Donald Trump warns US will 'decide soon' on re-listing North Korea as TERROR SPONSOR - Duration: 3:54.

Donald Trump warns US will 'decide soon' on re-listing North Korea as TERROR SPONSOR

Speaking on Air Force One has he flew to Japan to begin his 12-day tour of Asia, Mr Trump said a decision on adding the reclusive regime to the list would be made soon.

White House adviser HR McMaster had earlier revealed Washington was considering placing North Korea on the list alongside Iran, Sudan and Syria.

Mr McMaster said the killing of Kim Jong-un's half brother in a Malaysian airport earlier this year could lead to Pyongyang's placement.

Although Malaysia has never directly accused North Korea of the murder, South Koreas spy agency said the attack was part of a plot emanating from the highest levels of the rogue regime.

Mr McMaster said: "A regime who murders someone in a public airport using nerve agent, a despotic leader who murders his brother in that manner, thats clearly an act of terrorism that fits in with a range of other actions." He said: Youll hear more about that soon, I think.

It is something thats under consideration."  . Kim's half brother, Kim Jong-nam, died in February after two women rubbed his face with a liquid later identified as VX nerve agent as he passed through the airport in Kuala Lumpur.

North Korea was on Washington's terrorism blacklist for two decades after the 1987 bombing of a South Korean airliner that killed 115 people but was removed from the list by President George W Bush in 2008 as part of disarmament negotiations.

North Korea is already heavily sanctioned over its nuclear weapons programme, so designating it a state sponsor of terrorism would largely be symbolic.

Mr Trump told reporters his administration planned to take a different approach after years of what he termed total weakness" over North Korea. He said: "We want to get it solved.

Its a big problem for our country and the world, and we want to get it solved. In an apparent attempt to distinguish between the Pynongang leadership leadership and ordinary people, he said he thought North Koreans were great people. He said: "And I hope it all works out for everybody.  .

Mr Trump was speaking as his 12-day Asian tour got underway against a backdrop of heightened tensions over Pyongyangs nuclear and missile tests.

The President has rattled some allies with his vow to totally destroy North Korea if it threatens the United States and his dismissal of Kim as a rocket man on a suicide mission.

And a top aide said Mr Trump intended to tell Asian leaders the world is running out of time in dealing with the nuclear crisis on the Korean peninsula.

THIS could start World War 3 – and it WILL destroy North Korea in just 60 SECONDS - Duration: 6:06.

THIS could start World War 3 – and it WILL destroy North Korea in just 60 SECONDS

Trump has at his fingertips one of the largest nuclear arsenals in the world with nearly 7,000 in the stockpile of the US Military.

And these weapons are all just one call away using the US President's emergency satchel - the so-called "nuclear football". Travelling across Asia with his entourage over the next week, Trump will have this devastating tool within arms reach at all times.

Carried dutifully by a soldier, the leather case weighs 20kg and contains the nuclear "Gold" codes, detailing plans for a strike on counter-strike.

Nuclear war tensions have reached new highs this year as the US squares up to North Korea while China and Russia nervously watch on. "The nuclear briefcase follows him everywhere.

At any moment he can pick up the phone and order a nuclear strike." Global Zeros Derek Johnson Should the crisis go south while Trump meets with Japanese leader Shinzo Abe today, this is what will happen.

His military aide will pop open the case and the US President will have just moments to study the documents before either confirming or forbidding a nuclear strike.

Once Trump decides to send the nuclear codes, ICBM crews will be ready to launch the nukes in just 60 seconds.

And chillingly, once the US President gives the order, there is no one in the world who has the authority to stop him. Nuclear missiles will then fly from their secretive silos and turn North Korea into an uninhabitable wasteland.

However, a nuclear strike by the US would likely trigger responses from China and Russia. NATO would then react – including Britain – and a counter strike would follow, spiralling into a brief, bloody and civilization-ending World War 3.

This horrifying scenario is exactly why politicians and scientists are campaigning for the power of the US President to be restricted.

Trump and North Korea's war of words has reached a knife-edge and one wrong move could spark something that could take the world to armageddon.

The US President's seemingly erratic and unpredictable behaviour – promising to "totally destroy" Kim and pledging "fire and fury" – has left the world teetering.

He even allegedly demanded a "ten-fold" increase the US's already massive arsenal, something Trump later denied as "fake news".

