Good morning I am Lee Jee-hyun with your latest weather update.
While we should be enjoying mild spring conditions, dusty conditions will make you have second
thoughts about stepping outdoors these days.
If you are in the northern part of the country,... you should have a face mask handy once again
and drink plenty of water.
Levels of fine dust will remain high throughout the day.
But unlike Monday, we'll start out the day with mostly sunny skies but lower single digits,...
which are similar to yesterday's lows.
Seoul will have a low of three degrees Celsius while Daejeon, Daegu and Gwangju will kick
off the day with a low of two degrees Celsius.
But those on the west coast and in inland regions will need to watch out for the morning
fog.
As we head into the afternoon, more clouds will move in and highs will jump nearly 10
degrees higher than this morning.
Highs in Seoul will get up to 13 degrees Celsius while Daejeon, Daegu, Busan and Jeju Island
will see highs of 15 degrees Celsius.
Rain clouds will move in later at night in the southern provinces and drop light precipitation.
Mild spring temperatures are on tap for the remainder of the week and into the weekend
under a fair amount of sunshine.
Watch out for big differences in temperatures and dress accordingly... as many of us are
suffering from colds these days

Will Prince Harry's Girlfriend Meghan Markle Leave Acting ? 'Suits' Star Looking For Career Change - Duration: 2:37.
Meghan Markle, whose high profile relationship with Prince Harry continues to make headlines,
is contemplating changing her career, according to E! News.
Markle is currently acting in the hit legal drama �Suits.�
The 35 year old is "ready to be done with 'Suits'" and with "acting in general," a source
told E! News on Friday.
However, her relationship with Harry is not the reason behind her decision, the report
added.
"Even before Harry, she was starting to think about transitioning out of acting.
She wants to focus on other worldly endeavors she is passionate about, like her philanthropy."
Markle is known for her humanitarian work with the United Nations Women organization
and World Vision.
Last year, she travelled to Rwanda for a field mission and also to India in January to work
with a women�s program.
On International Women�s Day, Markle wrote an open letter on sanitation and destigmatizing
menstruation.
�From sub-Saharan Africa to India, Iran and several other countries, the stigma surrounding
menstruation and lack of access to proper sanitation directly inhibit young women from
pursuing an education,� Markle wrote.
�We need to push the conversation, mobilize policymaking surrounding menstrual health
initiatives, support organizations [that] foster girls� education from the ground
up, and within our own homes, we need to rise above our puritanical bashfulness when it
comes to talking about menstruation.�
On a separate note, a recent report by Us Weekly said Harry is likely to propose Markle
by the �end of summer.� The couple spoke �candidly about their future.
They see a life together,� a source told the magazine.
When in London, Markle reportedly stays with the 32 year old royal at his two-bedroom Nottingham
Cottage in the grounds of Kensington Palace.
Reports speculating Harry and Markle�s romance first surfaced last August.
It wasn�t until Nov. 8 when the Kensington Palace confirmed their relationship.
The couple has reportedly introduced each other to their families.
While Markle met Prince William, Kate Middleton and their two children Prince George and Princess
Charlotte Harry met his girlfriend�s father Thomas Markle.

Sewol-ho recovery operation back on track after slight delay - Duration: 1:38.
The Sewol-ho ferry recovery operation is back on track after a slight delay overnight.
This as Korea's National Assembly has launched a special committee that will support the
operation... and investigate the sinking.
Oh Jung-hee reports.
Authorities are pouring all their efforts into ensuring the recovered Sewol-ho ferry
will be on its way to Mokpo New Port on Thursday as scheduled.
The recovery operation faced a slight delay on Monday evening when workers drilled four
holes into the ferry to let out excess water,... but oil leaked out instead.
The drilling has been suspended, but will resume once the ferry is on land at Mokpo
New Port.
Until then, workers will remove buoyancy tanks used to bring the ferry above the water's
surface... and securely fix the ferry to a semi-submersible.
To facilitate the process, two boats have been moved to each side of the ferry,... allowing
engineers to move around more easily.
Back in Seoul, lawmakers have elected the members for a parliamentary committee that'll
lead the recovery operation.
The committee will consist of five members elected by the National Assembly... and three
members chosen by the victims' families.
Most are experts in maritime and shipping technology.
The committee will support efforts to find the nine passengers who are still missing...
and the search for the exact cause of the ferry sinking.
It will also be in charge of managing the items recovered from the ferry... and will
decide what to do with the ferry once the investigation is over.

