THE CONGRESSIONAL BUDGET OFFICE Monday that the five week government shutdown cost the country dollar 3 billion that it will never get back, with substantial pain for individuals who went unpaid and businesses that lost customers. With another closure looming, two senators are pushing bills they say would once and for all. Both proposals have risks.

Dont get us wrong: Were against shutdowns. The problem is that giving lawmakers a fallback option limits the incentive for one party or the other to go to the table to negotiate a new spending bill, the Brookings Institutions Sarah Binder wrote us in an email. That limits Congresss ability to respond to changing agendas or emergencies that might require shifts in spending priorities. Government agencies cannot plan long term, pursue new projects or end failing ones when their funding levels are tied tightly to previous appropriations.

The bills recognize this downside and offer alternative solutions. Mr. Portman would begin across the board , hitting defense and non defense spending, after 120 days, as an incentive to negotiate. That might work, but there is a danger that anti spending insurgents would welcome the opportunity to force down federal spending. Mr. Warners, by contrast, would from Congress and the White House until lawmakers agreed on new appropriations bills. Of course, a future Congress could cancel both these forcing mechanisms while keeping spending on auto­pilot.

Lawmakers may judge that the disruption caused by shutdowns, and the difficulty of compromising on a budget, justify adopting a new mechanism, no matter how risky. But it might be better to start by adopting another of Mr. Warners ideas: to withhold congressional and White House operations money if Congress fails to pass new funding bills. The government might still shut down — but lawmakers and their staffs would share the pain. That might help them see the wisdom of reopening the government a lot more quickly.

Arsenal transfer news: Ivan Perisic deal would be good, but only on ONE condition - pundit - Duration: 1:48.

That is the view of ESPN FC pundit and former Chelsea midfielder Craig Burley, who says that a loan deal would be best for the club.

Croatia international Perisic has been linked with a move to the Emirates before the transfer deadline.

Indeed, the winger reportedly handed in a transfer request and was an unused substitute in the loss at Torino on Sunday.

Inter are said to only want to negotiate and permanent deal for the 29-year-old right now and, according to Burley, his age is why Arsenal should be careful.

Some reports state Inter would be willing to let Perisic go on loan as long as there is an obligation for Arsenal to buy him in the summer.

"I can see Perisic being a loan," he said.

"I was talking to an old colleague of mine about it back in the UK.

"He was saying 'well, they should go and buy Perisic'.

"Next month he's going to be 30, that's not old, but we're talking about no sell-on value here.

"So we're plugging a hole for maybe a year or two, he's not had a great season at Inter.

"So I think if Arsenal can do a loan, I'm going to say yeah, as a loan signing.

"I can't see them going out and splashing big money."

Perisic has scored just four goals in 25 appearances for Inter this season.

He can play on either wings and has been at Inter since joining from Wolfsburg in 2015.

Perisic scored the equalising goal for Croatia when they beat England 2-1 in the World Cup semi-final last summer.

He also found the net in the final before his side went down 4-2 against France.

 If there is one truth to cling to amid relentless speculation over Timo Werner's future it is this: the striker won't be joining Liverpool before Thursday's deadline

 Beyond that, however, mapping out the future of one of Europe's hottest properties becomes slightly trickier

 According to reports in Germany, RB Leipzig recently granted their star man more time to decide his next move, relenting on a January deadline they had previously imposed in the process

 But with Werner's contract expiring in 2020, he won't be allowed to extend this period of contemplation beyond the summer

 At that point, the 22-year-old must put pen to paper on a new deal that Bild allege will contain a €70m release clause relevant to a select group of clubs - Liverpool among them

 Otherwise, he will simply be sold to the highest bidder before the 2019-20 campaign gets under way

 But, while sources at Anfield continue to deny interest in a move for Werner either this month or in the summer, Leipzig are right to expect that stance could change in the coming months

 Firstly, it would be remiss of the Reds' scouting staff were they not following a player of his profile closely

 Only they aren't planning such a swoop - not for now, at least.  One reason for their reluctance is an acknowledgement that the loss of Solanke, Origi and Sturridge should, realistically, not be felt too greatly

 So far this season, that trio have combined for a grand total of 680 minutes' worth of action in a red shirt across all competitions

