Why We Need a New Unemployment Rate - Duration: 4:08.

One of the most important measures of economic health is the unemployment rate.

Behind this single number are millions of people looking for a new way to make a living.

It also helps us shape effective policies.

The Federal Reserve uses it to steer the economy.

Jobs are often the defining political issue for Congress and the president.

That's why having an accurate measure of joblessness is really important, otherwise

these policies will be badly targeted.

Problem is, the official unemployment rate doesn't give us a full picture of the job

market's health.

Luckily, we can use a survey the government already conducts to fix it.

All we have to do is listen to what people are already telling us.

Ok, so why is calculating unemployment so hard—just add up everyone who doesn't have

a job, right?

Well that rate would currently be about 40%--that's higher than in the Great Depression.

So that seems off--and it's because if that were our method we'd be counting students,

retirees, people with disabilities, and a bunch of others who aren't looking for a

job.

What we're really interested in is the rate of involuntary joblessness: the amount of

people who don't have a job but wish they did.

So how do we know who wants a job?

Well, we ask them!

Each month, the Bureau of Labor Statistics surveys sixty thousand households to gather

a bunch of information about the job market.

The answers to this survey determine the official unemployment rate you hear reported in the

news.

This is sometimes called the 'headline' rate--or in official econ-speak: the "U-3

rate" Here's how it works:

If you have a job, you're counted as employed.

Easy peasy.

Don't have job?

Well, you're not unemployed yet.

One follow-up: Are you actively seeking a job?

If the answer to both of those is yes, then you are unemployed under the official definition.

Together, the employed and unemployed form the labor force.

The number of unemployed is divided by the labor force and BOOM--that's U-3, the official

unemployment rate.

But remember: many people aren't in the labor force.

They're in a third group you might have never heard of called the inactive.

The inactive is a large part of the population--and it's mostly those students, retirees, and

others who don't want a job.

But thanks to the same survey, we know some of the people included here do want a job—

they've just stopped actively looking.

And because of that, the U-3 doesn't count them.

The BLS knows the U-3 rate isn't perfect, so there's also a U-4 rate, which has a

broader measure of unemployment.

For this rate, the BLS adds in people who have stopped looking for work because of problems

in the job market.

There's even a U-5 rate, which adds in anyone who stopped looking for personal reasons,

like illness, or issues with transportation.

But all these rates leave some people who want a job still counted as inactive.

Now there is one more measure, U-6.

It adds in part time workers who want full-time jobs.

But adding in these workers muddies the issue of joblessness.

And remember, joblessness is what we're really interested in measuring.

So U-3-4-5 don't count everyone who wants a job, and U-6 confuses the idea of joblessness.

That's why we need a new, Goldilocks rate, the one that's juuuusst right.: Call it

the comprehensive jobless rate, or U-5b in econ-speak.

This unemployment rate is very simple: it counts every person who says they want a job

and is able to work.

Importantly, it also counts the people who gave up looking for work a long time ago,

which the other measures ignore.

In other words, the U-5b fully captures involuntary joblessness for the first time.

The difference in rate may seem small, but it reflects millions of people.

With this rate, not only would we have a better sense of the health of the job market—and

our economy—but we could also craft more effective job policies.

and they appear to be planning to break right into America .

There are talks about them crossing the border in mass numbers so big , that it would be

difficult to stop them without having a proper border patrol . Allowing that many illegal

immigrants to break into America at once is something that is curtailed if there was a

proper border wall.

Former Secret Service agent, Dan Bongino , didn't seem to like the situation and called the

massive import of illegal aliens "complete, total, and utter chaos."

The moment they cross a border illegally is when they become criminals and face deportation,

however, they're in such large numbers , that it will prove to be difficult to manage the

situation .

The border along Mexico might require a military presence to combat the immigrants planning

their invasion.

If that happens, then one can be sure that the task will face scrutiny from liberal Democrats,

who wish to be invaded and have their country end up like London, Sweden, Germany, or other

areas that have been ravaged by migrant influxes.

This immigration invasion is perpetrated by a group called People Without Borders . They

President Donald Trump tweeted about the issue Sunday, saying those trying to enter the United

States within the caravan are "trying to take advantage of DACA" and "want in on

the act."

The BuzzFeed report said that, about 80 percent of the migrants are from Honduras, with many

not only trying to evade poverty, but also political unrest and violence.

National Border Patrol Council union chief Brandon Judd said Sunday on "Fox & Friends"

that the migrants are looking to cross the border and benefit from catch and release.

"We have taken in millions of people into a country that's absorbed them," Bongino

said.

"But in order to maintain some form of a collective identity in a country, we have

to have some sense of commonality.

We have to give generations of immigrants time to adapt to their new country and their

new home."

President Donald J. Trump chimed in.

He claimed that the migrants are trying to take advantage of the pending DACA changes/deal.

Critics believe Trump might end DACA if the migrants continue pushing into the country

simply to take advantage of any benefits, that the current DACA recipient have . Trump

also criticized Mexico for allowing the migrants to illegally pass through their borders without

facing a consequence.

The People Without Borders movement seems to be a large group of people collectively

breaking laws together.

If 1,000 people cross a border illegally at once, and face pushback from authorities,

then a miniature war could break out as people become violent.

The group might have good intentions, but they simply must adhere to the laws of the

land they're trying to enter, otherwise, they face consequences.

