And the baby's DNA is split 50-50 between her mother and her father.

as it is a woman's issue.
Sure, men don't get pregnant or give birth.
But that doesn't change the fact that the baby is half his.
Don't believe me?
Then why do women force men to pay child support?
I thought men weren't supposed to be involved.
If feminists really believed men should stay out of it
why do you fight for the father's money if the child is born?
You can't have it both ways.
You see, it's funny how these feminists want all the "reproductive rights"
yet don't grant any rights to men.
Not even the right to have an opinion.

Yes, it is your body, and it is your choice.
But you know what?
Your choice with your body came before conception.
Not after.
A baby should not be sacrificed for your poor choices.

Can I make Akamu with Popcorn? The VERDICT - Duration: 9:20.
Hey guys, Flo here and in this video,
I'll share the results of my experiment making akamu with popcorn with you.
I applied the same process for making akamu with normal akamu corn.
Rinse the corn ...
Put it in a container that has a cover.
Pour cool water to cover the corn.
Cover and keep it in a warm place.
Usually we soak the corn for akamu for 4 days.
That's the length of time it takes for fermentation to kick in
and for the corn to develop that classic sour taste of akamu.
But in this case I found that popcorn is quite strong,
it has not shown any signs of fermentation.
It was still very hard to bite.
And it didn't smell that much.
It didn't smell like the .. you know, the normal corn for akamu.
That was after 4 days.
So I left it in the container for 1 more day.
And on the 5th day, I noticed that it has softened a little bit and the smell was there.
That classic smell that I was looking for ... was there.
So after soaking for 5 days and changing the water every other day, here we are.
When you compare the soaked popcorn to the dry ones,
you'll see that the seeds did not swell up by much.
Next, rinse and put in a sieve like this.
Then grind till smooth.
I noticed that popcorn's pericarp is quite thick
and the endosperm is small compared to the pericarp.
And since the starch that we call akamu comes from the endosperm,
this means you will get more akamu from the same quantity of normal akamu corn.
Next we separate the chaff from the starch.
To make my life easier, I first of all pass it through
a sieve with a fine mesh to remove the coarse particles.
This ensures that I will spend less time passing it through a chiffon cloth later.
Repeat the process for the remaining ground corn.
See how coarse the chaff is?
Then pass it through a chiffon cloth.
This takes less time because the coarse particles have been removed.
When done with the rest, untie and remove the cloth.
Cover the bowl and set it aside to settle for at least 3 hours.
For akamu made with normal corn, it takes about 3 hours for the akamu
to settle at the bottom and the water at the top to turn clear.
But with popcorn, I left it there for 5 hours but
you can see that the water at the top is still cloudy.
Then pour the akamu into a muslin bag.
Tie it up and set aside so that the remaining water can seep out.
I place a heavy object on it to speed up the process.
After some hours, you can even leave it overnight;
this is the quantity of akamu I got from 500g of popcorn!
You can see that way more than half is chaff.
To make the akamu, I mix that with some water.
The starch from popcorn is quite weak compared to that of normal corn for akamu
so be careful about the quantity of water you use.
Err on the side of less water to be safe.
Boil some water.
Then slowly pour into the mix while stirring at the same time.
Stop pouring water as soon as you see the first signs of thickening.
Then stir.
Because the starch is weak, it's not as conc. as I like my akamu which is sad
because this means that I can't add as much Peak Milk as I would like.
Add some peak evaporated milk.
Stir and add some more!
Akamu that does not contain a pool of peak milk is that one akamu?
No.
The verdict!
Based on my experiment, I can say that popcorn is a pretty good alternative for making akamu.
These are the slight differences but yes that's what you get with alternatives,
they are never 100% like the original.