Derek Johnson, executive director of Global Zero, a campaign group against nukes, said: ""The public must come to grips with the gravity of this crisis, too.

We've got two nuclear-armed egomaniacs facing off, and no reason to expect cooler heads will prevail." He added: "When Trump promises 'fire and fury,' remember he has unfettered authority to make good on that threat.

"The nuclear briefcase follows him everywhere. At any moment he can pick up the phone and order a nuclear strike.

"The system designed to execute that order was built for blind deference and speed; we shouldn't pin any hopes on having 'an adult in the room.".

Democrats in the US Congress are also campaigning to get Trump's nuclear powers reduced – tabling a bill to remove his absolute authority.

Senator Chris Murphy warned a "mistake" by Trump could kill "hundreds of thousands" – and along with senators Brian Schatz and Cory Booker they want to curb the US President's "war powers".

He said on Twitter: For all the Republicans breaking with Trump, here is your chance to actually constrain his most dangerous power – to make war.".

Tensions have reached new highs this year as Kim refuses to give up his quest for nuclear weapons despite pressure from the UN.

Trump now makes his first trip to Asia, appearing in Japan today before heading to South Korea and China and ending the tour with visits to Vietnam and the Philippines.

Tomorrow, the US President will meet South Korean leader Moon Jae-in, and North Korea is expected to be right at the top of their list of priorities.

There are very real fears Kim may fire the dreaded Juche Bird – a nuclear warhead mounted on a missile fired out into the Pacific as an ultimate provocation to the US.

Cold War 2: Will Russia spark SECOND Cuban crisis? Putin allies call for Havana base - Duration: 4:09.

Cold War 2: Will Russia spark SECOND Cuban crisis? Putin allies call for Havana base

Two key advisors to Vladimir Putin have publicly urged the Russian President to re-open their Cuban base.   shut down the the Lourdes SIGINT Station in 2002, but advisors have called for the key military facility to be made active.

Moscow's influence in Cuba was a major cause of concern during the Cold War, cultivating in the 1962 missile crisis.

This saw the United States force Russia into a game of chicken, with a sea-based military blockade after discovering plans to construct a missile base, which saw then US President John F Kennedy declare victory.

It is mythicised as the closest the world has come to all-out nuclear war - but with all eyes on North Korea this year the real danger could be right under America's nose.  Cuba is located just 90 miles from Florida and a renewed Russian presence on the island would set alarm bells ringing in Washington.

The old base was partly converted into a university after it was closed by the Kremlin.  But a shock re-opening looks increasingly likely with two of Mr Putin's allies calling for the move. .

Frants Klintsevic, deputy head of the country's senate defence and security committee, said: Our base on Cuba, naval and aviation, should exist.

Its a key issue. He first brought up the issue when he said a Russian presence in Cuba is extremely desirable.  Mr Klintsevic said: It should definitely be done and it should be intensified today. Our presence should be everywhere.

I want much more efforts to be made in this regard than is being made now, and I will even insist on that..

His proposal was this week echoed by Colonel General Viktor Bondarev, the committee's chairman an Russia's former aerospace forces commander.  Colonel General Bondarev called for old Russian bases in Vietnam to be re-opened.  He said: "I believe under the condition of increased tension in the world and frank intervention in the internal affairs of other countries, Russias historical partners, our return to Latin America is not ruled out.

Of course, this should be coordinated with the Cubans. "We should also think about our Navys return to Vietnam with the permission of the government.".

Relations between Cuba and the US have long been strained but began to finally warm during President Barack Obamas administration.  During the so-called Cuban thaw, Mr Obama oversaw a relaxation in economic and social restrictions, with Cuba withdrawn from the terror sponsors list and commercial flights from America resuming after decades.

But Donald Trumps election tlast year has seen the improving relations halted, blocking an economic agreement and removing nonessential US staff and their families from the island.

WORLD WAR 3: Most Americans 'think Donald Trump WILL use military force on North Korea' - Duration: 2:43.

WORLD WAR 3: Most Americans 'think Donald Trump WILL use military force on North Korea'

The data from the Pew Research Center revealed 84 per cent of Americans polled say they think Trump is "really willing" to use military force against the hermit kingdom.

88 percent of Republican respondents said they believed Trump would be willing to strike Kim Jong-Un, while 83 percent of Democrats said the same.

