to be adopted, and he had a long list of people waiting to claim him

as their own.

He ultimately moved in with a family in Cape Cod, Massachusetts.

This dog's forever home couldn't have been more perfect.

It was only minutes from the beach, where Landis could work on his strength with his

canine siblings.

AND it was close to a hydrotherapy facility, so the pup would never have to miss an appointment.

Landis is now happily building his strength up more with each passing day, and he is thrilled

to be a part of his new family.

This dog's journey is proof that no matter how heartbreaking a story may begin, it can

always have a happy ending.