ITS no real surprise that clubs from across Europe are looking to buy some of Monaco's best players.
The Monegasques won the French league last season and reached the Champions League semi-finals, knocking out the likes of Manchester City and Borussia Dortmund on the way. Monaco star Thomas Lemar is a wanted man across Europe.
And it looks like winger Thomas Lemar could be on his way out of the Stade Louis II, thanks to interest from around the continent. Our friends at Football Whispers have profiled the 21-year-old French international.
Who is Thomas Lemar and where does he come from?. A product of the Caen youth system, Lemar made his senior debut in the opening game of the 2013/14 season in August 2013.
He went on to make 31 appearances in total for SMC, before he attracted interest from across Europe – he was subject of Chelsea transfer rumours and was linked to Liverpool, Lyon and Bordeaux too, but he opted for a move to Monaco.
Thomas Lemar (left) made his senior debut for French side Caen. The midfielder moved to the principality for just £3. 5million and has shone for Leonardo Jardim's team since then.
Since moving from Caen, the 21-year-old has played in a variety of midfield positions.
He's featured in the middle of a two or a three, but since Jardim switched to 4-4-2, Lemar has really started to excel, earning him the first of five international caps so far in November.
You can see how he's kicked on from just his return in 2016/17 – 14 goals and 17 assists in all competitions is hugely impressive.

How much will he cost?. Recent reports suggest Monaco have put a €30million (£26. 3million) asking price on Lemar.
But when you consider they sold Silva for a fee that could total €70million (£61million), and that a nine-figure fee is being quoted for Mbappe, that seems a fair bit short of what you would expect the Monegasque side to ask for.
Monaco are finding it difficult to hang onto their star players including Bernardo Silva who left for man City.
In fact, when Lemar was the subject of Liverpool transfer gossip last year, the talk was that the Reds would have to shell out a fee similar to the £58. 8million that Manchester United paid for Anthony Martial in 2015.
And given that the midfielder was a key part in Monaco winning the Ligue 1 title in the 2016/17 season, his stock will only have grown since last summer, so it would be very strange indeed for his asking price to drop.
Whatever Monaco do want, if there's any justice in the world, what they get will dwarf the £3. 5million fee they paid to Caen just two summers ago.

Lemar has been linked to clubs all over Europe, although French media outlet Telefoot claim there is currently a four-way scramble for his signature. Tottenham Hotspur, Liverpool, Arsenal and Juventus are all thought to be chasing with the France international.
Perhaps him being a Tottenham transfer target would make most sense as Spurs fans, and Mauricio Pochettino, got to witness first hand how effective Lemar could be in the Champions League.
Arsene Wenger is just one manager interested in signing Thomas Lemar. The winger scored home and away in the group stage against Tottenham, with both goals settling the matches.
Juventus also of course got to see what he could do in the Champions League semi-final, although he failed to hit the back of the net in those two games.
Although Arsenal would of course be an attractive prospect, perhaps the other three would have an advantage over them though as the Gunners don't have Champions League football.
Mauricio Pochettino is also prepared to rival Arsenal to his signature.
With Mohamed Salah's arrival at Liverpool imminent, they might not look for wide men anymore, so it would be a 50/50 chance for both Tottenham and Juventus, and that would be down to what they could offer the player.
And given that Erik Lamela and Son Heung-Min will miss the start of next season through injury, the Frenchman would be a welcome addition to Spurs' squad. These flops show why Kylian Mbappe may want to avoid Arsenals number 9 shirt.

reflux also requires some changes in lifestyle, ranging from the food you eat to the clothes
you wear.

But regardless of how bad your GERD symptoms are, successfully fighting heartburn and acid
reflux also requires some changes in lifestyle, ranging from the food you eat to the clothes
you wear.
If you stick to them every day, these seven habits may help minimize GERD symptoms.
Small, frequent meals Meals are often a trigger for GERD symptoms.
In fact, all-you-can-eat buffets are almost always a recipe for heartburn.
A very full stomach can cause the valve between your stomach and esophagus (known as the lower
esophageal sphincter, or LES) to relax, pushing stomach acids back up into the esophagus.
Eat several small meals throughout the day rather than the standard breakfast, lunch,
and dinner.
(Don't make that last meal too late, though: Eating close to bedtime can trigger GERD symptoms
as well.)
Cut the cake Be it chocolate or caffeine, certain foods
and drinks are notorious for exacerbating GERD symptoms.
The list includes spicy foods, fatty red meat, French fries (and other fried foods), citrus
fruit, raw onion, tomatoes, butter, oil, peppermint, chocolate, and caffeine.
You don't have to doom yourself to a diet of bananas and boiled chicken, however.

