Gov't will frontload US$ 157 bil. of 2019 budget during H1: Finance minister - Duration: 0:43.

South Korea's new finance minister says the government will frontload more than 60 percent

of its spending in the first half of the year.

Speaking on Friday at a meeting of economy-related ministers, Hong Nam-ki said the government

will spend 157 billion U.S. dollars in the first half to improve people's livelihoods,

create new jobs and boost social infrastructure.

He added the government will announce its draft plan to overhaul the way the minimum

wage is decided by next week.

That's so it can be in place before the rate is set for next year.

The minister vowed last month to moderate the pace of wage increases in the face of

a growing backlash over the double digit hikes in 2018 and 2019.

 Solskjaer must be credited with shoring up United's defence during his short reign, not to mention getting the best out of the likes of Marcus Rashford and Paul Pogba

 Pogba in particular has excelled under Solskjaer having recorded four goals and three assists in four Premier League games

 He could have scored against Newcastle, too, but was only able to find the side netting after dribbling the ball around goalkeeper Martin Dubravka late on

 One concern for United is that the Frenchman reportedly left St James' Park limping and needed medical attention on the team bus following a nasty challenge from Jonjo Shelvey

 Shelvey raked his studs down the back of Pogba's leg in the second half and somehow escaped punishment from referee Andre Marriner, who didn't even show a yellow card

 United fans have since been calling for the FA to ban Shelvey but according to the BBC's Simon Stone, they've decided they won't be taking action

 And why? Because the referee saw the incident and gave a free-kick, which the FA regard as the incident being dealt with

 "FA won't be taking any action against Jonjo Shelvey for tackle on Paul Pogba last night," Stone tweeted

 "Referee saw incident and gave a free-kick so incident regarded as dealt with, even if the on the spot decision might have been wrong

Mistakes happen."  Outrageous. Shelvey could have seriously injured Pogba with his challenge and it's within the FA's power to take retrospective action, which should have been the case here

 Shelvey can count himself very lucky.

fitness class! From Sunrise Yoga to Hip-Hop Cardio, there is something for

everyone, every single day of the week! You can pay for unlimited monthly

classes or pay per class, depending on how often you'll go. All of their classes

are posted online. Number Two: Play basketball! You'll find indoor basketball

courts on the main floor. Whether you're joining a team or just shooting some

hoops on your own this is a great spot to burn some extra calories.

Number Three: Use the outdoor courts! Outside the community center you'll find

tennis courts and sand volleyball courts. Bring your friends and enjoy the sun!

Number Four: Rent a private room! Did you know that you can rent one of the

private rooms at the community center for a party or meeting? This is a great

place to host your kids' birthdays. Number Five: Do your own thing on the fitness

floor. The fitness floor was updated and expanded in 2018, which means there's

even more equipment and space upstairs. You'll find an assortment of weight

machines, free weights, and cardio equipment. Number Six: Get your climb on!

The community center features a climbing wall that's fun for the whole

family! Be sure to check the hours online before heading over to the climbing wall.

Number Seven: The Adventure Club! The Adventure Club is a great resource for

kids and parents alike. This is the on-site child minding service. You are

welcome to drop your kids off with the Adventure Club for up to two hours per

day, keep in mind that you must stay in the community center while your kids are

there. Number Eight: The Big Splash Waterpark. When people think about Anthem

they often think about the water park. the Big Splash Water Park is open during

the warmer months and has something for all ages and abilities.

Number Nine: Hang out in the lounge and gaming area. On the main floor you'll

find space to hang out, relax, or play games like ping pong. Number Ten: Stick

with me guys! This might be the most important one... Meet your neighbors!

