Stress Counselling - what is it and how can it help - Duration: 2:46.

Hi I'm Laura Hollywood from www.counsellorlaura.com and I'm doing a series of videos for Mental

Health Awareness Week.

Today I'm going to talk to you about stress.

We all get stressed from time to time, I'm talking really when stress gets out of control.

We usually get stressed when the demands placed on us exceed what we are able to manage.

So often there's stress around work, you might notice that you are staying later or going

in earlier, you may be checking your phone all the time to check on emails. You might

be going to bed at night just thinking how you're going to manage the next day.

Often when you're stressed you can become frustrated so you'll become more snappy at

people, you might be angry.

You might shout at people a bit more than you normally would.

There's also with stress there can be physical symptoms so it might be stomach aches or headaches

it does vary in different people.

It's just a feeling of running on empty, you might notice that you're not eating as well.

You may be drinking more caffeine or alcohol in the evenings trying to cope.

How I can help you with that is.

First of all we'd look at what's causing the stress, we'd see if there's things that can

be changed.

It may be that you're someone who finds it difficult to say no to things so we would

work on you developing your boundaries and being assertive and learning how to say No.

I'm going to say a bit more about that in another video I'll do about relationships.

You may also be someone that really likes things to be perfect, I've also done another

video on perfectionism, so if that's you please watch that one as well because that will help.

We'll also obviously look at relaxation things.

We can look at simple things like how you breathe, most of us breathe in a really shallow

way and just general tips about stress management.

It may also be that if the stress has been going on for quite a while you may start to

get burntout and then it's really about looking at how you can give yourself some time to

recover from that.

Ok so there's just a few ideas of how I could work with you around stress, if you'd like

any more information then either get in touch with me on the website www.counsellorlaura.com

or you can email me or phone me I'm always happy to answer any questions.

OK until next time take care.

How Much Sugar Is In A Can Of Coke | Sugar Content In Drinks - Duration: 11:24.

so today we're talking about how much sugar is in coke and sugar content in

drinks the shocking truth about them and why you should rethink your drink hi I'm

Linda Poirier with bodiesafterbabies.com helping you fit into your jeans get

your sexy back and find a life of happy so let's talk about something right now

liquid calories are one of the biggest culprits and setbacks for a woman to

lose weight well really anybody to lose weight and a pretty big reason why

there's weight gain by thinking it's just one little drink or one ends up to

being 4 people are typically astonished at what's actually in it so today I'm

going to show you the different drink and the sugar content in them so let's

take a can of coke now one can of coke increases your risk of heart attack by

20% and increases your risk of diabetes by 67% let's have a nice glass of coke

shall we one classical catch 39 grams of sugar you're like okay what does that

mean let's pour 39 grams in there okay we're at 31 let's go a little more 39 on

the dot mmm that's delicious it's not delicious I can't wait for the scale to

weigh more tomorrow for every 4 grams of sugar in your drink equals one teaspoon

of sugar I'm just going to put that up there mmm I mean this is the cigarettes

of the 20th century so what it's going to kill me I don't care I like diabetes

so 39 grams of sugar is going to equal 9.75 teaspoons of sugar in one can of

coke so you're thinking so what right so it's not that much is it for women your

daily intake and on top daily I'm not taking sitting down and

having little a glass of something something I'm saying your daily 24-hour

intake is six teaspoons of sugar per day and for men it's nine so you've had well

