President Moon picks big data industry as next sector for deregulation - Duration: 2:08.

The government will be injecting more funds into the country's data industry.

Already an ambitious amount of next year's budget has been set aside.

The promise comes on the back of his push to deregulate the sector

Shin Se-min tells us more.

President Moon Jae-in has chosen the country's big data industry as a prime sector for his

administration's deregulation drive -- earlier having targeted the internet banking and medical

industries.

Visiting a campus for startups near he capital Seoul, the President promised government support

for the industry and said data should be made a new growth engine for the country.

"The government will fully support the data industry as a way of breathing life into our

economy.

The Republic of Korea should build on its status as the country with the best internet

systems and be the country that best manages data."

The President then added to his promise to strengthen the industry,... announcing that

the government will infuse nearly 900 million U.S. dollars into the sector next year.

The financial support plan encompasses the development of core technologies and fostering

professional personnel.

He also said timing will be key.

"The future of our innovative growth lies in data.

Regulations on the data industry urgently need to be reduced for the development of

new industries and technologies.

I want to again highlight the importance of speed and timing."

The President said the future of innovative growth lies in data,... adding that the regulations

on the sector need to be eased, and quickly,... for the development of new industries and

new technologies.

"At the same time that he's pushing to cut regulations, President Moon also said that,

above all, privacy and personal information have to be protected,... and that can only

be done with the support of lawmakers in Parliament.

SUPREME Wagon Wheels Recipe - As seen on Great British Bake Off - Duration: 3:51.

Hey guys, it's Warren here and Bake Off has started.

If you saw the first episode, you'll see that contestants were tasked to make Wagon Wheels.

If that's put you in the mood for baking, then here's how to make the classic Wagon

Wheel at home.

This recipe is enough to make 10 Wagon Wheels.

To start with, take a mixing bowl and add 150g of caster sugar.

Then add 150g of butter that's been bought up to room temperature.

Then using either a food processor or a mixer, cream the sugar and butter together until

nice and smooth and light in colour.

When you've finished creaming the sugar and butter together, add 150g of plain flour and

150g of self-raising flour then crack in 1 egg.

Also add 1 tsp of vanilla extract then mix these ingredients together to form a nice

sticky biscuit dough.

Briefly work the dough with your hands until it all comes together, then split the dough

into 20 pieces.

On some trays lined with greaseproof or parchment paper, place each piece of dough on the trays,

that have been rolled into balls then flattened into thin discs.

You'll probably have to do this in batches because there are so many, then place into

an oven pre-heated to 180c/350f.

Bake each tray for 15 minutes.

When the biscuits are lovely and golden, remove from the oven and leave to cool thoroughly.

Meanwhile, melt 250g of dark chocolate in the microwave or on the stove over simmering

water.

Once the biscuits are nice and cool and the chocolate has melted until it's lovely and

silky smooth, cover one side of 10 of the biscuits with the chocolate.

Be sure to do this on a cooling rack with some greaseproof or parchment paper underneath.

Then leave these to set preferably in the fridge.

Meanwhile we'll prepare our marshmallows.

Take some giant marshmallows and slice each one into 4 using a sharp knife.

Do this until you have 10 pieces of marshmallow.

When your 10 biscuits with chocolate on once side have set, take some raspberry jam and

spread it over the other side of the 10 biscuits.

This is of course optional and you can use any flavour jam you want, or, no jam at all

if you prefer.

Now, the next thing you need to do is take the remaining, plain, 10 biscuits and place

them on a baking tray.

Place on top of each, a piece of sliced marshmallow that you prepared earlier.

Place these back in the oven, again on 180c/350f for just 2-3 minutes until the marshmallow

has just started to melt.

Now take a chocolate covered biscuit that has jam on the underside and place on top

of the marshmallow and squash it down using a spatula - until the marshmallow starts to

squeeze out from the edges.

Then melt a further 250g of dark chocolate and spread this over the other side of your

Wagon Wheels.

Allow the chocolate to drip down over the edges then leave to set.

Finally, cover the sides of the wagon wheels in the chocolate by rolling them on their

edge in the remaining melted chocolate.

Leave your Wagon Wheels to set for one final time in the fridge, until the chocolate is

rock-solid then they're ready to enjoy.

There you have it, that's how easy it is to make classic Wagon Wheels, Bake Off style,

at home.

Denuclearization talks stall as North Korea goes strong on what U.S. can offer - Duration: 2:29.

Amid stalled nuclear talks between the U.S. and North Korea... we have more on that letter

North Korea has sent to the U.S.,... in which,... the regime asked Washington to bring something

to the table.... if it wants to talk in Pyongyang.

The U.S., meanwhile, has renewed its ban on Americans traveling to the North.

