some Ohio pools last year.

they said there's been no recent

reports of Crypto in our area.

But they check in with all

public pools to make sure

chemical levels are just right..

Can India-US Naval Alliance counter China in the Indian Ocean ?

The rise of India and China has brought about a situation that has never been witnessed

in modern Asian history - the rise of two home-grown maritime powers.

India and China have both been continental powers whose great ambitions and energy needs

have led them to the seas of Asia.

Strategists and scholars of both countries have talked about the growing rivalry between

the two Asian giants, and with the rapid naval expansion and modernisation of both the Indian

Navy and People's Liberation Army Navy (PLAN), the maritime rivalry is poised to intensify.

Nowhere is this rivalry between India and China more evident than in the Indian Ocean,

where the Chinese navy forays into India�s "backyard", and with continuing US dominance

over global commons, a strategic triangle has formed in the Indian Ocean.

The launch of a second Chinese aircraft carrier and the plan to construct a third aircraft

carrier gives credence to the already strong belief among naval strategists that China

is looking to strengthen its blue water capabilities.

This also alludes to the speculation that China�s aircraft carriers are being built

with the Indian Ocean in mind, as aircraft carriers have much less utility in the Pacific,

where the Chinese approach has been to deny sea access through anti-access and area denial

strategies.

Aircraft carriers can bolster Chinese power projection capabilities beyond its near seas

and especially in the Indian Ocean, where China is concerned about its strategically

important sea lanes of communications (SLOC), on which China�s sea borne energy supplies

are depended.

Furthermore, aircraft carriers, with their mighty size and humanitarian assistance and

disaster relief capabilities, can act as vital instrument of Chinese soft power in the Indian

Ocean region, where the Chinese are investing in maritime infrastructure and boosting their

diplomatic clout among the nations.

China has been steadily increasing its naval footprints in the region and with its naval

base in Djibouti coming up, it has secured a foothold for its navy in the strategic Gulf

of Aden.

The ascent of Chinese naval power has serious ramifications for the Indian Navy which has

its own geostrategic interests in the Indian Ocean, which it views as its own "backyard",

or to use 20th century geopolitical terms, its "sphere of influence".

In the international fleet review conducted by the Indian Navy off the coast of Visakhapatnam

in 2016, India�s naval prowess was at full show.

Indian naval vessels along with ships from 52 countries including China participated

in the region, which highlighted the rising stature and clout of India�s naval might.

The international fleet review was seen as a stern reminder to China that, apart from

US naval presence, the Indian Navy is the "preeminent naval entity" in the Indian Ocean.

Furthermore, the theme of the fleet review was �United through Oceans� - emphasising

the concept of global commons and freedom of navigation, which is opposite of the Chinese

expansionist approach in the South China Sea.

The geography of India, with its southern peninsula thrusting into the Indian Ocean,

offers immense geostrategic advantage to the Indian navy to project power deep into the

Indian Ocean in three directions.

In the decades after Independence, Indian policymakers, marred with a continental mind-set,

failed to take advantage of the geostrategic significance of the location.

In the face of existential threats emanating from land-based powers of Pakistan and China,

the navy was relegated to a mere support service and was commonly known as "the Cinderella

service".

As such India was never in a position to fill the naval vacuum that had existed in the Indian

Ocean after the decline of the British Empire and its "east of Suez" declaration.

The US navy ultimately took the role of the British Royal Navy and became the dominant

naval entity in the Indian Ocean.

A relatively similar situation may emerge again as the power of the US navy slowly wanes

in the Indian Ocean and this time the Indian navy is well positioned to be the principle

net security provider in the region.

The official document regarding Indian maritime strategy, issued in 2007, was titled "Freedom

to Use the Seas: India�s Maritime-Military Strategy" and in 2015 the Indian navy has

gone a step further and taken a more assertive stance in the maritime strategy document titled

"Ensuring Secure Seas: Indian Maritime Security Strategy".

The "primary" area of interest for the Indian navy was extended taking a south-west trajectory

to include the south western Indian Ocean and the Red Sea.

The "secondary" area of interest was also enlarged to fit two additional choke points

- the Mozambique Channel and Ombai-Wetar Straits.

This highlights the Indian navy�s focus on free shipping lanes and freedom of operational

manoeuvre.

With 90 per cent of India�s trade being carried through sea, which accounts for approximately

42 per cent of GDP, the Indian navy is well justified in "ensuring secure seas".

India�s dependence on energy imports through the seas is also a serious concern which motivates

the Indian navy to take a leading role in maintaining freedom of navigation in the Indian

Ocean and to provide net security in the region.

If our navy is looking to shoulder more share of international maritime security, then the

US navy is seeking to share its maritime responsibility through "cooperation" with other regional

navies.