over your daily intake of sugar by just having this one coca-cola now remember I

said this was the amount of sugar in a can of coke I did not mention a bottle

which a lot of people buy or a liter of coke so now you're thinking well that's

why girl I don't drink coke I drink the clear stuff I drink Mountain Dew oh you

drink Mountain Dew so we'll take the sugar in the coke which is 39 grams now

let's just add a little bit more to it shall we

hmm another seven grams bottoms up oh you're wondering why you can't lose

weight maybe because you just drank a plate of pasta along with your pasta I

know what your kids can be when they grow up they can go into dentistry you

know dentists joke and call them liquid cavities dentistry where is that our

kids are set to die before us keep buying the coca cola's and the mountain

Dew's and the iced teas they are set to die before us why because the rate of

obesity due to sugar and crap foods is on the rise they can't call it adult

onset diabetes anymore because children are getting what adults are getting but

it's so fun I love pop I don't know what I'm going to do without it

drink water make it more flavorful this is going to kill you this is the best

one I hear oh whoa I don't drink pop I don't drink soda

I drink iced tea it's a better choice let's see a can of Lipton brisk iced tea

which I know is all over Canada I'm not sure about anywhere else but a can of

ice-t has 33 grams of sugar now let's just show you by teaspoon so you get a

different kind of an idea what it looks like so here's my teaspoons 33 grams of

sugar if we divide it by four is eight point two five teaspoons so let's just

I'm leveling it off it's not overfilled in fact this one's a touch under but one

crap there's your Lipton iced tea you know what's funny and you guys are

concerned about two teaspoons of sugar in your coffee and then at lunchtime you

down your lunch with this there was a study done and 94% of reps who were

allowed to choose between sugar and cocaine chose sugar even rats who were

addicted to cocaine quickly switched from the cocaine to the sugar when it

was offered a choice the rats were also more willing to work for the sugar than

cocaine sugar addiction is real now not all sugar is bad you actually need some

sugar your brain needs sugar to function but when we are eating 22 to

30 teaspoons of that each day and we're only supposed to happy having six that's

a real problem and a lot of people will ignore the fact well I only have one so

you know it's not a big deal but what else do you having during that date and

when you have those drinks you're more likely to overeat and juices are just as

bad apple juice will have 30 grams of sugar which is the equal to what I've

been showing you in portion sizes if you are on your way to weight loss the first

thing you need to do is scrap those extra calories in your drinks period the

more you take that sugar out the better you're going to feel but

the less you're going to crave the next time you crave a pop or soda pour it

into this and and look at it and see if you really want to drink it because oh

my gosh you guys that's bad and if you are having four of

these per day let's just talk about that because some people drink that so 39

grams of sugar times four which is a hundred and fifty-six grams

mmm diabetes in a cup I love that this is going to go right all to my arse

drink anyone that's what you're having per day that's disgusting

but Yolo right I mean if it can disintegrate a nail it's got to be

healthy who needs a longer life when you got soda oh but you drink diet pop while

you wash the McDonald's down diet pop is the worst for you there's studies that

link diet soda to a higher risk of stroke and dementia and they're actually

showing that Diet Coke does not help you lose weight now you might lose weight

from switching to diet coke or diet soft drinks from the regular because you're

saving those calories but those chemicals in it are killing you and many

people who drink diets so it are like I I just can't lose the weight I don't

know what's going on but it's that diet soda that's going to be wrecking you too

so you just gotta scrap it now diet soda yes is zero calories because they use

those chemical sweeteners in them but if you look at the regular sodas they are

sweetened with high fructose corn syrup high-fructose corn syrup is cheap to

make and it is loaded in anything now you go look at processed foods take a

look at your bread you're going to find high fructose corn syrup they can mask

it in different names as well so do a google search on that and check because

they'll say they different things that are made from corn or derived from corn

and they're being real buzzers too because when you look at the

labels they can now combine it with fructose this high-fructose corn syrup

is also super not good for us it blocks a chemical called leptin tell your brain

that you're full you are more likely to eat a hundred more calories of food when

you drink or eat stuff with high fructose corn syrup because of that

blockage and it is a big red flag when you see high fructose corn syrup in

something of low quality food they did a study in Princeton that found high

fructose corn syrup caused significantly a higher obesity rates in lab animals

compared to table sugar even when the amount of calories from table sugar

exceeded the calories from corn syrup also a little bit about sugar what

happened is back in the 80s they had that low-fat crazy

maybe 80s 90s that low-fat craze where everything was like all low fat low fat

low fat gotta buy low fat but what's happening is when they took the fat out

it doesn't taste as good so what they did was replace that with sugar so many

products now have it so that kind of started that sugar craze and now it is

rampant everywhere so it is really important to watch what your sugar

intake is I mean you know some people may be rolling their eyes right now but

this is serious stuff and when I go grocery shopping and I see what people

load in their carts it is a darn shame and these little kids who are living

their lives by what their parents say and what their parents buy and are

feeding them those kids are most likely not even to reach adulthood before they

develop diabetes I have a couple videos that you can see some different

alternatives to drinks that aren't going to be boring like water I don't find

water boring but a lot of people do but there's lots of different things you can

do to make something taste good but you can check out some of my videos and I

can show you ways to make things better thank you so much for watching rethink

your drink subscribe if you haven't done so click the little bell icon to be

notified and give it a thumbs up if you want to start today making a change in

your sugar that you intake thanks for watching until next time it's the

fountain of non youth well this takes a new meaning to a spoonful of sugar

'I don't trust the Nigerian government, we can't restructure' - Nnamdi Kanu - Duration: 2:57.