Lee Ji-won starts us off.

It appears U.S. President Donald Trump didn't have a choice but to call off his Secretary

of State's fourth visit to Pyongyang as Washington had "nothing to offer" the regime.

Citing an unnamed government official, Reuters reported Thursday what was in the secret letter

Kim Yong-chol, vice chairman of North Korea's Workers' Party's central committee, sent to

the U.S.

It said "Mike Pompeo should not come to Pyongyang, if the U.S. has nothing to offer."

The regime has been asking the U.S. to declare an end to the Korean War, while the Trump

administration has been pushing Pyongyang for a inventory of its nuclear and missile

programs and other military assets.

The official added that the North Koreans seem to be thinking the U.S. is not fulfilling

its side of the bargain,... which appears to back up a report by U.S.-based media outlet

Vox, which said President Trump promised North Korean leader Kim Jong-un a peace treaty sometime

soon after their summit in June.

But the Trump administration continues to insist denuclearization has to take place

before anything else.

Amid concerns over the stalemate, the U.S. remains firm on its restrictions on the regime.

The U.S. State Department has extended its ban on Americans' travel to North Korea for

another year,... until August 31st 2019.

It cited concerns about the threat of arrest.

U.S. law stipulates that travel restrictions on Americans may be imposed if "there is imminent

danger to the public health or physical safety of U.S. travelers in the country or area."

But it's known that "individuals who wish to travel to or within North Korea for extremely

limited purposes," and whose travel is in the U.S. national interest, can apply for

a "special validation" from the State Department.

There will also be exceptions if the trip is justified by "compelling humanitarian considerations."

The ban was imposed in September last year after the death of American student Otto Warmbier,

who was sentenced to 15 years of hard labor by the North after allegedly trying to steal

a propaganda sign.

 Marcus Rashford and Jesse Lingard were also looking very serious while there was no hint of a smile from Romelu Lukaku, although the Belgian did wave to the cameras

 On the other hand, Luke Shaw was grinning from ear to ear as he turned up at the wheel of his Range Rover

 The 23-year-old has been one of United's most consistent performers during their troubled start to the season, drawing praise from manager Mourinho

The transfer window is still open in Europe but time is ticking with less than 24 hours to go until it slams shut

Football League teams are also able to complete loan deals which could see some of the Gunners' home young talent earning themselves a move to get some invaluable first-team football

Arsenal have already seen Santi Cazorla, Per Mertesacker, Jack Wilshere, Jeff Reine-Adelaide, Lucas Perez and Joel Campbell all leave the playing staff this summer

But who else could Emery shave off the books in the dying ember of the transfer window?

Reiss Nelson This will be the most high-profile departure of the day, should the deal get done

Arsenal have agreed a deal in principle with Hoffenheim which will see the 18-year-old attacker spend the season with the Bundesliga club, but it is linked with him signing a new contract with the Gunners first

Nelson's current deal expires at the end of the season and Arsenal are looking to get him to finally put pen to paper on an extension before sanctioning his transfer to Hoffenheim

Julio Pleguezuelo The Spanish centre-back had looked certain to head out on loan once again, but he was promoted to train with the first-team this week at London Colney

It could be that his performances so far this season have done enough to convince Unai Emery to keep him around the club and use him in the cup competitions

But with just a year left on his deal, Pleguezuelo still looks unlikely to make the grade at Arsenal and if an offer comes in today, the club could decide to move him on to give others currently in the Under-23s set-up a chance

Cohen Bramall The left-back spent last season on loan at Birmingham but endured a miserable spell in the Midlands

He has now entered the final year of his deal at Arsenal and didn't feature against West Ham for the Under-23s last week

Another loan move is not out of the question before 5pm. Jordi Osei-Tutu The young defender travelled with Arsenal for the club's pre-season tour to Singapore and impressed with some solid performances

Osei-Tutu can operate on either side of the defence as well as in midfield and could be an appealing option for clubs looking to add some versatility to the squad

Arsenal are not actively looking to send the 19-year-old out on loan, but could be tempted if an attractive offer comes in

Joe Willock It feels like this would be a good time for Arsenal to send the midfielder out on loan

The midfielder got quite a bit of game time last season, including making his full Premier League debut away at Newcastle

But given the stage of his career he is it, a loan spell this season would be far better for his progress than just sticking around and getting the odd cup appearance

Willock has spent the season training with the first team squad so far but has yet to feature in any of Unai Emery's Premier League squads

Duchess Meghan had a special tribute to the Commonwealth nations on her wedding day that was expressed with her stunning veil designed by Clare Waight Keller for French fashion house Givenchy

"Ms. Waight Keller designed a veil representing the distinctive flora of all 53 Commonwealth countries united in one spectacular floral composition," the palace explained