Those asked also demonstrated an increased concern about North Korea's willingness to bring war to the US following Kims sabre rattling.

Of those surveyed 71 percent said the US should take North Korea's nuclear threats "very seriously" – a 15-point increase from 2013. There was also strong disagreement along party lines over President Trump's ability to handle threats from North Korea.

Only nine per cent of Democrat and Democrat-leaning respondents said they were at least somewhat confident in Trump's ability to handle North Korea.

However, 80 percent of Republican and Republican-leaning respondents said they were confident in the President's ability to deal with the hermit kingdom.

The survey was conducted from October 25 to October 30, just days before the US President departed for his trip to Asia. During his 13-day tour of Asia, Trump will focus on North Korea and trade.

He will visit Japan, South Korea, China, Vietnam and the Philippines amid increased tensions across the pacific over North Koreas dangerous missile tests.

However he is not expected to visit the Demilitarised Zone – which borders south and North Korea – during the trip.

Earlier this week, the US President's national security adviser said the Trump administration is considering resisting North Korea as a state sponsor of terrorism.

Trump says Japan WILL shoot North Korea missiles 'out of the sky' in war rhetoric - Duration: 4:41.

Trump says Japan WILL shoot North Korea missiles 'out of the sky' in war rhetoric

Speaking after a summit with Abe during the first leg of his 12-day tour to Asia, Trump reiterated his belief that the era of strategic patience with was over.

He added the the two countries were working to counter the dangerous aggressions of the North Korean regime, which has fired two rockets over Japan this year and repeatedly threatened the US territory of Guam.

The described Pyongyang's nuclear and missile programmes as a "threat to the civilised world and to international peace and stability and after agreeing to sell US military equipment to Tokyo, Trump believes Japan is now ready to shoot any projectiles "out of the sky".

After Trump's National Security Advisor faced questions about the President's rhetoric, the Republican tycoon vowed not to mince his words when it came to the North Korea crisis.

He said: Some people said that my rhetoric is very strong. But look whats happened with very weak rhetoric over the last 25 years. Look where we are right now." Ahead of Trump's departure last week, H.R.

McMaster said the US President is unlikely to tone down his rhetoric during his Asia tour, saying the rising tensions are a result of North Koreas threats and missile tests, not Trumps words.

McMaster told reporters: "I don't think the president really modulates his language. Have you noticed him do that? I mean, hes been very clear about it.

"Ive been aware of the discussions about, 'hey, is this inflammatory?' And whats inflammatory is the North Korean regime and what they're doing to threaten the world."  .

"The president will use whatever language he wants to use obviously and what the president has done is clarified in all of his discussions, his statements on North Korea our determination to ensure that North Korea is unable to threaten our allies and our partners and certainly the United States.

"I think there would be a grave danger if that regime didnt understand our resolve, the presidents resolve to counter North Korean aggression.

And the President's made it very clear." Trump also reiterated his promise that the US is "100 per cent" behind Japan and South Korea as he prepares to travel to other parts of the region over the coming days.

In response, Chinese Foreign Ministry spokesman Hua Chunying said the North Korean situation was already extremely complex, sensitive and weak.

She said: "We hope that under the present circumstances, all sides words and actions can help reduce tensions and reestablish mutual trust and getting the North Korean nuclear issue back on the correct track of dialogue and negotiations." The news comes after Russia admitted amid fears the increasing tensions could result in nuclear war.

Kremlin spokesman Dmitry Peskov revealed increasingly hostile ties between the two superpowers mean they are yet to agree on a solution to the ongoing North Korea crisis. He said: "There is no cooperation so far.

Only periodic exchanges of views." While the Trump administration refuses to take the option of military intervention in North Korea off the table, Russia and China are adamant that diplomacy is the only way to relieve the tensions on the Korean peninsula.

JANNI, WILL YOU MARRY ME? | VLOG² 103 - Duration: 10:36.

I organized so we got the keys a bit early

If you think that I've been a bit weird the last few days

That's because...

I want to ask you something

They say it's better late than never - Yes, haha

Thanks for being so patient with me

Will you marry me?

Of course I want!

Are you sure? - Yes!

Your dad asked me

Are you buying the ring before she said yes

Of course I was going to say yes

I've been laughing inside when we've been talking about it

How long did you plan this?

You know me

Wow you made it so pretty here

WOW!

How do you know my size? Do you know it?