'I don't trust the Nigerian government, we can't restructure' - Nnamdi Kanu

- Nnamdi Kanu has revealed that he does not believe in restructuring of Nigeria. - Speaking to the press, he said the Nigerian government does not keep to its promises.

- The leader of the IPOB has become popular with several groups trooping to meet him in Umuahia recently.

On Thursday, June 29, 7 pro-Biafra groups, agreed to work together under the leadership of Nnamdi Kanu, leader of Indigenous People of Biafra (IPOB).

According to them, their aim is to achieve the quest for referendum that will lead to the formation of the Republic of Biafra.

The groups said they decided to work together so that they would be speaking with one voice, seeking one objective of securing the Republic of Biafra.

Recent comments from the All Progressive Grand Alliance (APGA), in Anambra state are being viewed as jealousy. The party had said Kanu should stop parading himself as an Igbo Emperor.

IPOB has however said APGA will cease to exist as a political party after November 18 gubernatorial election in the state.

In his reaction, Nnamdi Kanu said he was humbled by the decision of the various groups and assured that he would not let them down.

He said: "I am humbled by this decision of the groups. We started together and we have all ended up together because we are sincere and purposeful. I am not in the habit of letting my friends down.

"Everybody will be carried along; if I am invited for any meeting, I will take some people along. Today is a great day for Biafrans all over the world.

"Today, we have shamed our enemies that think that we cannot come together, who think that if we get Biafra, we will kill ourselves, we have shamed them.

Kanu also said he does not believe in the restructuring of Nigeria being called by eminent Nigerians, saying that Nigerian government would not keep any agreement reached in the restructuring exercise. According to him, it is referendum or nothing.

He said Aburi agreement was reneged on by Nigerian government and that the 2014 National Conference was dumped where it was coated by dust until the Biafra agitation became intense and it was remembered.

Essential Oils and Emotions--How essential oils can affect your negative emotions - Duration: 6:45.

Hi Guys, Shannon Brunskill here from Essential Oils Gangsta

Today we're going to talk about negative emotions and how we can

help control them with essential oils. Stay tuned until the very end and I'll

into my pocket my reference chart and keep it in my planner so that I know which

ones to use. Let's get started if you know that your body actually has three

different neurological areas so your digestive system. The're calling it the

"Gut Brain" now they're doing tons of research on it your digestive system

is one obviously your brain is another and your heart so all three of those

areas actually have neurotransmitters and neural receptors and can receive and

record information even though only your brain obviously does it consciously but

it's happening in those other two organs as well. So one of the things that

happens is and emotion is actually a chemical in your body so it travels

through your body it attaches to one of those neural receptors in one of those

places and then your body responds with stress hormone and so one of the things

that it's mental oils are is each shelf of the essential oil has forty billion

trillion chemical molecules in it so those multiples also attach to your

to your neural receptors and that your body responds by fluctuating your

hormones so lavender oil it's not as common in soothing because it smells good

it's actually calming and soothing because it attaches to your neural

receptors and then that causes your autonomic system to increase your

parasympathetic nervous system which decreases your stress hormones and calms

you down. It's pretty complex and cool thing, the body

sometimes it's really actually pretty interesting

Essential Oils do you use or which emotions think about trees they are

super deeply rooted like their root goes so deep into the earth it's no wonder

that they leave a person or oils from the trees leave a person feeling

grounded centered and really stable so when you want to use the tree oils is

when you're having feelings of grief sadness or shame that's when you want to

bust out the tree oil degree blends that I use without is called consoled which

the name fits it, but it has a whole blend of oils in it that will help fight those

emotions. Next I'm going to talk about the herbs and grassesare great to fight

discontentment, anger... if you need to get rid of some anger but on some

herbs and grasses there's a blend called forgive that I love for just these emotions

rosemary lemongrass those or other the oils to help fight discontentment

bitterness or anger. because who wants to beat discontent bitter or angry?

