OnePlus 5G Smartphone Prototype Will be Shown at MWC 2019 in Partnership With Qualcomm - Duration: 3:10.

 OnePlus has invited members of the media and telecommunications industry to try out a demonstration of a prototype 5G smartphone on a fully functioning 5G network at Qualcomm's booth at the upcoming MWC 2019 trade show in just two weeks' time

The company has not stated that this is an example of a product that it will launch, but instead has indicated that the device will allow people to experience 5G speeds

The invitation curiously emphasises "5G gaming" as an example of what it will show off, which could indicate that the actual 5G phone that launches later this year might be aimed at gamers

 The Chinese company which recently became India's top-selling smartphone brand according to IDC, first announced it would be developing a 5G smartphone at Qualcomm's Snapdragon Technology Summit in December 2018

OnePlus intends to be one of the first companies to launch a 5G model, and it will be based on the flagship Snapdragon 855 SoC and Snapdragon X50 5G modem

 The announcement of the 5G demonstration at MWC was posted by XDA Developers. It states: "OnePlus, at Qualcomm's booth (Hall 3 Stand 3E10), invites all to connect and communicate with our community over a 5G network

Attendees will also be able to experience the capabilities of 5G gaming on a OnePlus 5G prototype

" OnePlus has also stated that its 5G phone will launch in the first half of 2019

It is expected that this phone will be offered as a separate model to the inevitable OnePlus 7 flagship refresh, which should also be based on the Snapdragon 855 SoC

The still-unnamed 5G phone will most likely be more expensive than the OnePlus 7 and will be restricted to markets in which suitable networks are available

 The fact that the product to be demonstrated at MWC has been described as a prototype also indicates that we might not be able to determine much about OnePlus's actual plans for a product rollout, including specifications, camera capabilities, and physical design

Those will have to wait till the company is ready to launch its final products. CEO Pete Lau told CNet in an interview last year that he isn't expecting huge sales for the 5G model when it launches

Also, being one of the first to market with a 5G phone is not about bragging rights, but about allowing it to learn and iterate for future products

The company is well known for the relatively short life cycles of its products, with improved versions launching roughly twice a year

 OnePlus will not be the only company announcing or demonstrating 5G smartphones. Huawei, Samsung, Vivo, LG, and ZTE are amongst those likely to join the bandwagon

OnePlus has not announced any plans to have its own booth or launch other products at MWC

The company prefers to host its own global launch events rather than share attention with the world's biggest brands

Those people can keep you on track,

give you advice on things that you don't understand,

and allow you to achieve results that you

But I always say, that's good coaches.

What you run into more, is what my friend

and sales coach extraordinaire, Mike Garrison, calls

"rent-a-friend" style coaches.

And these are people who do little more

than just give you generic, vague encouragement.

And they'll be your friend.

They'll tell you how amazing you are.

Assure you that you can accomplish

anything that you want to accomplish.

The sky's the limit for you.

Just give you encouragement, encouragement.

Just tell you how great you are and how

you can do anything you possibly want to achieve.

But they don't really say anything aside from that.

It's just encouragement that's generic, vague,

and nothing specific.

And a lot of times, the way they structure it,

is designed to where they don't actually give you

specific advice or come up with the game plan.

They just support you on whatever you come up with

and whatever conclusions you already arrive at.

And what this always reminds me of is

what they call the Noh Smile in Memoirs of a Geisha.

And at the beginning of the book, there's a quote,

where one of the patrons of this geisha, is saying that

he visited this small town.

It was this kind of dingy, fishing village.

And she says, "oh, that's where I grew up",

and she's really excited.

And he says, "really, you grew up there?

That can't be possible."

And what she does is she

implements what she called the Noh Smile,

where it's this vague, generic smile

to where, what she means by it is

left up to the interpretation of whoever's looking at her.

So whatever they wanted that smile to mean

is what they assume she's saying.