That goes without saying and it's true for most countries, where you have to follow the

laws of their land as well.

People can't simply show up at someone's doorstep and walk in without permission . There's

a legal protocol to follow when entering another country and it's important that everyone

respects every law of every country they travel to.

This can be called an invasion , because it appears as

though the mass number of migrating immigrants plan to break the law.

Once they cross a border illegally, become illegal immigrants and this becomes an invasion.

It's chaotic and seems like it can quickly get out of control very fast, which might

result in people being injured or worse.

Of course no one wants to see violence, however, the people attempting an invasion must remember

that laws are made to be followed when it comes to border protection and they wouldn't

like it if people showed up to march into their land.

What might happen is that some people manage to get by the border patrol and then they

enter America with nothing to offer.

It's nice to help those in need from other countries, but many will argue that America

has so many people who are truly in need and that our country should help them first.

That falls into the "America First" saying often represented by President Donald Trump.

One way to help Americans is to give them jobs helping others.

That could entail sending people to other countries to help build their infrastructure

and create more workable, livable communities, then teaching them ways to improve.

Of course, that might require traveling to hostile areas which would then require a military

presence and at that point, it simply becomes extremely difficult to plot the logistics

while there are terrorists ravaging various locations.

One way to prevent a massive immigrant migrant invasion is to have already had built the

wall , that Trump had asked for .

1,000 people can't climb the wall at once . They would also crowd the tunnels that are

likely already built all along the border, something the wall might not protect America

from.

However, upon digging dirt to lay the foundation, one can be sure that diggers will find a lot

more tunnels then they expected.

Hi, my name is Ola Rosling.

and I'm Anna Rosling Rönnlund.

We founded the Gapminder Foundation

together with Hans Rosling,

Ola's father.

Together, the three of us have written a book:

Factfulness.

And it's actually gonna be available

in 24 languages pretty soon.

Unfortunately, one year ago

my father passed away

in the middle of writing the book together with us.

And since then

the two of us have spent night and day

finalising the book.

So we are very, very happy

that finally its ready.

And we are now gonna show you a clip

that we recorded two years ago

together with Hans.

It explains how we ended up deciding

to write this book.

It all started in this very living room.

17 years ago.

And at the dinner I couldn't resist

showing you my first version of this bubble graph

where each bubble is a country,

down here income,

here health, and color was different continents

And I remember that you sort of liked it.

Yeah, I did and we actually brought it home and

do you remember, we put it on our wall at home.

And the fun thing was that our friends also started liking it

So they started talking about the bubbles and so on and we....

I think that was the starting point

when we realised that we really wanted to work further on the project.

So you were making an animated version of it,

and you started using the animated version on your lectures.

And it seemed quite popular.

And then we attracted so much data,

actually, so we realised, this won't work.

We need to somehow scale it up.

We were very lucky.

At that first TED talk in 2006.

We prepared jointly, my talk.

And then, when I had finished the talk,

two persons came rushing up on the stage.

First was Al Gore.

And the second was a little shorter.

It was Larry Page. The co-founder of Google.

And Larry Page looked at me, you know,

the old professor, then he said:

"Who wrote the code?"

He understood directly that this old man

hadn't done the code.

And I had to answer:

"Well, its my son, his wife and their team of programmers."

"They are invited to come to Google and present it."

Our hope was that Google would kind of steal the idea.

Instead they wanted us to work at Google,

to develop what later became Google Public Data.

Where users across the World can search data

and we liberated, together with the World Bank,

public data, and also from Eurostat, and others.

So, that in the search results,

you can find the latest statistics from the official source.

So that's a great achievement

to democratise access to data.

Unfortunately very few people search for data

and if you find the data, its often fragmented

You don't get the big worldview

from fragments in a Google result.

We went back to Gapminder

where we had left Hans some years earlier,

to actually develop teaching materials.

And for us to prioritise

we realised we should go out and just measure.

But what was the sad news, or shocking even,

was that people knew barely nothing, right?

The ignorance was so massive.

And you did public surveys,

with survey companies, through the internet.

and with those results, I said

"But the professional groups I lecture to now..."

you know, "...in United Nations, in universities and corporate sector..."

"They must know this."

Then we got these answering devices.

where you can put questions and answers.

And to our surprise, we found the same lack of knowledge

of major demographic change, health change, economic change in the world.

And that's when we realised we have to write a book,

where we put all these things together.

And this is the book called Factfulness,

that we have done together.

This clip was recorded two years ago.

And since then, the Gapminder foundation has tested the general public

in 14 countries,

with fact-questions about the state of the World.

The results were absolutely terrible!

Even worse than we expected.

Among 12,000 people,

The vast majority got almost all the questions wrong,

as you will see in the book.

It seems like people are suffering from

an overdramatic worldview.

They think the world is in much worse shape

than it actually is.

And this leads to terrible decisions

and tons of unnecessary stress.

To solve this problem though,

we needed to understand how is it even possible

that so many people

are getting so many things so wrong?

Well, fortunately we found clear patterns

behind the common misconceptions.

And together with Hans,

we identified the 10 dramatic instincts

that make people misinterpret the World

again and again

and leading to an over dramatic world view.

It all sounds bad, but actually,

because it gives you concrete rules of thumb

to control your dramatic instincts.

And it actually teaches you

the new relaxing thinking habit

which we call Factfulness.