Spending time at the community center is the perfect way to meet fellow Anthem

the presence of eye bags is a common problem that affects people regardless

of age gender or ethnicity eye bags are typically caused by genetics has often

seen in younger people or age-related where fat around the eyes prolapse is

forward the initial response of many people is to buy a bunch of under eye

creams that claim to get rid of eye bags I'll explain why I creams do not

actually work for under-eye bags I'm Dr. Amiya Prasad I'm a

Board-certified cosmetic surgeon and a Fellowship-trained oculofacial or

oculoplastic surgeon I've been practicing in Manhattan and Long Island

for over 20 years my training was first in eye surgery after which I pursued

advanced training in cosmetic and reconstructive surgery of the eyelids I

treat eye bags every day in my practice I also specialize in managing

complications of eye bag related procedures performed by other doctors as

mentioned earlier eye bags can be seen at any age I've treated three

generations of the same family for eye bags the youngest patient I retreated

was 14 years old and many people who come to me are in their 20s and 30s and

have been aware of puffiness under their eyes since their teens this under-eye

puffiness is always present and makes one look tired and older is caused by a

condition referred to as lower eyelid fat prolapse this means that the fat

normally around your eyes has pushed forward creating a bulge this is why

it's called lower eyelid fat prolapse or herniated fat this differs from

temporary causes of bags such as fluid associated with

allergies sinus problems soft intakes and hormonal fluctuations while these

can all cause puffiness they are usually intermittent these temporary causes can

also make the under eye puffiness due to fat appear much worse creams which claim

to eliminate under-eye bags don't work because they cannot physically reach the

deep fat pockets and have any effect the best way to fully correct eye bags is

through surgery to sculpt and remove the displaced fat pockets cosmetic I creams

however can improve quality texture and color of the skin under and around the

eyes I developed some skin care products which are designed for this purpose

there are basically two strategies to help improve the appearance of under-eye

bags if someone has slight fat prolapse pushing forward and has a certain

anatomy of the bone structure under the eyes we're in a space called the tear

trough fillers such as Restylane or Juvederm can be used to blend the

transition between the elevation of the fat pocket and the hollow of the tear

trough this approach to camouflaging lower eyelid fat with filler has been

very useful in our practice to help patients with minimal fat prolapse or

under eye puffiness if someone has more severe eye bags the more definitive

treatment is a surgery procedure called lower eyelid blepharoplasty most general

plastic surgeons perform this procedure with an incision in the lower eyelids

right beneath the eyelashes and sometimes remove lower eyelid skin in

attempt to improve wrinkles this approach is called a transcutaneous

blepharoplasty I see a lot of patients who have had this procedure they come in

complaining of losing the shape of their eyes

the lower eyelid is pulled downward I also see a number of patients who have

had complications from this procedure like lower eyelid retraction and lower

eyelid ectropion these conditions result from skin shortage under the eyes and

compromising of lower eyelid support my procedure of choice is called

transconjunctival blepharoplasty I feel this approach is a minimally invasive

procedure that allows me to address under-eye fat pockets surgically from

the inside of the eyelid there is no external incision or any effect on the

supporting structures of the lower eyelid I essentially reduce and reshape

the fat to address the puffiness so you no longer have bags under your eyes

while maintaining the natural shape of your eyes the goal is to appear as if

you never had I bags this is very highly successful procedure with faster

recovery that allows my patients to return to work in about a week we

routinely perform this procedure under local anesthesia with light sedation in

our certified facilities in both our offices for many patients who come to us

from all over the world for this procedure they like that they don't have

to go to a hospital surgery center and can be comfortable having the procedure

done in our office and they go home soon after surgery not employing general

anesthesia makes patients more comfortable and makes their recovery

much faster since they're not recuperating from the effects of general

anesthesia if I bags are your concern don't waste money on creams when you

understand how the underlying lower eyelid anatomy of the fat pockets which

have prolapsed forwards are responsible for these under-eye bags

buying creams as a treatment doesn't make sense

I recommend you meet with qualified and experienced cosmetic surgeons to learn

about your options which are filler placement to camouflage or surgery which

America is more divided than ever.

Geographically, the political left clusters in cities while the right tends to live in

rural areas.

And we don't consume the same media.

America's so-called "mainstream media" are all left leaning; conservative media have

a few large platforms, but they're easy to ignore if you're not already inclined

to agree with them.

And we don't learn from the same sources.

In academia, students can't hear conservative viewpoints: nationally there are six liberal

professors for every conservative one; at Harvard, the ratio is 51 to one.

If you don't know any Trump supporters, it's easy to convince yourself they're

all stupid and half of them are "deplorables."

But perhaps your lack of interaction misleads you.

If you're on the left, you might think that conservatives, who are more likely to be religious

and less likely to accept global warming theory, don't understand science.