Don't drink alcohol Alcohol is a bad idea for most people with
GERD, especially if you drink too much, or on a regular basis.
Alcohol relaxes the lower esophageal sphincter, which lets stomach acid creep into the esophagus.
A 1999 study in the American Journal of Medicine found that the percentage of people reporting
reflux symptoms increased with the number of drinks consumed weekly.
Those who quaffed more than seven drinks per week were the most likely to have heartburn.
Another reason to shed pounds Excess weight can contribute to heartburn
and acid reflux.
A 2003 study of more than 10,000 people in the International Journal of Epidemiology
found a strong link between GERD symptoms and body mass index (BMI).
Obese people are nearly three times more likely than people of normal weight to have heartburn
and acid reflux.
Experts aren't exactly sure why.
Excess abdominal fat may place pressure on the stomach, but it may also cause chemical
or hormonal changes that make the body more susceptible to acid reflux.
Don't wear tight clothing Much like excess belly fat, clothing that's
a tight fit around the midsection can push against your stomach and force acid into the
esophagus.
Sure those pants look cute, but is it worth it?
If you have heartburn, skip belts, waistbands, hosiery, and undergarments that may be too
tight.
Head up, sleep better What does sleep have to do with heartburn?
More than you might think.
Avoid eating before bedtime and elevate your head six to eight inches while you sleep.
This position doesn't necessarily reduce the frequency of acid reflux, but research
shows it helps stomach acid drain from the esophagus more quickly.
One study reported a 67% increase in acid clearance time.
Don't own a Craftmatic Adjustable Bed?
Prop up your bed on specially designed blocks or use a foam wedge, both of which you can
find at most home stores.
(Piling up the pillows isn't as effective.)
Quit smoking Everyone knows that smoking damages your heart
and lungs.
But what about your digestive system? Yep, that too.
Nicotine, like alcohol, may worsen GERD symptoms by relaxing the lower esophageal sphincter,
which causes stomach acid to flow back into the esophagus.
Smoking also causes bile salts to migrate from the small intestine into the stomach
and reduces the amount of saliva you produce.
(Saliva helps flush stomach acid out of the esophagus and contains a natural acid-fighter,
bicarbonate.)