None of that sounds fun. Next we're going to talk about floral a great oil blends for

florals is called peace and there's a reason that floor flowers are at

weddings and funerals right these typically ability funds there's a little

bit of fear I was a little nervous on my wedding day not a lot but a little

there's a little bit of fear involved if you have lost someone obviously there's

going to be fear the florals will help you fight your state alleviate Givens of

worry and they help you make you not feel so hurt so that is a really great

thing right I want that oil. One of my favorite oils

is the mint family they're so great they're energizing and they're cooling

they're fantastic. I will drop a drop of mint in my water before I

go into the hot yoga room and I swear it's so delicious when I'm teaching. So

they're cooling and energizing they're going to help emotions of apathy

insecurity and anxiety the mixing like peppermint spearmint, they're all so good

Citrus there's a blend of Cheer I love it I wear a perfume actually were a lot

of the emotional ones for perfume and it's just I just grabbed wichever one

that soothes me on that day, which it's amazing that your body times knows and

will gravitate towards women you need without even knowing that

you need it are the citrus oils they're uplifting

and awesome they're great when you're feeling emotions of

distressed discouraged or blue me or if it's gloomy outside I like to put a

little citrus in the diffuser if it's gloomy outside just makes me feel better.

The last one I have to talk about our spices there's the reason you people

have said for ages you want to spice up your life you got to add a little spice

to it right because the spices are actually make you feel re-energized

about what's going on so if you're feeling disinterested in apathy..

lazy! This is a great look use the passion oil not just passion like in the

bedroom, passion, but passion for passion for life! Passion-- one of my favorites

It has cinnamon in it it just smells so delicious so how do you use these how

would you go about applying these I have these little roller bottles and a good

do it it's right on the back of your net these comfrey diluted with coconut oil

and on the back of your neck because your spinal column is there so your

whole nervous system is travelling through that area I'll put it on my

pulse points so on my wrist inside my elbows behind my ears a little bit

actually I could just take a bath in this stuff! Um another way to do it if it's

something that you're not a huge fan of the smell that you want like the

therapeutic benefits put it on the bottom of your feet and if you're going

to make your own rollerball make sure you dilute 2%! 2% is the appropriate

solution for an adult which is not very much of the essential oil because don't

forget every drop has 40 billion trillion chemical molecules in either

billion times up so now that you've learned about which oils have used

them which ones to use for which emotions you can live a happy when we

oil gangsta life like me. If you liked this video make sure you hit the like button

Can This App Help Discover The Next Sports Superstar? | Human Impact - Duration: 4:05.

People that can't afford training

have to make their decision of,

can I pay my light bill?

or do I allow my kid to chase his dream?

Devon Butler did something that really changed the game of how people train their kids.

I was in Norway playing.

And I got cut so I was in between jobs.

So while I was home then a couple of parents asked me to train their kids.

And what I noticed was because that's all their

kids could only come maybe once a week,

'cause that's all their parents could afford or have time to.

And they would come back the next Saturday and they wasn't getting better like I thought

they should.

And so they needed a tool, I felt, to be able to help that.

He drew up concepts of how he wanted the app to look.

Off the basics then he was able to add on.

Now that we got MC videos, what else do we want?

We also want them to be able to get SAT prep, ACT prep, you know, so, okay, we put that

you know, so, okay, we put that in.

We also need them to know that they have to be ready for the NCAA Clearinghouse.

So we went and put that up.

I think it's the first complete app.

One stop shop that you can go in and you can get every single thing you need.

He's taken the idea of social media and incorporating basketball, academics, weight training, nutrition.

It's never been done before.

You know a lot of kids, they don't always have the resources.

And so our app is filling the void and bridging the gap between underprivileged kids

not being able to get out there and seek those resources to get better.

Your last time through.

One more time through.

Don't touch the line.

Don't worry about speed.

Alright?

It's about efficiency.

The app was paid at first.