 And it seems unlikely that a player of Werner's pedigree would be similarly content to feed on scraps behind Sadio Mane, Mohamed Salah and Roberto Firmino should he leave Leipzig with the idea of furthering his career

 In theory, rotation could provide the Germany international with regular action, but even those opportunities would be limited by the presence of Xherdan Shaqiri and imminent return to fitness of Alex Oxlade-Chamberlain

 Furthermore, Klopp already has someone in mind for the aforementioned opening of back-up striker: teenage sensation Rhian Brewster

 The German isn't simply paying lip service when he speaks about the 18-year-old's big future at Anfield; he truly believes he can become a key part of the first-team squad once fully recovered from ankle and knee surgeries

 That said - and this is perhaps the crux of the matter - he will also know that Brewster's undoubted talent comes with no guarantees given his tender age and lack of football over the last 12 months

 Much, it seems, will depend on his pre-season audition under the watchful eye of Klopp

 For that reason, bold declarations about Brewster's role, or indeed Liverpool's requirements in that position, should be avoided at this early stage

 And so ruling the Reds either in or out of a swoop for Werner at this point would be unwise, no matter how unsatisfactory the status quo

Anthony Davis has officially requested a trade from the forever struggling New Orleans Pelicans, and the Lakers and Celtics are teams expected to have immediate, immense interest in landing the best big man in the NBA

But the New York Knicks are another team with a hat to throw in the Davis sweepstakes, and Yahoo!'s Chris Haynes reports that they're preparing to make the Pelicans an offer

The Knicks have valuable trade chips in Kristaps Porzingis, rookie Kevin Knox and potentially the No

1 overall pick in 2019. With Boston, which has the best trade assets, unable to trade for Davis until the summer because Irving and Davis each have designated player rookie extensions, the Knicks may be the premier Eastern Conference threat to pull off the blockbuster

If New York lands Davis, it could subsequently land Kevin Durant, and then could get Kemba Walker or even Kyrie Irving in the summer

New York basketball would be back, and better than ever. These thoughts are fine, but there is a saying that applies here: the Knicks have too much dip on their chip

There are many things that need to happen before Knicks fans can dream about championships

New York would need to include Tim Hardaway Jr. or Courtney Lee in the trade with the Pelicans

If the Pelicans don't want Hardaway or Lee, the Knicks would need to deal one of those two wings to a team willing to trade cap space for assets

That means New York likely has to part ways with an additional future first-round pick

If they're not dealing with the Pelicans, they likely need to do this before the Feb

7 trade deadline. Lee has an additional year on his contract after this one, while Hardaway has two more years

A healthy Porzingis coined the term "unicorn," so the league hadn't seen a player like him

But the Pelicans have had a lengthy injury history and may not want to deal for a player with such a significant knee injury so early into his career

Porzingis is also eligible for a pay raise as an impending restricted free agent

There's also the question on how high New Orleans is on Kevin Knox, the versatile forward New York selected ninth-overall in 2018

He is more than just a shooter, with the ability to put the ball on the floor and has the tools to defend multiple positions

But he's still only shown flashes to date. In a perfect world, Porzingis, Knox, and a top-three pick in the 2019 draft looks good

But look at some competing offers: The Lakers can offer any mix of Brandon Ingram, Kyle Kuzma, Lonzo Ball, Josh Hart, Ivica Zubac and any of the first-round draft picks they own between 2019 and 2026 (though they can't deal two in a row due to the Stepien Rule)

The Celtics negotiations begin with Jayson Tatum and can include Jaylen Brown, Terry Rozier, Marcus Smart, or any of their four 2019 first-round draft picks — their own, one via Sacramento in the Tatum/Markelle Fultz trade, one from Memphis due to a Jeff Green trade long ago, and one from the Clippers via

a different Jeff Green trade long ago. Boston, though, can't trade for Davis with Kyrie Irving's current contract

They must wait until they sign him to a contract extension — or deal Irving in a trade for Davis

Plenty of other teams have assets they can offer even if Davis won't commit to signing past 2020

The Raptors, for example, can trade Serge Ibaka or Jonas Valanciunas, along with Pascal Siakam, OG Anunoby, Delon Wright, Fled Vanvleet, and/or Norman Powell New York's best offer matches up with Los Angeles' and Boston's — so long as Porzingis returns to his borderline All-Star form