So in the book, he grunts, takes a drink of his saki,

and says, "oh, I knew that's not possible.

That would be like making tea from a bucket of toilet water.

So that's why you're so funny, your little jokes,

you almost may think they're real"

Because that smile was by design

only there for him to interpret it

however he wanted to interpret it.

That's what you run into with a lot of these

rent-a-friend style coaches.

They just encourage you, and let you dictate

whatever the path is,

which is kind of genius because then

they can never be wrong.

Because they're not the ones giving any specific advice

to where they could make an error,

because ultimately they're just putting it

all back on you, whatever the decision is.

So I'll tell anybody who's thinking about

a mentor, a coach, a really good consultant,

can be the absolute best money you spend,

if they're good.

But if you get one of these vague,

rent-a-friend style coaches,

it's just the most expensive way to get

generic, bland encouragement possible,

and you should probably just get some real friends

to talk to you.

Christian Pulisic confident Chelsea will soon return to their best - Duration: 3:10.

Chelsea signing Christian Pulisic is backing his new club to come good by the time he joins them from Borussia Dortmund in the summer.

The Premier League side signed the 20-year-old for £58million in the January transfer window and immediately loaned him back to the Bundesliga leaders.

Pulisic is keeping a close eye on events at Stamford Bridge, which have seen Maurizio Sarri come under increasing pressure, particularly in the wake of the 6-0 humbling at Manchester City on Sunday, which saw Chelsea drop to sixth in the Premier League.

The American is set to join Chelsea in the summer after securing £58million transfer

The winger has got faith that things will turn around in west London.

'It's tough for me to say,' Pulisic said. 'They've had some tough results but I know they're going to work it out.

'They're a great team with great players and a good coach. So they're going to figure everything out.'

Pulisic got a taste of what life in the Premier League might be like during Borussia Dortmund's Champions League last-16 tie at Tottenham, though he did not enjoy it.

Spurs ran out 3-0 winners at Wembley, which makes them hot favourites to reach the quarter-finals, but Pulisic's appetite was still whetted.

Maurizio Sarri's Chelsea side have struggled at times this season but Pulisic is confident there will be an improvement by the time he arrives in the summer

'Tottenham's a great side, it's good to play against great competition in any league,' he added. 'But obviously I'm definitely looking forward to next season.'

Such a dismal night for the Bundesliga side did not look on the cards as they dominated the first half and could easily have gone in at half-time with the advantage.

But Spurs blew them away after the break and put one foot in the last eight thanks to goals from Son Heung-min, Jan Vertonghen and Fernando Llorente.

Pulisic still thinks the situation is recoverable.

'Absolutely,' he said. 'This team's never going to give up, especially going home.

'Unfortunately we just weren't locked in on their crosses and they were able to score off three crosses, and we've got to work on that.'

stubborn jar lids, here are 8 kitchen hacks that will change your life.

Keep a pot of pasta from boiling over There's nothing more annoying than putting

the pasta on to boil, leaving the kitchen for a few minutes and suddenly hearing the

hissing sound of water boiling over.

The reason why this happens so often has to do with the composition of pasta.

Pasta is made from flour, water, and sometimes eggs, which means it's basically just dried

starch and protein.

Once the starch molecules are heated in a moist environment like a pot of water, the

starch absorbs more and more water until it finally bursts, which sends starch molecules

into the water, resulting in white foam.

And it's the foam layer that causes the problems with overboiling.

Since the starch makes the bubbles that were already there more stretchy and pliable, it

takes longer for them to burst.

A bunch of bubbles on the surface doesn't allow for proper ventilation of steam, so

the pot of boiling water becomes superheated if you don't stir it or skim the layer of

foam off the top in time.

The trapped steam causes the foam bubbles to expand and pop up, resulting in boiling-hot

water spilling all over your stove.

So how can you keep a pot of pasta from boiling over?