In a maritime strategy document titled "A Cooperative Strategy for 21st Century Sea

power", the US navy brings its focus on the "Indo-Asia-Pacific" region, a term being increasingly

used by US policymakers which seeks to merge the entire Pacific with the Indian Ocean.

The document seeks to reiterate United States� agenda of "rebalancing" the Asia-Pacific by

countering China�s revisionist maritime strategy and to dehort China�s expansionist

tendencies in Asia through multilateral and multifaceted engagements.

As one of the chief challenges it mentions "anti-access/area denial (A2/AD) capabilities

that challenge our global maritime access�" - a clear reference to China�s A2/AD policy

in the Pacific.

One of the chief elements in the strategy document is the emphasis on "cooperation"

with other regional navies in creating a �global network of navies� to address the security

challenges.

In a meeting of Indo-US Defence Joint Working Group held in 2007 at New Delhi, it was reported

that both sides discussed the rapidly increasing Chinese naval presence in the Indian Ocean.

During former US president Barack Obama�s visit to India in 2015, a joint statement,

where particular attention was laid on peaceful resolution of maritime territorial disputes

and "freedom of navigation", with specific reference to the South China Sea, was issued.

Similarly in 2016, during Prime Minister Narendra Modi�s visit to the US, a joint statement

in which the issue of securing maritime domain and settlement of territorial disputes through

peaceful means was highlighted.

Due to the assertive stance of China in east Asia and its increasing naval presence in

the Indian Ocean, the US and India had both been continually vocal about freedom of navigation

and have been concerned about the operational manoeuvrability of their respective navies.

In the inaugural meeting of the maritime security dialogue between India and the US, both countries

discussed "issues of mutual interest, including exchange of perspectives on maritime security

development in the Asia-Pacific and Indian Ocean region as well as prospects for further

strengthening cooperation between India and the United States".

It is quite evident that both the Indian and US navy are wary of Chinese naval might.

The interest and goals of both the Indian and US navy converge as far as protecting

sea lanes of communication and countering the growing threat of deeper Chinese presence

in the Indian Ocean region are concerned.

A rising great power with revisionist tendencies like China, which has already staked its claim

for almost the whole of South China Sea, is now increasingly looking towards the Indian

Ocean and integrating blue water capabilities in its PLN.

The "string of pearls" and the OBOR initiative manifest an ominous Chinese presence in the

Indian Ocean region for the Indian security establishment and is a matter of great concern

for Indian as well as the US navy.

The bonhomie between nations at the diplomatic level has led to strong defence relations

between the armed forces of nations, especially the navy.

One of the most noticeable features of the Indo-US maritime co-operation is the Malabar

naval exercises.

Japan, Australia and Singapore have also participated in the exercises, with Japan being added as

a regular member of the exercise alongside India and US.

According to some Chinese scholars, the Malabar exercises are a precursor to a more formal

multilateral anti-China naval grouping.

How good the argument holds is a matter of further speculation, but in spirit, the Malabar

exercises can be seen as a foundation upon which further Indo-US naval co-operation can

be built.

In the field of anti-submarine warfare (ASW), there has been significant cooperation between

the two countries.

In May 2016, Indian and US authorities discussed building strategies on how to keep track of

Chinese submarines making inroads into the Indian Ocean.

This joint formulation of strategies hints at how the two navies are aware of the benefits

of Indo-US naval synergy in countering China.

Last year, US defence secretary Ashton Carter and defence minister ManoharParrikar in a

joint statement vowed to deepen Indo-US military ties and the focus was on ASW co-operation.

One of the key areas for future ASW co-operation will be naval aviation, where both the Indian

and US navy operate Boeing P-8 maritime patrol planes.

One of the overriding elements upon which the nature and scope of future Indo-US military

cooperation hinged upon was the signing of the Logistics Exchange Memorandum of Agreement

(LEMOA).

Last year, the signing of LEMOA, which allows both countries to access each other�s facilities

for repairs and supplies, between India and US can be seen as an agreement just short

of a formal alliance.

It is one the four "foundational agreements" that the US enters into with its defence partners.

The signing of LEMOA has opened doors for further Indo-US maritime synergy and co-operation

in the Indo-Pacific.

With the signing of LEMOA and the existing maritime co-operation, it can be said that

a naval entente has emerged between the two navies in the Indian Ocean.

In the coming years, an increasingly confident Indian navy, which aims to be the "net security

provider" in the Indian Ocean, will seek to ensure "secure seas" in partnership with the

US navy, which is looking for a "co-operative strategy" to rebalance China in the Indo-Pacific.

Without entering into any rigid alliance framework, a tactical understanding has formed between

India and the US.