The problem, initially, was we knew the product was good but there were so many people left out

Out of, you know, like sixty, seventy thousand users who would download the app, only three

or four thousand was paying.

And I'd rather help the other sixty, seventy thousand than worry about the other three thousand because that's what's happening in real life.

because that's what's happening in real life.

The ones who are better, they have the money, or have the access to pay for it.

And the ones who aren't, they're just left out.

So we said, you know, if we're doing it for the kids, let's make this app completely free

for the kids.

So now it allows us to reach kids throughout the world.

They've always done a great job of giving back to the community.

Making it affordable for kids to go and chase their dream.

Before the app, on a scale of one to ten, I was about like at a two.

Now, not with just the app, but with Devon's help, I'm, like, at a six.

But the app helped me, like, get on a level where I can understand the basics.

Y'all come on.

Let's go.

Our core responsibilities are to prepare our athletes for life, not only on the court,

but off the court.

And that could be sports related careers.

It could be just your citizenship.

Your social impact with your community.

So, for us, it's very, very important that we spend time developing the essential qualities

of an individual and not just the athletic qualities.

We try to teach kids, people, to have a plan and use basketball as a tool.

Because once you're done playing, the ball's going to stop bouncing.

A lot of people, after they play basketball, they do get depressed.

Because it's like, man, this is what I've been doing my whole life, you know.

What do I do next?

Now study and transition yourself into something else.

We're still pushing the kids to go to college and get a trade.

So we put a lot of stuff in the app so they could find information on doing that.

So we're able to shape individuals.

So we also plan on making the app for other sports.

Because the need is in all sports for people that have less privileges.

Not just basketball.

We just did basketball first because that's what we're experts in.

One, two, three.

Ball!

We're evening out the playing field.

But we're just giving everybody hope.

So that's the main thing.

Giving every kid hope to have a chance to make it or to be better.

Hijab Shawl Tutorial 2017 - The Best Professional Shawl Style You Can Wear To Work - Duration: 2:45.

Hey Zolace fans!

Welcome back to another edition of Hijab Friday!

Today we'll be showing you how to create a classic yet fresh look for work.

We all know what it's like getting up in the morning and feeling like you're stuck

doing the same routine every day.

So here's an easy way to switch up your look while still looking professional.

It's a style that provides great volume while still looking soft and weightless.

You'll look tidy and presentable and make a great impression in the workplace.

And speaking of professional, Zolace is committed to providing outfits for any occasion, including

ones that are perfect for work.

Today we're showing off our Flame and Flattery Cardigan worn over the Timeless Tempation

Tunic, and finished by our Complementing Confidence Tapered Pants.

And of course, the Zehna Chiffon Curved Shawl to make this look happen!

So grab 3 pins and we'll get started!

Place the shawl over you making one side longer than the other.

Neatly line the short side around your face, slightly folding it inwards if needed and

pin it up to the opposite side of your head.

Now, pin down the longer side and make sure to pin it tight so it stays in place.

Take the longer side and bring it in front of you, and loosely fold it in the centre

so you can evenly bring both sides up to your head.

Make sure it's comfortable around your chin and not too tight, and then secure both sides

together at the top of your head.

Goldman No Longer Believes Republicans Can Repeal Obamacare Here's Why - Duration: 12:49.

Goldman No Longer Believes Republicans Can Repeal Obamacare Here's Why

by Tyler Durden

One month after Goldman gave up on Trump being able to pass any major (or minor) tax package

in 2017, overnight - in the aftermath of Senate GOP's deplorable failure to find the needed

51 votes to " repeal and replace" Obamacare- Goldman's Washington analyst Alec Phillips

throws up his hands, and no longer believes that passage of Obamacare is possible.

In a note that looks at the current state of health legislation, titled appropriately

enough "Nearing the End", Goldman summarizes that Senate Republican leaders have postponed

the vote on health legislation that had been tentatively scheduled this week.

A vote is possible in two weeks, but further delays are possible.

Phillips does note that there are still some arguments in favor of eventual enactment:

Republicans will be under pressure to follow through on a long-standing political commitment,

and the estimated deficit reduction and tax cuts in the health bill could be useful in

passing tax legislation later.

Fixing the existing program for the coming year will also be necessary.

However, he is skeptical and says that "these factors are likely to be outweighed by the

political obstacles.