Sorry for not crying but I'm shaking inside

At least my shirt says I love you, haha

Are we getting married now?

Yes, I though so That was what I was hoping for

You're the best

So when are we getting married?

As soon as possible!

And now you say there's one more surprise - Yes, let's do it all at once

I've never been that nervous

Noo, I haven't noticed that much - I haven't been able to eat all day

I haven't noticed anything

You're not the one who gets nervous

This was a bit bigger than everything

I've always known that I don't want to live with anyone else than you

And I've been thinking a million thoughts about what to say to you

But I think I will have to tell you that later

Should we sit down?

What an incredible ring, love!

It's not easy with rings

It's amazing!

I thought it was pretty

I'm so happy you said yes - But what did you think?

You couldn't have thought anything else

It was like your dad said, you never know with Janni

It's the only thing I've been able to think about for a month

There's no other girl in the world that can come close to you

Do you want to take a photo?

I would love to! - It would be fun to have a photo

Do we have anyone here in the house? - Yes - What, really?

I Will Do Well • Free Therapy Series Returns To My Channel! • @Glamazini - Duration: 6:25.

Hey Everyone, it's Roshini aka Glamazini and I'm sitting on my bedroom floor

so let's talk for a second. Several years ago when I first started

my channel I did a series called Free Therapy and in that series I covered

some of the less than glamorous less than amazing parts of life in general

and my life, specifically things like being diagnosed with depression, what I

do about that diagnosis, and just all of the different ways that I thrive and

overcome the many challenges that life continues to keep throwing at me.

I stopped that series a while back and I actually moved most of that information

that I was sharing to a Facebook group. So I think I told you guys about

that Facebook group maybe last year -- it's called Celebrate New Growth. It's a play

on words because I cover natural hair etc and we talk about new growth.

The group has been going for a year now and we just passed 200 members .

I really don't even talk about that group that much and so I'm ecstatic

for having 200 people come along on this journey of new growth and discovery in

the past year! I decided that I want to start sharing what's going on in

that group with you guys and inviting you guys over because I know that a lot

of people, back in the day especially, subscribed to my channel because of that

Free Therapy series or you subscribed to me because of hair or the fact that I'm

a goof off and then you got hooked because of the Free Therapy series.

This month's focus in my Celebrate New Growth group is I Will Do Well. We're

gonna spend the month challenging limiting beliefs that are stopping us

that are hindering us from getting the results in our life that we want. This is

something that I continually have to do with myself. I have done surveys with you

guys, I get questions all the time about how is it that in the midst of all the

crazy stuff that's going on in my life ( because you guys are privy to some of it

not all of it) how is it that I still remain joyful? How do I get everything

done? blah blah One of the ways that I do that is I challenge limiting beliefs and

I'm always peeling back the layers discovering things that are stopping me

from the results that I want, and moving forward

how to get them. A couple of weeks ago I was on Instagram and Lisa Price

who is the founder of Carol's Daughter shared a video of Oprah Winfrey. She was

being interviewed it was right at the beginning of when her national talk show

became a national talk show and the gentleman that was asking her questions

said to her "So this show that just getting underway nationally" ... "It's going

to do it'll do well" ... "And if it doesn't?" ... "And if it doesn't I will still do well. I

will do well because I'm not defined by a show. You know I think we are defined

by the way we treat ourselves in the way we treat other people. You know I would

be wonderful to be you know acclaimed as this you know talk-show host who's made

it that would be wonderful but if that doesn't happen there are" ... her response

floored me you guys. We all know who Oprah is now in 2017 but this was not

2017 Oprah this was local television Oprah that just became national

television Oprah like a month before right. So we

didn't she didn't know where she was going to go. So when he asked her

what if her show does not do well on a national stage as calmly as ever she

responded "if the show doesn't do well I will do well" and you guys her response

of calm confidence in the fact that she would do well no matter what floored me.