If the tactical entente indeed strengthens, then in the coming years it may define the

true scope and meaning of US "rebalancing" in the Indo-Pacific.

Can Genetically Engineered Mosquitoes Help Fight Disease? - Duration: 5:30.

- Ah, the beginning of summer.

Longer days, warmer weather, and mosquitoes.

(upbeat techno music)

If you're anything like me,

or really, any normal person on this planet,

you hate mosquitoes and their nasty little bites.

Mosquitoes are no joke.

Worldwide, Malaria alone kills over 400,000 people a year.

While in the US,

we don't have to worry about Malaria anymore,

mosquitoes can still spread West Nile,

Dengue Fever, Chikagunya, and most recently, Zika.

So, managing these flying Grim Reapers is a big deal.

There are even whole government agencies

dedicated to keeping them in check.

It's usually an all-hands-on-deck type of situation

where we just throw everything at them.

We turn over buckets to reduce water breeding grounds,

we spray pesticides,

we release soil bacteria to kill their eggs,

and we even drop mosquito larva eating fish

into the water where they can breed.

And now, some scientists are even taking it

to the next level and going after the mosquito's DNA.

The British company, Oxitec,

has come up with a new weapon against these tiny tormentors.

It's none other than genetically modified

versions of the mosquitoes themselves.

They've been engineered to carry a gene

that causes the mosquitoes to produce

too much of a certain protein,

which ends up killing them.

So, for the first time in the US,

scientists are itchin' to release

these mutant mosquitoes for a trial run

in everyone's favorite state to hate, Florida.

(mellow music)

I'm just playin', I got love for Florida.

One of our producers is from there.

- Hi guys!

- (laughs) The scientists are looking at Monroe County,

this little section of paradise,

and more specifically, Key haven.

This place is home to over 40

different species of mosquitoes,

and the residents here are divided on the trial.

While the media covered the pros and cons of this approach,

a small but vocal group kept buggin' out

on a lot of the media coverage.

- We don't have enough risk assessment.

- We don't wanna be lab rats.

- We are humans and we don't like

being treated like guinea pigs!

- So, how risky are these mutant mosquitoes really?

All right, so the species we're talkin' about

is the Aedes aegypti, they're the ones

that carry Zika, Chikagunya, and Dengue Fever.

Originally from Africa, they're invasive to Florida,

and these guys are nasty.

Well, it's actually not the guys,

it's the ladies who are the nasty ones.

They're the ones that bite you,

spread diseases, and reproduce like crazy.

And while these little buggers make up only

a small percentage of the mosquitoes in the Florida Keys,

they're really hard to control.

They thrive in residential areas,

that makes it easier to bite people,

and they can breed in the littlest bits of water.

For the trial, the plan is to release

the modified males into the wild,

remember the guys don't bite,

then they'll mate with the wild ladies.

Then in a couple days, they'll die,

but before they do they'll pass that killer gene

on to their babies.

Once those babies hatch,

they'll die before they even become adults,

so they don't even get the chance to reproduce.

I just wanna say that's like the saddest line

I've ever read in Above the Noise' history.

So, that sounds good in theory, right?

But does it work?

Oxitec has done a couple of trials in Brazil,

Panama and the Cayman Islands,

which ended up reducing the mosquito populations,

and it's not just the company saying this.

Their results are published

in a peer-reviewed science journal,

which means outside scientists have looked at the data

and given it the thumbs up.

We talk about peer-reviewed journals

in this video right up in there.

What about the risks from the mosquitoes?

Well I'm glad I asked.

Before this goes to trial, the FDA,

the Food and Drug Administration, has to give it the okay.

They concluded that releasing these modified mosquitoes

in Key Haven would not harm people, other animals,

or the environment, and in case you were wondering,

they ruled out the possibility of these mutant mosquitoes

passing their modified DNA to humans.

You can read the whole 158 page report,

there's a link in the description.

But there's still some people who are against the trial.

Critics want more peer-reviewed research

before exposing the public to this experiment,

and some advocacy groups like Friends of the Earth

and Center for Food Safety

have even threatened to sue the FDA.

They claim the FDA didn't do a good enough job

weighing all the risks,

especially the impact the mosquitoes could have

on threatened and endangered species.

And then there are others who have ethical concerns.

They think we should not be messin'

with the DNA of animals, period.

Okay.

So if the FDA says it's safe,

but a group of people in the community

aren't happy about it, what do you do?

Well, the Florida Keys Mosquito Control District decided

ask the voters.

They put two measures on the ballot.

One for all of Monroe County,

asking if in general people are in favor of a trial

somewhere in the county,

and another measure just for Key Haven.

Monroe County residents voted yes

while Key Haven residents voted no.

So, Key Haven is out.

Now, Oxitec and the Mosquito Control District

are looking for a new location for the trial

in Monroe County.