Dogs can get a Lyme disease vaccine. Why can't humans? - Duration: 6:37.
JUDY WOODRUFF: This is peak season in the United States for Lyme disease, as people
spend more time outdoors and can be at risk for tick bites.
Each year, at least 30,000 cases are reported, and researchers believe those estimates are
low.
Given its debilitating effects on some people, and after years of research, it begs the question:
Why is there still no vaccine people can get to prevent Lyme disease?
Miles O'Brien has been exploring that for his weekly reports on the Leading Edge of
science and technology.
MILES O'BRIEN: It looks like a routine medical visit, but Dr. Linden Hu of Tufts University
is prepping a patient for a procedure that would tick me off.
DR.
HU LINDEN, Tufts University: So now we're going to just put the ticks in there.
They move really fast, so you keep an eye, too.
MILES O'BRIEN: He is placing 28 larval ticks on a volunteer's arm, hoping they will help
solve some of the mysteries of Lyme disease.
KYRAN ROMANOWSKI, Lyme Disease Sufferer: I'm nervous.
I'm not particularly thrilled having 30 ticks in my arm.
MILES O'BRIEN: Kyran Romanowski was diagnosed with Lyme disease in June of 2016.
His symptoms, achy joints, fatigue and memory recall lapses, have persisted long after he
stopped taking antibiotics.
KYRAN ROMANOWSKI: Why am I still having these symptoms when I had all these courses of treatment?
You know, is the bacteria still in my body?
I don't know.
MILES O'BRIEN: Neither do doctors.
About 10 percent to 15 percent of people who get Lyme report stubborn symptoms for months,
even years, even after antibiotic treatment.
Is it lingering damage from Lyme?
Are the body's natural defenses stuck in attack mode?
Or is it something else?
DR.
LINDEN HU: So, another possibility is that the bacteria persist, and they haven't been
eradicated by the antibiotic treatment, and that the immune system may still be recognizing
them and fighting them and causing symptoms of inflammation and infection.
MILES O'BRIEN: Could the Lyme disease bacteria, Borrelia burgdorferi, be cleverly hiding inside
the human body?
Doctors cannot detect the organisms using existing blood tests, but Dr. Hu hopes Borrelia
and ticks are like magnet and steel.
DR.
LINDEN HU: The bacteria are so well-adapted to their natural vector, the tick, that they're
able to sense the tick, and the tick acts as a concentrating vessel to allow you to
better sample what's in the host.
MILES O'BRIEN: After removing these ticks, Dr. Hu will grind them up and test them for
the Lyme bacteria.
The ticks have been bred in the lab, under sterile conditions, so if Borrelia is there,
it can only have come from the patient.
Deploying ticks as bacteria detectors may seem far from a practical test, but it could
give researchers some ideas on how to devise one.
Rheumatologist Allen Steere and his team at Massachusetts General Hospital are working
on better tests and treatments as well.
His lab is filled with more than 40 years of blood, cells and tissues samples from Lyme
suffers.
In 1975, Steere was the investigator who first connected the dots between a cluster of children
with symptoms of arthritis in Lyme, Connecticut, and what came to be known as Lyme disease.
DR.
ALLEN STEERE, Massachusetts General Hospital: My career has largely been focused on the
elucidation of Lyme disease in human patients, what it's like clinically, development of
diagnostic test and treatment strategies with various courses antibiotic therapy, but then
also prevention of the disease by vaccination.
MILES O'BRIEN: The Lyme disease vaccine which he helped develop is a sore subject.
Sold under the brand name LYMErix by SmithKline Beecham, now GlaxoSmithKline, it was first
prescribed in 1998.
It was 80 percent effective at stemming the disease.
But hundreds of recipients claimed the vaccine made their Lyme symptoms worse.
Federal investigators found no scientific proof the vaccine was the cause of their complaints,
but anti-vaccine advocacy groups threatened class-action lawsuits, and sales plummeted.
In 2002, SmithKline took LYMErix off the market.
DR.
ALLEN STEERE: And I think the time has come to reconsider the decision.
Lyme disease is the only infection that I know of for which there is an effective vaccine,
but it's not available to the public.
MILES O'BRIEN: Unless you happen to be a dog.
Giselle, the miniature dachshund, is getting her Lyme vaccine shot at the Angell Animal
Medical Center run by the Massachusetts Society for the Prevention of Cruelty to Animals.
Her owner is veterinarian Susan O'Bell.
SUSAN O'BELL, Veterinarian: I just feel very fortunate that there are several Lyme vaccine
options for dogs, although I have to say, when I pull ticks off of my children, I wish
that I had some easy options like vaccination or prevention, like I can give for my dogs,
because it's an issue for people and their pets alike.
It sure seems like something we should be working on to prevent, one way or another.
MILES O'BRIEN: And, in fact, the French biotech firm Valneva is in the first phase of U.S.
Food and Drug Administration testing on a new vaccine that is similar to LYMErix.
In the 15 years since the vaccine was pulled off the market, Lyme has exploded into an
epidemic; 300,000 people get it every year.
Kyran Romanowski hopes his five-day stint of tick hosting will in some way help reduce
that number.
DR.
LINDEN HU: It looks like a couple ticks have been fed and they're still feeding.
KYRAN ROMANOWSKI: Some people are grossed out.
Why would you do that?
And I told someone, and they freaked out.
You are going to put 30 ticks on you.
Are you crazy?
MILES O'BRIEN: He may not be squeamish, but he was pretty happy when Dr. Hu took them
off.
DR.
LINDEN HU: Glad to see them go, Mr. Romanowski?
KYRAN ROMANOWSKI: I am ecstatic.
MILES O'BRIEN: Dr. Hu would share that emotion if his results would stop this raging, uncontrolled
epidemic.