But you'd be wrong.

A study by Yale Law School Professor Dan Kahn found Tea Partiers actually had the superior

understanding of science!

He confessed, "I fully expected I'd be shown a modest negative correlation between

identifying with the Tea Party and science comprehension.

But then again, I don't know a single person who identifies with the Tea Party."

If you're on the left, you might think that conservatives who oppose government welfare

programs, don't care about the poor.

Not so.

A study by social scientist Arthur Brooks found that those who are less likely to support

redistribution are more likely to be charitable themselves.

If you're on the left, you might think that conservatives, who regularly talk about far-left

political violence, are more likely to think of you as a threat to America.

The exact opposite.

A Georgetown University poll found it's Democrats who are more likely to believe,

quote, "that members of the opposing party are a threat to the United States and its

people."

In a study testing how well liberals and conservatives understand each other, social psychologist

Jonathan Haidt found conservatives were consistently more accurate in predicting how liberals think

about moral issues while liberals, especially those self-describing as "very liberal",

were consistently less accurate in predicting how conservatives think about moral issues.

Inside the left-wing bubble, people are protected from opinions and facts that run counter to

the orthodoxy with which they're comfortable.

Perhaps if they'd learned more, they might find Trump supporters are everywhere -- and

not as evil or dumb as those with an agenda would want you to believe.

Good morning to the families who have traveled here to support us and celebrate us on this day,

and to those individuals who have shown themselves

to be a motivating influence in our lives.

And good morning to my fellow graduates.

I want to take this opportunity to thank everyone for coming.

A few years ago I had the honor as your commencement speaker to talk with you

about sacrifice, determination, hard work, and perseverance, qualities that are hallmarks

of successful people who chart a blueprint to their destiny.

Here, at the gateway of our destinies, the destiny of a great son or daughter,

of a cyber engineer or scientist, one of a great soldier or scholar, our call is here and now.

My journey requires me to appreciate this moment, to allow us all the opportunity

to take a bow because we deserve it, we did it, and no manner of pessimism or cynicism can take

that away from us because we shape our destiny.

The journey hasn't gotten any easier since I stood here in 2015

and urged you to make your dreams undeniable.

In my quest to fulfill that mandate, I, too, at times have wondered, "Am I ready?

Am I smart enough?

Am I prepared to lead?"

But through it all, my experience here at UMUC has inspired me

to develop better habits to achieve greater success.

What have I accomplished, you ask?

Well, professionally as a first responder, I have been blessed to be the first person

in my academy class to be promoted.

I have been charged with the opportunity to lead the next generation of officers for the state

of Maryland's second largest police department.

Most importantly, I have been blessed to have the opportunity to do what I was destined to do:

Protect those in need and help others that are lost.

You know, years ago my father asked me a question.

He said, "Son, what your plan B?"

I simply said, "There is no plan B because I will be what I'm called

to be, because I determine my destiny".

[ Applause ]

See, it is my destiny to be the man that my four-year-old daughter will be proud of.

It is my destiny to never give in to negativity.

It is my destiny to grow old with my wife, never be on public assistance again,

to make a meaningful impact on my community, and to accomplish what was previously said

to be impossible while extending a hand for others slim on opportunity,

yet full of hope and belief to do the same.

In a world that can often be depressing and cynical, I am inspired by my environment

because in this environment my desire flourishes.

Here at UMUC, we are instructed by experts in their fields.

We are encouraged to question and challenge conventional thinking.

My experience at UMUC has not taught me that the challenges we face will succumb to chance

and happenstance, but rather will yield as a result of our grit

and determination because we shape our destiny.

Over the past few years I, like many of you, have endured challenges.

For me, it was the loss of my grandmother a few years back

and the difficulties of parenting a young child.

For you, it may have been tested at work, or just simply trying to finish

that twelve-page paper by 11:59 on Sunday night.

[ Laughter ]

Yet through it all, our faith remains because our purpose has not changed.

And in pushing past these challenges, we submit our legacy and shape our destinies.

Finally, now that we've finished with all the papers

and we've responded to all the discussion -- .

And our last group project has been submitted -- .

We must not forget that this is just the beginning of our journey,

just the start of our flight, just the right time to turn away from media influence

and change our circumstances, this time,

our time to make that impact that realigns our future.