And they'll have to go through the approval process

all over again.

This means no modified mosquitoes any time soon.

But this has raised some really interesting questions.

How do we know when a new public health technology is safe?

versus the risk of getting a mosquito borne disease?

Today, we're talking about things we might have learned from our parents

about money. You know what? A lot of the things we learned have probably

created major money blocks as we've grown up. It actually doesn't matter if you

grew up rich or poor because, since I've been teaching thousands of women, I've

realized that our money blocks come from our stories, not the reality.

Today, we're going to look about five common and very damaging money

messages that you might have picked up as a kid and how to shift them so you can

now have a healthy relationship with money and create a first class life and business.

Your money blocks might have come from the smallest things in your childhood

or from really obvious things. Obvious things could have been maybe your

parents constantly fought about money. Maybe they got divorced and had

massive fights around child support. Stuff like that can be really damaging and

I see that sort of stuff all the time. Other times, though, our money stories have

come from really subtle things or maybe common family phrases that unwittingly

have caused your problems as an adult. Let's talk about them.

The first one: in for a penny, in for a pound. Meaning, maybe you've already

invested a little bit, so you may as well keep going. I see this in entrepreneurs all

the time where they feel really bad about saying no or changing their mind, even if

something is not working. In for a penny, in for a pound. Another term for this now

is the sunk cost fallacy. I always find that hard to say. It convinces you that you're

not allowed to walk away from something if you've committed to it or if you've put a

little bit of money into it. Or, your parents might have said something similar like,

"You've made your bed, now you lay in in." The message there is that even if you've

screwed something up, you've got to live with the consequences forever.

I see women do this. Maybe you're six months into a business and you're

starting to hate it, but you've spent a little bit of money. Or maybe you've realized

that you've hired the wrong person to make your website, but you're trying to

make it work so you're still throwing money. Maybe, like me, you've created

something expenses like a mobile app, only to realize, "Hang on. This is not my

business model." You might think that just because you've invested money –

in for a penny, in for a pound – that you're not allowed to change your mind and say no.

But, in reality, as an adult, you can quit things any time that they don't work for

you and you don't have to keep on throwing good money after bad.

If you're in a hole right now, stop digging. Stop funneling further money into

something that you know is not right for you – otherwise known as rolling the turd

in glitter, trying to make it work. Plus, every business screw up is a priceless lesson.

Maybe the lesson that you learn is totally worth the money that you lost.

Let's talk about another one. Money doesn't grow on trees. Did you hear that one?

Money doesn't grow on trees. Maybe this confused you as a kid because you're like,

"But money is made of paper." How we interpreted that message is that money is

hard to come by and there's never enough of it. This can be really damaging for

entrepreneurs because you might start to perpetuate the myth that you have to

work really hard to make money or it doesn't count. Maybe you do things like

you procrastinate, you reinvent the wheel, maybe you refuse to delegate or refuse to

outsource because you're resisting making money easier. It's probably the

biggest money block that I see in female entrepreneurs. It's that thing that money

has to be really hard. It's time to let that one go.

Message number three. Did your parents ever say: Am I made of money?

What do you think I am? Made of money? Things like that make you feel really guilty

for desiring stuff. I see that now that women feel really bad and guilty about

wanting to create a first class life. I suspect that started from a really young age.

If you've heard that again and again, you might believe the there's not enough

money in the world; that it's greedy to spend it on things that you want.

Maybe you feel like you're selfish and bad for asking. I see this all the time that

these messages make women believe that you're not allowed to ask for stuff.

You're not allowed to ask for what you want in life.

Okay, next one, I love this one: It's better to help people than to make money.

This one is so freaking damaging, even though it sounds good on the outside.

Help people rather than making money. The assumption is that you can't do both.

If your parents constantly said stuff like that, that it's better to help people, it's

better to give than to receive, you might still be saying this because you genuinely

want to transform people's lives. But, it's keeping you broke because you think you

can have one or the other, but not both. That's a good one.

Here's the last one and my favorite: Money is dirty. I've got young kids,

so I totally get this. I'm always like, "Don't lick that coin!" I'm almost said things like,

"Don't touch that. Money is dirty." Then we hear things like, "filthy rich people," or,

"money grubbing people," as if you're doing something dodgy to earn money

and money itself is dirty. What kids hear is that money is bad. There's wonder that,

as women, we kind of have conflicting feelings about money. Maybe your

parents said other things around money, too. Maybe you had family mottos.

There's so much power in uncovering what those entrenched stories and beliefs

around money are for you. What do you do with that information?

Maybe something's already clicked. Sometimes just being aware of the story

behind those blocks is enough to shift them. Be curious about your family

mottos and how the impacted you as a change and how they impact you today as