Like everything at Apple, that wording is deliberate.
Apple designs the exterior, writes the software, researches new technologies and develops its
own chips in California, which allows it to to sell devices for 65 percent more than their cost
But iPhones are assembled in China for a reason.
It's easy to assume that reason is cheaper labor.
While wages are lower, this doesn't tell the whole story.
In fact, assembly is only 2% of an iPhones hardware cost.
Today, most iPhones are made in two chinese cities: Shenzhen and Zhengzhou.
Favorable government policies helped Shenzhen become the electronics factory to the world

As a result, thousands of companies and millions of workers have moved to the southern Chinese
city to be close to the action.
During peak iPhone season, Foxconn hires almost a million people, cutting its workforce to
a few hundred thousand during low season.
Such a cluster effect in Shenzhen means that most of the components needed to make a phone,
a laptop, or a drone are within a fifty mile radius.
Attempts to recreate this cluster have so far failed.
Brazil is the perfect example…
Apple was facing high import tariffs in Brazil and urged Foxconn to make iPhones there.
After securing local incentives, Foxconn built a factory.
But very little changed.
Rather than doing lots of high-level manufacturing in Brazil, Foxconn continued to do most of
the work back in China where the supply chain was nearby and parts could be preassembled.
This meant that most of an iPhone was made in China and merely shipped to Brazil for
local workers to slot together like lego.
In the end, the Brazil project failed on two levels - it hired a fraction of the workers
the government had expected and it didn't attract any of Apple's hundreds of suppliers.
If an iPhone is to be made in the U.S., it's more likely to follow the Brazil model, not
the Shenzhen model, which means far few jobs and for those workers, making for Apple would
be as seasonal as picking apples.
So while the U.S. could one day boast an iPhone "Assembled in America."
the question is, does it really want to?

Goldman No Longer Believes Republicans Can Repeal Obamacare: Here's Why
One month after Goldman gave up on Trump being able to pass any major (or minor) tax package
in 2017, overnight - in the aftermath of Senate GOP's deplorable failure to find the needed
51 votes to " repeal and replace" Obamacare- Goldman's Washington analyst Alec Phillips
throws up his hands, and no longer believes that passage of Obamacare is possible.
In a note that looks at the current state of health legislation, titled appropriately
enough "Nearing the End", Goldman summarizes that Senate Republican leaders have postponed
the vote on health legislation that had been tentatively scheduled this week.
A vote is possible in two weeks, but further delays are possible.
Phillips does note that there are still some arguments in favor of eventual enactment:
Republicans will be under pressure to follow through on a long-standing political commitment,
and the estimated deficit reduction and tax cuts in the health bill could be useful in
passing tax legislation later.
Fixing the existing program for the coming year will also be necessary.
However, he is skeptical and says that "these factors are likely to be outweighed by the
political obstacles.
Estimates of the potential increase in the uninsured population seem unlikely to improve
substantially even after revisions to the bill.
Public support for the effort is also weak, and intraparty divisions appear to pose too
many obstacles.
At this point, enactment of broad health legislation like the House passed or the Senate is contemplating
seems unlikely."
That said, Goldman is not too worried about the implications of the Senate's failure,
saying that "the prospects for passage should also be somewhat less important to broader
financial markets than they might have been several months ago.
The debate over health legislation is likely to end�either with enactment or a failed
vote�by mid- to late July, allowing the rest of the budget process to proceed, eventually
leading to consideration of tax legislation.
In the less likely scenario that broad health legislation is enacted, there would be few
near-term economic effects as most of the changes do not take effect until 2020."