3 More Reasons Putin Will Never Touch Estonia - Duration: 5:10.
OMG you guys!
Now that Trump is president, does that mean that Vladimir Putin can invade the Baltic countries!?!?
No, no it does not.
A year and a half ago I laid out three reasons why Putin is never going to touch Estonia,
Latvia or Lithuania.
Reason number three was the fact that these countries are all members of the
North Atlantic Treaty Organization.
Now, since I made that video, Donald Trump has been elected President of the United States and
he has famously expressed some skepticism about NATO.
Some people think that he might even abandon the organization.
I think this risk is oversold.
Trump has hired a bunch of generals, and they all know that NATO is valuable.
But even if the United States gave up on the alliance, I still think there's no way Putin
will invade the Baltic countries.
Here are three reasons why…
1.Oil.
When Russia annexed part of Ukraine in March of 2014 a barrel of oil cost 104 dollars.
Today it costs just under 50 dollars.
For over a year now I've been pointing out that these oil prices are not going to recover
any time soon.
In fact they're probably going to go lower.
The rest of the world is now waking up to this reality.
In 2017 Russia cut its military budget by 25%.
A lower oil price also means that the rest of Russia's economy is dramatically weaker.
Russia is in no shape to undertake a wider war, and oh boy would an invasion of the Baltics
lead to a wider war.
2.
The Frozen Conflicts
Russia has a number of "Frozen conflicts" on its periphery.
Both Ukraine and Georgia would love the opportunity to escalate the conflicts in their countries.
They have been held back from doing so by the US and the EU.
If Russia invaded the Baltics, both these countries would get full support from the
West.
Most of Eastern Europe has a very grim history of Russian occupation.
If Putin stepped up those fears with a Baltic invasion, Poland in particular would be guaranteed
to get belligerent.
Who knows, maybe Romania would intervene to boot the Russians out of Transdniestria in
Moldova as well.
Russia doesn't have a large presence in Nagorno-Karabakh, but that conflict would
almost certainly spin out of control if Russia was distracted.
This, combined with Georgia's actions would be guaranteed to have spill over effects in
Chechnya and Dagestan.
A Russian invasion of the Baltics might lead to a disintegration of Russia itself, and
it would certainly lead to the fall of Putin's regime.
3.
Germany
This is the big one.
For 70 years Germany has been a strongly pacifist country.
The German Eagle has been slumbering, largely out of Guilt.
A Russian invasion of the Baltics would wake that eagle up.
US policy makers find it easy to ignore history.
The Russians can't.
They know that a militarized Germany is the largest potential threat they face.
Everybody knows that Hitler invaded Russia in 1941.
What few appreciate is the fact that an initially more successful invasion a century earlier
had a large German component as well.
We tend to look at Napoleon's army as mostly French, but it wasn't just that.
Almost a third was German, and if you add the Poles to that number, Napoleon's army
was almost half Eastern European.
If the Russians invaded the Baltics, Germany would have to re-militarize.
Russia will do anything it can to avoid this result.
So to sum up: NATO is unlikely to fall apart, but even if it did, Russia can't attack
the Baltics.
Thanks to the fall in the oil price, they don't have the resources necessary to fight
a larger European war.
And that's exactly what they'd get the second they invaded Estonia.
As much as Russia hates NATO and the EU, they'd hate a newly militaristic Germany infinitely
more.
The Baltic countries are perfectly safe.

One day we will defeat this disease - Duration: 3:14.
One day I went to school, I was about eight years old.
We went out to play basketball like we did any other day and then I broke my ankle and
that's when all the issues started happening.
They actually found that there were no ligaments or tendons in my ankle at all.
That's when they realised that there is actually a problem with the muscle as well.
The muscles seem to be just growing out of control, it just constantly grows.
I've had fifteen operations on my legs since then.
They've found some sort of muscular disease that they're not 100% certain of what it is.
I woke up one morning and just decided that life really wasn't worth living the way I was.
I couldn't walk, couldn't get to the bathroom.
I had to get dad to lift me out of bed.
I was on 22 tablets in the morning and 26 at night, of various painkillers and antidepressants,
and that's when I decided to stop it.
I think it was about a week later, I ended up having a stroke in hospital.
I honestly can't remember life before that day.
I've probably blocked it out because I can't remember a day without pain anymore, and I
probably don't want to remember a day without pain because I'll know what I'm missing.
One day we'll know the answer, we'll know what's causing Stephen's problem.
I'm absolutely convinced about that.
What I don't know, is how long it's going to take.
Everyone in my group is aimed at trying to find as many disease genes as fast as we can,
to help as many people, as many patients, as many families as we can.
The visual picture that I have of what we do is those old maps of Australia where there
are just bits of Australia known and the centre is an open space, that's what I feel about
finding human disease genes.
We're gradually filling in the whole map of every disease gene that we humans suffer from.
We're explorers, discoverers.
The word 'science' comes from the ancient word sciò, which means 'to know'.
Look at a patient like Stephen, he hasn't got an answer.
That's what drives me.
If we don't succeed in finding genes then there will still be these patients who don't
get an answer ever.
So there's a lot of work to do, but one day we'll know the answer.

It's announced the budget guidelines for 2018... offering a look at what the country's top
priorities will be next year.
Those will be largely in line with what the Acting President covered in his cabinet meeting.

Job creation, investment in the fourth industrial revolution, addressing the low birthrate and
growing wealth inequality.
The Korean government announced it will prioritize these four key areas in its budget for 2018,
which is projected to top 370 billion U.S. dollars.
" . . "Korea faces a demographic crisis with its
low birth rate and a rapidly aging population.
If this structural imbalance worsens, it will erode our economic growth potential and make
sustainable growth impossible, which is why we need to address it through all possible
means at a national level."
Korea is expected to become an aged society with 14 percent of its population aged 65
or older next year, and the government is drawing up detailed measures to improve the
working environment, create more jobs, and housing for young people.
What is new for the 2018 budget guidelines is the addition of investment in the fourth
industrial revolution and addressing wealth inequality.
The labor ministry said Tuesday it will create six new national certification examinations
in the field of the fourth industrial revolution, including robots and 3D printers, to nurture
technical experts.
As the wealth gap widens in the country and is set to become a key issue during the upcoming
presidential election, the finance ministry also announced detailed plans to support those
who are marginalized by strengthening basic livelihood safety nets for low-income households,
and creating more jobs for the elderly.
The guidelines outline the priorities for government agencies and ministries as they
craft their 2018 budget proposals, which they have to submit to the finance ministry by
May 26th.