Estimates of the potential increase in the uninsured population seem unlikely to improve

substantially even after revisions to the bill.

Public support for the effort is also weak, and intraparty divisions appear to pose too

many obstacles.

At this point, enactment of broad health legislation like the House passed or the Senate is contemplating

seems unlikely."

That said, Goldman is not too worried about the implications of the Senate's failure,

saying that "the prospects for passage should also be somewhat less important to broader

financial markets than they might have been several months ago.

The debate over health legislation is likely to endeither with enactment or a failed

voteby mid- to late July, allowing the rest of the budget process to proceed, eventually

leading to consideration of tax legislation.

In the less likely scenario that broad health legislation is enacted, there would be few

near-term economic effects as most of the changes do not take effect until 2020."

Goldman's full note:

Health Legislation: Nearing the End

Markets are once again focused on the potential for a congressional vote on health legislation,

this time regarding the Senates Better Care Reconciliation Act (BCRA).

This is presumably due to the need to move beyond the health bill before tax legislation

can be addressed, as discussed below, and because of the broader signal that passage

of a health bill might send regarding the rest of the Trump agenda.

However, the effort to replace the Affordable Care Act (ACA) has been set back once again

with the announcement that no vote will be held for at least another two weeks.

At that point, there are three potential options:

Passage: If Senate Republican leaders are able to muster a majority in favor of a health

bill, the bill would move back to the House for at least one more vote.

The outcome there would depend on the details of the final product, but a bill that can

manage to win support of 50 of 52 politically diverse Senate Republicans would probably

be able to pass the House and become law.

Defeat: Major legislation is rarely rejected on the House or Senate floor, since congressional

leaders usually know whether there is adequate support.

However, it is clearly possible that this bill could end in a failed vote; if Senate

Republican leaders determine that there is very little chance of ever coming up with

an acceptable compromise, they might allow a vote against the bill to provide a more

definitive end to the process and, possibly, as a way to pivot to a short-term bipartisan

effort to stabilize the individual health insurance market for 2018.

Delay: As of this writing, Senate Republican leaders have opted to delay the vote for at

least two weeks, until the week of July 10.

A delay could be interpreted as a sign that Republican leaders believe there is a chance

of gaining support over the next two weeks for a modified bill.

However, it might also simply signal that leaders are not quite ready to give up on

the effort, even if they recognize that the odds of eventual enactment are low.

Further delays cannot be ruled out, though we would be very surprised if the Senate debate

continues past late July.

The situation is fluid but at this point our expectation is that the Senate will ultimately

fail to pass broad health legislation similar to the House-passed bill or the recently introduced

Senate legislation.

While we see this as a fairly close call, our view is based on the following considerations:

Coverage estimates: While it is certainly possible that the Congressional Budget Office

(CBO) will estimate that the next iteration of the Senate proposal will increase the projected

uninsured population by less than the 22 million increase it estimated would result under the

most recent proposal, this seems unlikely to change substantially.

Repeal of the individual mandate alone has been estimated to reduce coverage by 15 million,

and the repeal of the Medicaid expansion and the cap on the future growth rate of the program

would reduce coverage further.

Public support: The Affordable Care Act (ACA) is much more popular than the pending legislation,

and even among Republican voters views are mixed (Exhibit 1).

One problem congressional Republicans face is that public sentiment regarding the ACA

has shifted since the debate began, possibly because the public has become more aware of

the coverage expansion under the ACA.

Thin margins: Even with Vice President Pence casting the tie-breaking vote, 50 of 52 Republicans

would need to support the bill.

This means bridging the gap between the most conservative senators (shown at the top of

Exhibit 2) and centrist Republicans (toward the bottom of Exhibit 2) and those representing

swing states (to the left of Exhibit 2).

Medicaid politics: 20 Republican senators represent states that have expanded Medicaid

under the ACA.

While many of them appear likely to support the bill, the proposed cuts have been difficult

for some expansion-state Republicans to support, including Senators Capito, Heller, Murkowski

and Portman.

Exhibit 1: The ACA has become more popular recently

Of course, there are arguments in favor of eventual passage.