Health Legislation: Nearing the End
Markets are once again focused on the potential for a congressional vote on health legislation,
this time regarding the Senate�s Better Care Reconciliation Act (BCRA).
This is presumably due to the need to move beyond the health bill before tax legislation
can be addressed, as discussed below, and because of the broader signal that passage
of a health bill might send regarding the rest of the Trump agenda.
However, the effort to replace the Affordable Care Act (ACA) has been set back once again
with the announcement that no vote will be held for at least another two weeks.
At that point, there are three potential options:
Passage: If Senate Republican leaders are able to muster a majority in favor of a health
bill, the bill would move back to the House for at least one more vote.
The outcome there would depend on the details of the final product, but a bill that can
manage to win support of 50 of 52 politically diverse Senate Republicans would probably
be able to pass the House and become law.
Defeat: Major legislation is rarely rejected on the House or Senate floor, since congressional
leaders usually know whether there is adequate support.
However, it is clearly possible that this bill could end in a failed vote; if Senate
Republican leaders determine that there is very little chance of ever coming up with
an acceptable compromise, they might allow a vote against the bill to provide a more
definitive end to the process and, possibly, as a way to pivot to a short-term bipartisan
effort to stabilize the individual health insurance market for 2018.
Delay: As of this writing, Senate Republican leaders have opted to delay the vote for at
least two weeks, until the week of July 10.
A delay could be interpreted as a sign that Republican leaders believe there is a chance
of gaining support over the next two weeks for a modified bill.
However, it might also simply signal that leaders are not quite ready to give up on
the effort, even if they recognize that the odds of eventual enactment are low.
Further delays cannot be ruled out, though we would be very surprised if the Senate debate
continues past late July.
The situation is fluid but at this point our expectation is that the Senate will ultimately
fail to pass broad health legislation similar to the House-passed bill or the recently introduced
Senate legislation.
While we see this as a fairly close call, our view is based on the following considerations:
Coverage estimates: While it is certainly possible that the Congressional Budget Office
(CBO) will estimate that the next iteration of the Senate proposal will increase the projected
uninsured population by less than the 22 million increase it estimated would result under the
most recent proposal, this seems unlikely to change substantially.
Repeal of the individual mandate alone has been estimated to reduce coverage by 15 million,
and the repeal of the Medicaid expansion and the cap on the future growth rate of the program
would reduce coverage further.
Public support: The Affordable Care Act (ACA) is much more popular than the pending legislation,
and even among Republican voters views are mixed (Exhibit 1).
One problem congressional Republicans face is that public sentiment regarding the ACA
has shifted since the debate began, possibly because the public has become more aware of
the coverage expansion under the ACA.
Thin margins: Even with Vice President Pence casting the tie-breaking vote, 50 of 52 Republicans
would need to support the bill.
This means bridging the gap between the most conservative senators (shown at the top of
Exhibit 2) and centrist Republicans (toward the bottom of Exhibit 2) and those representing
swing states (to the left of Exhibit 2).
Medicaid politics: 20 Republican senators represent states that have expanded Medicaid
under the ACA.
While many of them appear likely to support the bill, the proposed cuts have been difficult
for some expansion-state Republicans to support, including Senators Capito, Heller, Murkowski
and Portman.
Exhibit 1: The ACA has become more popular recently
Of course, there are arguments in favor of eventual passage.
These include:
Campaign commitments: After House Republican leaders postponed a long-awaited vote on their
health legislation earlier this year, it had appeared that debate might turn to other issues
on the agenda.
However, the health effort was of such political consequence that Republican leaders ultimately
returned to the issue.
It is possible that congressional Republicans will continue to press the issue until health
legislation is enacted, even if it takes a while longer.
That said, our sense is that Senate Republican leaders like Sen. McConnell have a limited
appetite for further debate on health care, as discussed below.