It literally made me stop for a second on Instagram. I put "I will do well" as a

recurring thing in my task list on my phone and every single day I speak the

words aloud "I will do well" because there are so many reasons in my life for me to

believe that the end is going to be worse than the beginning. I fight every

day to reprogram my mind from the things that have taught me that have told me

over the years that my latter is not going to be greater. If you guys know me

you know that yes I'm a silly person on the internet but I'm also a Christian

and I believe that God has promises that are available to me. He doesn't just

dump them on me unless He's being merciful, but there are some things that

he's empowered me to get. One of the things I can do is grow and mature and

live a more abundant life which means I will do well. That has to do with

what I believe. I'm a strong proponent of what you believe you

become. Who you are in your life right now, your current state of being, your

current state of doing, what you are exhibiting in your current life it

starts with what you believe. So if you have limiting beliefs then you

cannot confidently say I will do well. And I want to live a life where I

confidently say I will do well. So I just wanted to make a quick video to invite

you guys over here on YouTube because you guys know YouTube you are my first

love. I mean I love video and I've been thriving over on Facebook with these

viral videos but you guys, YouTube, are my riders. You guys are my first love

and so I'm probably gonna pop on a few times a month and just kind of you know

level out let you guys know what's going on in the group and invite you to come

on over. If you want to come to the group it's bit.ly/CelebrateNewGrowth

or you can just go on Facebook and you can search Celebrate New Growth.

Right now the group is women only. Also I have four or five clients right now. It's

been a really interesting year working as a life coach and I would love it if

you are interested in coaching with me I will put information down below on how

you can contact me. Either email me at coaching@glamazini.com come in

the group. Check it out for a second, see if I'm your flow and then you can

contact me that way. So anyway you guys hope you guys have a great week and I

will see you in the next video. Yes totally off topic I will be doing a

video about my hair. I did film something and my computer died and I can't get the

footage off the backup. If and when I get that off my husband said I can get

it I will have a video up real soon and it'll be a little out of order but you

guys forgive me charge it to my head, a hurricane, and my technical issues and

If sunshine is the best disinfectant, will the Finance Minister finally throw open the shades? - Duration: 2:45.

Well, Mr. Speaker, the Prime Minister is sending child care benefits to one millionaire: himself.

Earlier today, he said that sunshine is the greatest disinfectant, yet the finance minister's

myriad of numbered companies are shrouded in darkness. We do not know what other conflicts

he has hidden among the assets in those numbered companies. Therefore, will the Prime Minister

agree to tell the finance minister to throw open the shutters and let in the sunshine so that we can

see what is inside those companies?

Mr. Speaker, the members opposite have actually had a difficult time with this concept

For 10 years, the member opposite was part of the most secretive, untrusting, and untrustworthy government

that Canada has ever seen. The level of openness and transparency that we have shown, the level of respect

that we have offered to commissioners of parliament, to the Elections Canada commissioners, and to justices of the

Supreme Court that they never showed is part of why Canadians have trusted us to deliver the

kind of growth that 10 years of Conservatives never could.

Mr. Speaker, the Prime Minister has gone so far as to suggest that somehow it would be disrespectful

to the Ethics Commissioner if the finance minister were to tell us what he is hiding in his numbered companies

I wonder if the Prime Minister can tell us, did the Ethics Commissioner ban the finance minister from sharing with

Canadians what assets he holds in those numbered companies?

Mr. Speaker, the member opposite wants to talk about numbers, and I know he is wondering just how many

people in Carleton have been receiving the Canada child benefit. I can tell him that it has been 16,200 kids in his riding

who are receiving an average of $430 per family a month to help with the high cost of raising

families, of buying new clothes, and of after-school activities. These are the things that are

making a difference for families in his riding, that we have increased because unlike the

Conservatives' former government, we do not...

Will Chimps Ever Be Smarter Than Humans? - Duration: 4:44.

Hello and welcome back to Life's Biggest Questions, I'm Ron McKenzie-Lefurgey.

Stay tuned to the end of this video to hear about our new Patreon and how YOU can help

us decide new videos.

Ever since Charles Darwin wrote his book "On the Origin of Species" in 1859, the world's

leading scientists have been examining the development of many animal species, most predominantly,

humans.

Much of this research has been focused on our most important survival mechanism: our

brain.

This is the main characteristic that sets us apart from the rest of the animal kingdom.

But as we see one of our closest relatives, the chimpanzee, showing signs of increased

intelligence, many find themselves wondering if they will eventually overtake us.

So get ready, it's time to ask the question: Will Chimps ever be smarter than humans?

Well, some scientists claim that this is already the case.

For instance, one 2012 study claims that a female chimpanzee was found to have higher

intelligence than the average high school student.

However, this is hardly the most scientific of papers, as the proof for the lack of intelligence

in high school students included things like "inability to pull one's pants up" and

"always starting drama".