We understand that as we shape our destiny, as we challenge our norms,

as we plot out a new course for our family, we can draw upon that hard work,

that inquisitiveness, that empathy, that never wavering attitude that we have learned here

at UMUC to carry us through any rough places.

It will carry us over any obstacle because the answer

to those difficult questions is not what lies in the front of us, but what lies within.

And what lies within is more than the sum of our GPA, more than our description on social media.

It is the embodiment of our experiences, our thoughts, our fears, and our accomplishments.

This is what we are made of.

This is the result of our hard work and perseverance.

And this is why we shape our destiny.

Are Warped Expectations the Reason You Don't Reach Your Goals? - Duration: 9:40.

Let's talk about a productivity problem - specifically about follow-through. So, the

ability to set a goal and then stick with it until you deliver something,

until you ship something. This is something that a lot of people struggle

with. It can be very difficult and the comments in one of my previous videos

really inspired me to to talk about this because some really good points were

made there. I think that in many ways our culture and the stories we like to tell

about success are are cheating us out of the ability to see things through and

reach our goals.

Hey I'm Shane from activegrowth.com and I want to use the example of a

product launch I just finished for my "focus & action" productivity course to

contrast what real success looks like 99.9% of the time versus what we expect

success to look like. So I think when we read about success stories and

the kind of success stories we like to tell in our culture are always about

the extreme outliers, the extreme, unexpected breakout success. So it'll be

the story of the teen who teaches herself how to program apps and creates

a simple little game and then just becomes a millionaire overnight, right. Or

it's the story of someone who has some maybe really frustrating experience,

writes like an angry blog post about it and it just blows up. And before you know

it, you know, it's being syndicated everywhere and they get invited to Ellen

and Oprah and they get a book deal and it's just this huge, you know, they make a

movie out of it, right? It's this thing where a single moment -

that's the story we love, right - a single moment turns into this this massive,

breakout success. We love the story of basically the the rising star, right. Just

skyrocketing success. And of course, that's the most interesting story to

tell. It kind of makes sense, right? Out of all the success stories that you find;

well, the outliers, the most extreme, most unbelievable ones, of course those

are the ones that get the most coverage and that we keep hearing about. But I

think this causes a real problem because it makes us hold out hope that this can

happen to us. And if we start working on a project and we don't get

this huge result right away, we feel like "well, I must be doing it wrong"

Because my idea of success is this kind of instant explosion of success.

Now like I've talked about in previous videos, there's also this aspect that we are

basically being trained to want and expect instant gratification. Because

like all of our digital environment works like that. It's like: "push the button

and get this little dopamine hit", right, this little bit of gratification,

right away. So the combination of that - the combination of being used to instant

gratification and all these stories leads us to have a totally skewed and

warped picture of what success ought to look like. And one of the commenters put

this really well, where it's like this problem of follow-through being that

when you come up with a new idea, when you develop a new idea, it's very

exciting. And that once that early phase of putting together an idea, of putting

together a plan, once that's done - after that it's just not that interesting anymore,

right? You get kind of bored with it and it becomes difficult to keep going. Like,

to go from... to go through that, kind of that grind of just the daily stuff you

have to do to turn an idea into reality, it's just not that exciting anymore. And

so you move on to the next new thing, because that's exciting again. This kind

of skewed expectation makes it much more difficult to actually see something

through and I wonder if that would change if we had more realistic stories

of what it means to achieve success. And I want to present just a very brief look

at this latest product launch I just finished as an example of that.

Because, okay, maybe you're wondering "was this a successful product launch?" and the

answer is: yes, it was. But you won't read about it in Forbes magazine or

anything like that, any time soon, because there was nothing unusual or overly

exciting about it. So this product launch was more successful than any previous

information product launch I have done. And the last one as many years ago,

but I've done I've launched many information products over time and this

one was that the most sales, the most revenue generated in a pre-launch

period or in a launch period even, that I've ever had. But not by a huge, you know