Fiscal benefits: The Senate health legislation has two potential benefits for the rest of
the fiscal agenda.
First, CBO estimates that the bill would reduce the deficit by $321 billion over the next
ten years.
These savings could potentially be redirected toward other legislative efforts, like tax
reform.
Second, the bill repeals the taxes enacted in the ACA, reducing revenues by $563 billion
over ten years.
By offsetting these tax cuts with the spending cuts in the health legislation, this would
relieve pressure on congressional Republicans to address the repeal of ACA taxes in tax
reform legislation later.
That said, our expectation is that the final Senate bill, if it passed, would probably
not save more than the $119bn the House bill was estimated to save.
While helpful, this would not meaningfully change the outlook for tax reform.
Fixing the existing program: The Senate legislation includes $50bn over the next four years for
this purpose, as well as explicit funding for cost-sharing reduction (CSR) payments
(the uncertainty surrounding the Trump Administration�s willingness to continue making CSR payments
had led some insurers to increase their proposed premiums for 2018).
If the Senate does not approve the pending legislation or something similar, congressional
Republicans may attempt to pass a more narrowly focused package to stabilize the individual
insurance market which includes the subsidized plans offered through �exchanges�.
While the health debate is clearly relevant, in our view it is becoming less important
to the broader agenda, for a few reasons:
The debate on the current health bill will end soon, one way or the other: Market participants
have focused on the health vote in large part because it is seen as a prerequisite to passing
tax reform.
The health bill is being considered under the 2017 budget cycle, through the �reconciliation�
process that allows for Senate passage with a simple majority (i.e., potentially only
Republican votes).
Since Congress can consider only one reconciliation bill for tax and spending per budget cycle,
and budget cycles cannot overlap, Congress must conclude its debate on the healthcare
bill before it can formally begin considering tax reform.
If the Senate passes the bill in the next few weeks, the process could then turn to
the FY18 budget resolution, followed by tax reform.
But it seems unlikely that the Senate will debate health legislation after July, so whether
it passes or whether it fails, health legislation seems unlikely to delay tax legislation much
further.
There isn�t much signaling value left: Earlier this year, the health debate was seen as a
signal of how successful the Trump Administration and congressional Republicans might be in
getting other aspects of the agenda through Congress.
However, at this stage, it seems fairly clear that intraparty disputes and a thin margin
in the Senate have made sweeping reforms difficult.
As a result, eventual Senate passage of the health legislation wouldn�t meaningfully
change our expectation of what might be possible regarding tax reform, for example.
Health legislation is unlikely to have substantial economic effects in the near-term.
While the current legislative debate on health care could have important consequences for
those enrolled in subsidized benefits and, to a lesser extent, enrollees in the individual
market more generally, it seems unlikely to meaningfully affect the economic outlook,
for two main reasons.
First, most of the reduction in benefits would take place in 2020 and beyond.
In 2018 and 2019, the bill would actually increase the deficit by about $30bn each year,
as the value of the tax cuts starting in 2018 more than offsets the spending cuts.
Second, the ACA�s disinflationary effect is unlikely to reverse as a result of this
legislation.
We previously estimated that two policies accounted for most of the policy-related slowdown
in medical inflation over the last couple of years: the cuts to the growth rate of Medicare
reimbursements and the shift of the uninsured into the Medicaid program, which pays less
for a given service than most other sources of coverage.
The legislation would not reverse the Medicare cuts.
If legislation is enacted it might result in a gradual reversal of the coverage effect
but probably only in 2020 and beyond.
Over coming days, we expect to hear more regarding potential modifications to the original Senate
proposal.
If progress is made during the remainder of the week, it is possible that a revised CBO
estimate could be produced not long after the Senate returns from recess on July 11.
A vote looks possible anytime between late in the week of July 10 and the end of July,
though at this point the odds seem stacked against Senate passage.
