Like most summit meetings, the very first bilateral talks between Presidents Moon and

Trump had some ups and downs.

Further breaking down the results of the two-day meeting is our Lee Unshin.

South Korea's President Moon Jae-in received a warm welcome off U.S. President Trump last

week, with the White House even serving a Korean fusion dish at the reception.

But the summit talks also revealed some differences between the perspectives of the two allies,

especially on economic policy.

Top of the agenda at the joint press conference Friday, the agreement on strengthening security

and defense against North Korea's continued provocations.

. . "We agreed to strengthen our overwhelming

pressure on North Korea through the Republic of Korea-U.S. joint defense posture, including

extended deterrence."

"The era of strategic patience with the North Korean regime has failed.

Frankly, that patience is over."

And as expected by many, Trump followed the statement with comments on plans to share

the cost of defense.

"The burden sharing is one of the top agendas of President Trump, he always said that about

not only for Korea, but also for Japan, and ally members in NATO.

So there will be a negotiation taking place soon."

But it was the topic of economy that came to center stage at the joint conference.

While Moon summed up their discussion saying the two countries "will work together for

mutually beneficial relations, through economic growth and job creation..." Trump brought

up the free trade agreement between two nations.

"...Our trade deficit with South Korea has increased by more than 11 billion dollars.

Not exactly a great deal."

Blue House officials later said that particular remark from Trump on trade was not part of

the previously discussed statement between him and Moon..., stressing that nothing specific

was negotiated regarding the Free Trade Agreement, which came into force back in 2012.

"For the past several years, the losses on America's end had nothing to do with the KORUS

FTA.

As far as tariffs are concerned, the U.S. actually benefits far more than South Korea.

At this point, further analyzing what exactly the Trump administration wants through renegotiation

of the accord is important."

While future talks on future trade practices remain somewhat unclear...,Trump's demand

that Seoul stop enabling the export of dumped steel might be a more immediate dilemma for

South Korea.

"Korea gets steel from China for a relatively inexpensive cost, manufactures products, and

sells those to other nations.

That's also how Japan, another mega-steel industry of Asia...is making a profit.

Putting a cap on steel imports from China isn't easy, and there's only so much the government

can do in this field."

Upon Moon's return to Seoul, pundits are rather optimistic on two nations' united approach

to denuclearization of the Korean Peninsula through sanctions and dialogue.

"Pyongyang will likely criticize the approach, but in the long run, I think it's possible

that the regime may consider approaching the issue through dialogue."

While the summit brought up many questions about the two countries' future economic relationship...

experts say that, overall, the first meeting between the two leaders fulfilled its purpose.

"The Moon administration just started 2 months ago, so I think the top goal of this summit

is personal entanglement with President Trump.

In that regard, it think the summit was successful."

Building trust is one of the most important goals of these summits.

However with many more talks ahead, including a trilateral one between Seoul, Washington

and Tokyo later this week as part of the G-20 summit... watchers add that compromise is

also expected.

President Moon meets with former U.S. President Obama and IOC President - Duration: 2:47.

There's no time to rest for President Moon Jae-in, even after completing a jam packed

schedule in Washington.

He kicked off the work week by meeting former U.S. President Barack Obama... and the head

of the International Olympics Committee.

For more on President Moon's meetings with the V-VIPs,... here's Hwang Hojun.

Just a day after coming back from Washington, President Moon Jae-in met at the Blue House

with the previous occupant of the Oval Office, Barack Obama.

During their meeting Monday afternoon, President Moon explained the outcomes of his summit

with President Trump.

"President Moon noted he achieved more than he expected by meeting with President Trump

and agreeing to reinforce the Korea-U.S. alliance, and he asked for former President Obama's

advice on strengthening the partnership further."

President Moon also reiterated that he and President Trump agreed to continue to apply

sanctions and pressure on North Korea... to get it to give up its nuclear programs, but

also to keep the option of dialogue open as well.