While some claim chimps to be smarter than humans in an attempt at humour, it's clear

that humans currently have more intelligence.

Or is it?

While many scientists study animal intelligence, and countless papers have been published on

the subject, some researchers are of the opinion that we lack the ability to properly gauge

the intelligence of animals.

In his book "Are We Smart Enough to Know How Smart Animals Are?"

Frans de Waal describes an alternate view of intelligence.

Rather than a ladder of intelligence, with humans at the top, he suggests viewing it

as a bush, with branches of intelligence.

Certain animals having higher and lower levels of several different types of intelligence,

but that doesn't mean one is inherently more intelligent than any other.

A gazelle may not be great at calculus, but put a predator anywhere near it and it will

show you just how clever it can be.

De Waal and several others believe that to compare something as vague as intelligence

between species is folly.

That isn't to say that humans don't have their own advantages over chimps.

When discussing our own intelligence, it's often divided into 8 types: Musical-rhythmic

and harmonic, Visual-spatial, Verbal-linguistic, Logical-mathematica, Bodily-kinesthetic, Interpersonal,

Intrapersonal, and Naturalistic.

While chimps may be able to compete with humans on a select few of these, such as visual-spatial

or bodily-kinesthetic, if we were to compare humans and chimpanzees based on performance

in these areas, humanity would come out on top.

Our superior verbal, logical, and interpersonal intelligence would likely be the difference.

However, this method of testing is extremely biased in favour of humans, as it was created

with humans in mind.

So it doesn't exactly give us a clear picture of the situation.

For the sake of argument, let's assume that we ARE able to compare chimp and human intelligence.

Will chimpanzees ever be smarter than humans?

It seems unlikely.

Despite the advances we've seen chimps make in terms of tools, in the same time humanity

has progressed much further.

If the current trends continued, there is little chance that chimpanzees could reach

the same level of intelligence as humans.

But as unlikely as this may be, it is not impossible.

As humans become increasingly dependent on technology, it may be that we will begin to

depend less and less on our own brains, since computers can complete most mental tasks more

efficiently.

If this was the case, and humanity somehow managed to survive for the millions of years

it would take chimps to evolve past us, then it is possible.

But, as stated in our video "How long will humans exist for," it could be that there

simply won't be enough time left for us to allow evolution to do its work.

One more realistic option that could lead chimps to be smarter than us is genetic engineering.

We've all seen or heard of Planet of the Apes; if we were to, pardon the pun, monkey

around with the genetic structure of these apes, there is every possibility that we could

create a chimp that is smarter than a human.

And if this happens, we may need to start recruiting little girls with superpowers.

Yes, that's a Mojojojo reference.

No regrets.

And now we return to our question: Will chimps ever be smarter than humans?

Well, by some definitions, they already are.

There's also a school of thought that says we cannot truly know the intelligence of other

animals without being inside their heads.

However, assuming their intelligence is roughly where we estimate it to be, it seems unlikely

that they will ever catch up.

Our technology is increasing at a far greater rate than the crude tools used by chimps,

and evolution simply takes too long for them to catch up the old fashioned way.

If chimps are to be seen as more intelligent than us, they'll need to wait for someone

to help them along.

So keep an eye on The Professor.

And James Franco.

Self-Driving Cars Will Make Most Auto Safety Regulations Unnecessary - Duration: 7:08.

Nobody knows what the self-driving cars of the future will look like.

Once you no longer need a human in the front seat operating a vehicle,

automakers can rethink every aspect of car design.

Since the late 1960s, however,

the federal government has enforced detailed safety standards

governing the physical makeup of the car.

Virtually every part of the car has had a standard written about it.

There's about a hundred different subjects that have been covered

both in advance notices and in actual standards.

The federal rule books, which have expanded over the years,

have specifics on everything from rearview mirror and steering wheel placement,

to the shape of the vehicle and the exact placement of the seats.

Since self-driving cars don't need rearview mirrors, steering wheels,

or even seats necessarily,

what should the federal government do with it's roughly 900-pages of regulations?

I will make the contention that will rattle the cage

of some people in the auto regulation business,

that basically the entire vehicle code can be boiled down to

be safe, and do not unfairly get in the way of other people.

Brad Templeton is an entrepreneur and software architect,

who has worked as a consultant with Google on its self-driving car project.