not a 1,000x more. And that's the thing, right. This was successful but it

wasn't like a multi-million dollar launch or anything like that. Also, and I

think this is also important if you look at all the stuff I did for this launch,

nothing crazy happened. None of my videos or none of my posts I wrote

about this went viral. There was no crazy snowball effect of

traffic and sales. It was basically nothing unexpected. In other words the

success that I've had with this launch is entirely proportional to the input. So

if you look at what happened since the last information product I launched, why

is this one more successful? Well, I've spent all these years building an

audience. I've spent all these years honing my skills. You know, learning how

to create better content, learning how to communicate better, building marketing

skills and so on. And if you look at what I did in creating the sales message and

the sales page for this and putting together the offer and the videos I

created and the emails I wrote and so on, you can see that, oh yeah, this was way

better than last time I did it and it was to a larger audience, because I built

this audience over time. And so, yeah, it makes sense - the result is

entirely proportional to the work that I've put in. And by the way, in case

you're not familiar with this, I'm not gonna share exact numbers here because I

just don't like doing that and I don't like the kind of thing where someone

brags with "oh, I made this many dollars" or whatever, right. So I'm not gonna share

exact numbers but let me put it like this, because to me, I had a look at these

numbers, I was like: you know, there's something amazing here. This launch went

well enough that if this was the only thing I did - if you ignore

everything else, if this was my sole business - I could make a living doing

just this. So I could make a living launching one or two products like this

per year - probably one. I could launch one product like this per year.

And think about what that would mean: I could I could make a living creating

content about topics I care about, that I'm passionate about, teaching people -

so, creating an online course that teaches people about that topic - and I

could launch one product per year and make a living that allows me to live

almost anywhere in the world - not the most expensive places in the world.

it's not that much money - but with this money I could have a location

independent lifestyle, where I can live pretty much wherever I want. I can be my

own boss, I can have my own schedule and I can do something I really love. And

again this is this is basically "unexciting" because we're nowhere near

millions, this is not a million dollar a year business or anything like that.

But you don't need that kind of money. This is the crazy thing, right: I

could do this and I would enjoy a kind of freedom that kings

of past didn't have, right? And what if that took several years of work to reach?

Because the first time we launch a product the first time, when you start

building an audience, when you start working on products and so on, you're not

gonna have this level of success (probably). But what if it did, what if

it did take several years of hard work, maybe as a side hustle, to get

to the point where I can do this? To me, that would be amazing. It's totally worth

it. And I think that's kind of the frame of mind that makes it easier to follow

through, right? Where it's this kind of "humble" - I mean only compared to the crazy

stories, right - but it's kind of "humble" level of success, to me is totally worth

grinding through a couple of difficult years. So, I'm really curious to hear your

thoughts on this, because I'm wondering - to me it's like obvious that

this is how I think about this. And this kind of, yeah, like I said, "humble" -

even though I can't... it seems like the wrong expression, but compared to crazy

million-dollar stories, this kind of "humble" level of success, to me, is totally

worth investing several years in. And I wonder if that has affected my ability

to follow through, because I don't have skewed expectations and I'm totally

okay with the expectations that are in proportion to the work I've put in and

the level of skill I've acquired. So I'm really curious to hear your thoughts

about this. It seems to me that maybe there's a really important message in

here and I'm starting to develop it, so let me know. This whole topic was

inspired by comments, so let's keep the discussion going. I'd really like to hear

truth I tried to learn from some people but let me tell you something about black

people black people are very very violent when you don't know how to play

true well you don't know how to play you don't know the rules are you trying to

learn they will attack you and I was that was it just at Thanksgiving and

then I got attacked that they were sitting there playing spades and I don't

know how to play and they lost it is a little intimidating let me ask a

question let me ask you a question did something happen in your childhood what

happened in your childhood where you can grow up in a household and not learn how

to play spades what happened?? Well my mother she you know she wasn't with the

cards man it was just she used to flip out we just play cards and like no kind

of card?! Nah she's even flip out when he's play Uno, Uno...Uno! Uno..

"I Declare War" she'd take the cards and flip out so but you know how to play

war I can play I declare war and I can play Uno.. I'm very good at UNO so

just profile people right like you could be you could just walk down the street

you see a group of men you know they got the best week all right

you I just assume.... you say you think I carry weed?? No you play Spades...even tho

you probably do that's what I'm saying you you you can look at you and just

know you know how to play spades is what I'm saying