Former President Obama is in Korea to speak at the Asian Leadership Conference hosted

by the Chosun Ilbo, a Korean newspaper.

He replied that in Washington there is bipartisan and whole-hearted support for the Seoul-Washington

alliance and that he believes the alliance will only grow stronger thanks to the strong

support for South Korea among the American people.

Earlier in the day, President Moon also met with the head of the International Olympic

Committee, Thomas Bach, and thanked him for his support for the 2017 World Taekwondo Championships

held last month in Muju South Korea,... especially for his role as mediator in making it possible

for the North Korean Taekwondo demonstration team to perform at the opening ceremony.

"The inter-Korean relationship had been stuck in a rut, so I thank you for opening up a

potential channel of exchange in the fields of sports."

.

Regarding the 2018 Winter Olympics just around the corner, they also shared their thoughts

on possible participation by the North Korean team.

According to the Blue House, President Moon asserted that North Korea's participation

would inspire the Olympic spirit and contribute to the peace and harmony of the region, the

world, and mankind.

The IOC President said he welcomed President Moon's efforts for peace and dialogue through

sports, saying it reflects the spirit and values of the Olympic gGames.

"With the Pyeongchang Winter Olympics just seven months away, President Moon pledged

that the government will do its best to build enthusiasm for the games, and make the first

major international event of the administration a success.

Exclusive: J. Robert Lunney, U.S. Navy of SS Meredith Victory discuss - Duration: 5:52.

The most emotional moment for President Moon Jae-in during his trip to Washington, was

the visit to a very special exhibit at the National Museum of the U.S. Marine Corps.

He expressed gratitude to the War heroes and their families.

One of them: Admiral Robert Lunney.

Our Moon Connyoung got to sit down with the only surviving veteran from the evacuation

operation that saved thousands of Koreans including the parents of the Liberal leader.

"He said 'I see thousands of refugees on the beach' and he said 'I can take my ship in

and save as many as possible.'"

67 years is a life time ago for most of us.

But, not for Korean War veteran J. Robert Lunney, who has spent every day of those nearly

seven decades thinking about Christmas 1950.

Robert Lunney had just turned 23 in December 1950, an enlisted navy man who found himself

aboard the SS Meredith Victory, ship employed to carry supplies for U.S. servicemen during

the initial months of the Korean War.

Now 90 years-old, Lunney that Christmas in 1950 is still crystal clear in his mind.

"They were streaming by the thousands to the port of Heungnam.

Because at that time, the Chinese had cut off all of the land roots South.

We were totally encircled by the Chinese and we were the last ship.

And they drove by the thousands to the shore to the beach head at Heungnam, waiting to

be saved."

On the afternoon of December 22nd, in gale force winds and swirling snow, Admiral Lunney

and his crew began to load tens of thousands of refugees from Hungnam, North Korea.

"We had the weather, the cold winter.

And the trip south through the mine fields out of Hungnam fortunately we had the seventh

fleet firing into the Chinese positions.

We were able to accomplish the loading of 14 thousand people from December 22nd to December

23rd, which took us about 13 hours to load these people.

We also learned to say ' ', and that was to make refugees fast and keep them moving."

On Christmas Day, 1950, the US Merchant ship "SS Meredith Victory" arrived at a port on

the South Korean island of Geoje carrying over 14,000 refugees--men, women, and children.

Among them... were the parents and sister of Moon Jae-in, who was born in Geoje two

years later in January 1953.

He is now the President of the Republic of Korea and the very first thing he did on his

first visit to the U.S. as president was to meet and show gratitude of the Korean people

to the U.S. Marine Corps, the army and the soldiers.

"It was more dialogue from the president to myself.

I was the only one present yesterday at his talk at Quantico at the Jangjin Memoria in

the marine corp musuem.

He emphasized how important it was that his mother and father were rescued by us.

And he said that if it hadn't been our rescue of his mother and father and his older sister

as well, that he would not be here today.

He admitted how emotional he was over that thought and how appreciative he was of our

captain and our ship and the rescue of these people."