He says most regulation will become unnecessary and detrimental

now that motor vehicles are becoming essentially computers on wheels,

meaning software, not just hardware, is essential for safety.

It's necessary to bring that tried, true, trusted means of regulation to bear.

John Simpson works at the California-based nonprofit Consumer Watchdog.

He says that the transition to driverless cars

doesn't mean we don't need stringent safety standards.

You don't say the algorithm will be written this way, this way, this way and this way.

What you do is you set a standard that says

the vehicle shall be able to do X under Y circumstance.

But the switch in emphasis from hardware to software

could change the incentive structure in the car industry

in ways that make government oversight less necessary.

One difference is that when companies discover a safety flaw

they'll have every reason to fix the problem immediately.

With today's cars, that hasn't always been the case.

Take a classic example,

General Motors found a flaw in the ignition switches and they didn't do the right thing.

The American public were failed by a corporate culture

that chose to conceal rather than disclose.

Replacing every ignition switch was very very expensive

and so they were afraid of that cost.

But the safety problems of the future will primarily be bugs in software not hardware,

so they'll be fixed by sending ones and zeros over the internet

without the need to return hundreds of thousands of vehicles to the manufacturer.

Replacing software is free, so there's no reason to hold back on fixing something.

Another difference is that when hardware was all that mattered for safety,

regulators could easily inspect a car and determine if it met standards.

With software, scrutiny of this sort may be impossible

because the leading self-driving car companies are developing their platforms

through a process called machine learning.

Machine learning certainly doesn't mesh in with traditional methods of regulation

or of software development, frankly.

With this method, the vehicle recognizes patterns in its environment

and refines its own system through driving experience.

But machine learning, which is a form of AI, is developed organically,

so humans have limited understanding of how the system actually works.

And that makes regulators nervous.

Templeton fears that our desire to understand and control the underlying system

could lead governments to prohibit the use of machine learning technologies.

It turns out that they do a better job, but we don't know why,

we'll be in the situation of deliberately deploying the thing that's worse

because we feel more comfortable that we understand it.

John Simpson says extreme caution is warranted

because software in cars isn't like software in other contexts.

It's one thing to test Gmail in beta mode

the glitches and you lose your messages and you say

'oh hell's bells I lost my messages.'

and software that when it glitches actually might kill you.

And I think that's an important distinction to make.

That these need to be perfect before we allow them on the roads

is a mindset that has infected a lot of urban planners

and a lot of, just the general pro regulation set.

Marc Scribner is a senior fellow at the free market think tank

the Competitive Enterprise Institute.

He says that its this mindset that could cost lives on the highway.

Delaying self driving car technology means we are going to see additional deaths

that we could avoid if we simply would've allowed these vehicles on the road

that are not perfectly safe but still safer than the cars we have today.

The computerization of driving also has an impact on how we build and maintain highways.

Some transportation planners say that to prepare for self-driving cars

we need to construct smart infrastructure

that communicates directly with vehicles.

Templeton says that as driving become a software-based industry,

the physical highways should mimic the internet.

So the internet, we like to call it the stupid network

and that's 'cause the network is really really simple.

When you talk about cars you talk about stupid roads and smart cars.

You don't try and make the infrastructure smart,

you make the infrastructure as basic as possible,

and you put the intelligence in the cars where it's being built by lots of competing companies

and that's where you get the piece of innovation that shook the world that the internet had.

If we need to install all of this new electronic infrastructure on highways

and we're having problems filling potholes,

just from a pure budgetary and management perspective, you're dreaming.

Physical infrastructure takes decades of planning and implementation.

Templeton says self-driving cars provide an opportunity

to make the roads quite a bit dumber than they are today.

You take what infrastructure you do need to have and you move it in the car.

An example is, the maps that google uses for their car to drive

and they mapped all the roads so they don't need anybody to paint new lines on the road.

They use that virtual infrastructure much cheaper, much more flexible,

much more ability to change your mind about what you want.

Auto safety technology, driven by the private sector

is evolving much more rapidly than the federal regulations.

And some of them, right now very clearly stand in the way

of consumers adopting these safer technologies.

The more real danger is that the benefits of this technology

will drive us to ignore the necessary safety regulations right now.

the impact that computers will have on society is really really big here.

You need a world where people are free to come up with new innovations

that everyone else thinks they're crazy.