These include:

Campaign commitments: After House Republican leaders postponed a long-awaited vote on their

health legislation earlier this year, it had appeared that debate might turn to other issues

on the agenda.

However, the health effort was of such political consequence that Republican leaders ultimately

returned to the issue.

It is possible that congressional Republicans will continue to press the issue until health

legislation is enacted, even if it takes a while longer.

That said, our sense is that Senate Republican leaders like Sen. McConnell have a limited

appetite for further debate on health care, as discussed below.

Fiscal benefits: The Senate health legislation has two potential benefits for the rest of

the fiscal agenda.

First, CBO estimates that the bill would reduce the deficit by $321 billion over the next

ten years.

These savings could potentially be redirected toward other legislative efforts, like tax

reform.

Second, the bill repeals the taxes enacted in the ACA, reducing revenues by $563 billion

over ten years.

By offsetting these tax cuts with the spending cuts in the health legislation, this would

relieve pressure on congressional Republicans to address the repeal of ACA taxes in tax

reform legislation later.

That said, our expectation is that the final Senate bill, if it passed, would probably

not save more than the $119bn the House bill was estimated to save.

While helpful, this would not meaningfully change the outlook for tax reform.

Fixing the existing program: The Senate legislation includes $50bn over the next four years for

this purpose, as well as explicit funding for cost- reduction (CSR) payments (the uncertainty

surrounding the Trump Administrations willingness to continue making CSR payments had led some

insurers to increase their proposed premiums for 2018).

If the Senate does not approve the pending legislation or something similar, congressional

Republicans may attempt to pass a more narrowly focused package to stabilize the individual

insurance market which includes the subsidized plans offered through exchanges.

While the health debate is clearly relevant, in our view it is becoming less important

to the broader agenda, for a few reasons:

The debate on the current health bill will end soon, one way or the other: Market participants

have focused on the health vote in large part because it is seen as a prerequisite to passing

tax reform.

The health bill is being considered under the 2017 budget cycle, through the reconciliation

process that allows for Senate passage with a simple majority (i.e., potentially only

Republican votes).

Since Congress can consider only one reconciliation bill for tax and spending per budget cycle,

and budget cycles cannot overlap, Congress must conclude its debate on the healthcare

bill before it can formally begin considering tax reform.

If the Senate passes the bill in the next few weeks, the process could then turn to

the FY18 budget resolution, followed by tax reform.

But it seems unlikely that the Senate will debate health legislation after July, so whether

it passes or whether it fails, health legislation seems unlikely to delay tax legislation much

further.

There isnt much signaling value left: Earlier this year, the health debate was seen as a

signal of how successful the Trump Administration and congressional Republicans might be in

getting other aspects of the agenda through Congress.

However, at this stage, it seems fairly clear that intraparty disputes and a thin margin

in the Senate have made sweeping reforms difficult.

As a result, eventual Senate passage of the health legislation wouldnt meaningfully

change our expectation of what might be possible regarding tax reform, for example.

Health legislation is unlikely to have substantial economic effects in the near-term.

While the current legislative debate on health care could have important consequences for

those enrolled in subsidized benefits and, to a lesser extent, enrollees in the individual

market more generally, it seems unlikely to meaningfully affect the economic outlook,

for two main reasons.

First, most of the reduction in benefits would take place in 2020 and beyond.

In 2018 and 2019, the bill would actually increase the deficit by about $30bn each year,

as the value of the tax cuts starting in 2018 more than offsets the spending cuts.

Second, the ACAs disinflationary effect is unlikely to reverse as a result of this

legislation.

We previously estimated that two policies accounted for most of the policy-related slowdown

in medical inflation over the last couple of years: the cuts to the growth rate of Medicare

reimbursements and the shift of the uninsured into the Medicaid program, which pays less

for a given service than most other sources of coverage.

The legislation would not reverse the Medicare cuts.

If legislation is enacted it might result in a gradual reversal of the coverage effect

but probably only in 2020 and beyond.

Over coming days, we expect to hear more regarding potential modifications to the original Senate

proposal.

If progress is made during the remainder of the week, it is possible that a revised CBO

estimate could be produced not long after the Senate returns from recess on July 11.

A vote looks possible anytime between late in the week of July 10 and the end of July,

though at this point the odds seem stacked against Senate passage.