"What left the biggest impression on you about your meeting with President Moon Jae-in yesterday?"

"The greatest impression I had of a man of his stature was how personable he was.

How easy it was to relate to him.

He had a quick smile, he spent as much time with each of us that served in Korea and listened

to expressions of our gratitude in meeting him."

For Lunney, the meeting with President Moon helped close some old wounds we can't see.

But, the 90 year old veteran still remembers the war that never truly ended; a divided

nation still in conflict today.

"I've always hoped in my lifetime and expressed that even when I was in Korea to see reunification

of the Korean people.

The people in the North and the people in the South are Korean people.

When I looked out at them, I did not see a communist or an anti-communist or a North

Korean or a South Korean, or a friend or foe, I said all I see is Korean people."

Moon Connyoung, Arirang News, Washington.

How the US Government Will Survive Doomsday - Duration: 10:35.

When nuclear bombs obliterate the earth or a virus wipes out the human race or robots

push mankind out of existence the US Government believes that democracy should continue on.

The country believes that, even if the population of the US ceases to exist, the country should

go on.

Akin to its almost paranoid nature, the US government has a series of defined protocols

on how to continue the country when the country is no longer—the Continuity of Government

Plans.

You probably already know about part of these plans because you probably know about the

US president's line of succession.

If the president dies, there's a list of 17 people ranging all the way from the Vice

President down to the Secretary of Homeland Security who would take their place.

With such a long list, the chances of the US going without a president are near none.

The one time a year when the entire line gathers together—the state of the Union—one individual

in the line of succession is appointed designated survivor to wait out in a bunker to run the

government if the rest of it dies.

But the line of succession is the basic stuff, the stuff people already know.

What's far less known is the semi-secret protocols and places that the government has

spent billions of dollars and decades building.

However, until just 60 or 70 years ago the US felt it was untouchable.

At no time in history had an enemy existed as relatively close to the US as during the

cold war.

The US' foreign policy always kept in mind that an ocean separated it from its enemies

but with the invention of nuclear bombs an enemy could go from declaring war on the US

to toppling its government in a matter of hours.

During these days the US government began actively preparing for doomsday.

There are four main bunkers from which the US Government would run the country following

a world-ending event—the Presidential Emergency Operations Center, Raven Rock Mountain Complex,

Mount Weather Emergency Operations Center, and the Cheyenne Mountain Complex.

The President is the most important person to survive doomsday both for symbolic and

logistical reasons.

If a nuclear warhead is inbound to Washington, he or she would most likely evacuate downstairs

from the White House into their underground bunker but that's not guaranteed.

During the Truman administration, the President refused to leave the oval office during what

was believed to be an attack.

This ended up being a false alarm, but some presidents have said that they believe they

should ride out an attack with the rest of the population.

It's just like saying "a captain should go down with their ship."

The Oval Office, and even the White House Bunker is not the safest place someone can

be during an attack, but morale saves lives and seeing a President braving out the fight

can help create a sense of national unity that would keep the country together.

A single person is replaceable, but the government as a whole is more delicate.

Raven Rock, Pennsylvania would serve as the underground Pentagon.

All the leaders of the armed forces will evacuate by helicopter to this facility in the event

of an attack and command their troops across the country and the world.

During an attack of an apocalyptic scale, it's likely that Martial Law would be imposed

meaning that the military would take over day-to-day control of the country.

The commanders would have wide-ranging almost dictatorial powers and habeas corpus would

be revoked.

From distributing food, to serving as law enforcement, to keeping the lights on, the

armed forces would truly work on the front line of rebuilding a destroyed country.

The Cheyenne Mountain Complex just out of Colorado Springs, Colorado would serve as

the home to NORAD—the agency responsible for controlling and tracking the skies above

the US and Canada.

So, if the above ground world proved too dangerous for the country's leadership, these four

underground bunkers would serve as home to the bare bones of the US government, but what

about the rest of it?

Nearly 4.5 million people are employed by the US federal government and they all work

to keep it running.

Where would the hundreds of government agencies go?

Well, nobody knows exactly—at least publicly—but we do know how they would relocate.

You might have heard of the DEFCON system—it makes frequent appearances in movies—but

few have heard of COGCON.

COGCON is a readiness level system that directs agencies how to prepare for an activation

of the government's continuity of government plans.

At COGCON 4—the lowest level—every US Government agency must be able to relocate

to an alternate facility and perform basic functions within 12 hours—it's an incredibly

ambitious plan.

At COGCON 3 this number goes down to 8 hours then at COGCON 2 is when things get real.

At this level doomsday is imminent.

Every agency has three sites for their continuity plan—A, B, and C—and the agency would

split into three corresponding teams—A, B, and C. The A team would relocate to a secure

facility near its normal headquarters—probably bunkers under DC—the B team would relocate

near the Mount Weather Facility, and the C team would relocate to another undisclosed

facility.

Each team would be ready to take over operations at a moment's notice.

The A team would continue operations for as long as possible—either until they're

dead or communications are cut off.

Then the B team would seamlessly take over operations.

If the B team falls, the C team would serve as the final chance for the survival of the

government agency.

When the surface of the earth is unsurvivable, there is one other place to go other than

underground—to the sky.

The traditional Air Force One has redundancy upon redundancy and dozens of classified defense

measures, but there's a different plane from which the President might command the

country after doomsday—the Boeing E-4 Advanced Airborne Command Post.

It became increasingly clear to leadership under the Carter Administration that the bunkers

would do little to protect against a direct nuclear strike.

In fact, they would just concentrate the very individuals that the enemy would attack into

a few holes in mountains.

Surviving a nuclear blast while seven miles above earth, however, is far more conceivable.

This plane is sometimes referred to as, "Air Force One when it matters."

Whenever the President travels, one of these planes is stationed at most a couple hundred

miles away.

From this plane, the President can command the country indefinitely.

It can be refueled mid-air by tanker so, barring technical issues, it can remain flying for

as long as the food and water lasts.

In a doomsday scenario, this plane could literally stay airborne for weeks at a time to keep

the country's leadership safe.

After armageddon, the United States' goal would be to rebuild the ailing country with

however many survivors remained, but how would the country continue as the same country when

most everyone was dead?

Because of the line of succession, the President could be an unknown unelected official with

a bare-bones government of just a few thousand people so what's to say to a survivor in

Texas or Oregon or Alaska that it's still the same country continuing on.

Well, what binds America together is a common culture and legacy.

Art and historical artifacts are the physical representations of this and their survival

would pose a powerful message about the state of the Union.

On Doomsday resources would be scarce and disjointed so officials have had to make decisions

about which items to save and which would be left behind.

For example, priority would be given to Leonardo Di Vinci's Ginevra de' Benci over Rogier

van der Weyden's Saint George and the Dragon and the Declaration of Independence would

be saved before the Constitution.

Ideally, though, all three of the nation's most important documents—the Declaration

of Independence, the Constitution, and the Bill of Rights would be evacuated from Washington.

Grouped together they would be called "Freedom Documents Group I" and while some high level

officials would evacuate Washington by road, these three documents would get their own

helicopter straight to Mount Weather to continue the powerful legacy of the United States.

Nobody knows exactly how or if the US Government will survive doomsday—all we know are some

of the plans.

Plans are just plans though and do not account for the unknown.

In the event that the United States is truly threatened by nuclear war, pandemic, or any

another world ending event, who knows if the population will even believe they are still

in the United States.

Little distinguishes one country from another other than what people think and if people

believe they are part of the country of Alaska or the Kingdom of California then for the

most part they are.

If the principles of separation of power, judicial review, checks and balances, limited

government, federalism, and popular sovereignty live on past the end, the continuity of government

plans have succeeded even if the members of government die.

These plans are not about saving the president or the secretary of defense or any one person—they're

about making sure the structure of democratic government continues on through thick and

thin.