You might have heard about adding salt to make the water boil faster and prevent it

from overboiling.

Some people even claim that adding a little oil to the water works even better.

However, salt will do little more than make your pasta dish more flavorful, while adding

oil to the water has the negative effect of making all of your sauce slide off the pasta

when it's ready.

Here's what actually works: first of all, never leave a lid on the pasta pot, because

this makes the starch molecules heat up very quickly.

If you leave the top off, the steam and heat can escape more easily.

You should also use a bigger pot since the foam won't be able to bubble over the edges

if the walls of the pot are high enough.

Finally, use this easy trick to keep the water from boiling over and making a mess: take

a wooden spoon and leave it lying across the pot.

When the foam rises to the top, it will eventually meet the spoon.

Since foam is thermodynamically unstable, the bubbles will burst once they reach the

spoon, breaking the layer of foam and sending all of the bubbles down again.

Peel garlic in seconds Not technically an herb or a spice, garlic

comes from the same family as leeks and onions.

This tasty and pungent plant is known for its numerous health benefits.

The garlic bulbs contain vitamins C, B6, dietary minerals manganese and phosphorus, and other

antioxidants.

Some evidence has suggested that garlic may be effective against cholesterol, common colds,

and high blood pressure, while several population studies show an association between increased

intake of garlic and reduced risk of certain cancers, including cancers of the stomach,

colon, esophagus, pancreas, and breast.

However, as delicious and healthy as garlic is, it's just as frustrating to peel.

Removing the paper thin skin can be both time-consuming and tricky.

Luckily, there's a foolproof way to peel garlic that doesn't involve tedious scraping

or the unpleasant smelling fingers.

And the best thing about this method is that it takes just seconds to get the job done!

All you need is a sturdy mason jar and a whole garlic bulb.

Just pop the bulb in the jar, screw the lid on tight and shake vigorously for about 30

seconds.

What happens is that the garlic skin shifts during the energetic process and at the end

of all that shaking, individual cloves are separated from their skin.

When you're done with the shaking, open the jar and pour out the remnants which will

reveal the individual garlic cloves fully removed from their skin.

There you go!

You can now pluck the cloves, throw away the skin, and continue preparing your meal.

Make perfectly shaped pancakes Pancakes aren't rocket science and you don't

need to be a master chef to make this delicious breakfast food.

However, if you've ever tried making pancakes from scratch you know the batter can drip

all over, and even if you have steady hands, your pancakes can turn out lopsided.

Don't worry, the solution is probably in your kitchen already: a turkey baster.

Simply mix your pancake batter as you normally would, but make sure you don't put anything

too large in the batter that would block the tip of the baster, like chocolate chips, banana

slices, or berries.

You can always add those extras into the pancakes after laying them in the pan.

Fill the baster with two thirds of the way with batter.

Gently squeeze the batter out onto your griddle so that it comes out in a line.

You can either make traditional pancakes by moving the baster in a circle, starting in

the middle, or you can make pancakes in fun shapes.

Once you master this simple technique, you can make even fancier breakfasts for your

loved one, like stuffed pancakes, where you lay down one layer of batter, add your filler,

then add a second layer on top.

Use frozen fruit instead of ice cubes Once you try this easy and delicious way of

cooling your drink, you'll never again want to go back to using ice-cubes!

Nobody likes watered down drinks, so forget ice!

There's an awesome way to keep your drinks cool in the summer sun without diluting them

like ice usually would.

The answer is frozen fruit!

Just pick your favorite fruit – it can be anything from grapes and blueberries to strawberries

and raspberries - and pop them onto a tray or board covered in greaseproof paper.

Freeze for about an hour or so and you've got sweet, frozen fruits that you can put

into your drinks to keep them chilled without watering them down.

Plus, these frozen fruits make for a refreshing and healthy snack when you need a little sweet

fix but are trying to avoid ice cream and chocolate.

Your kids will love it, plus it is way healthier than store-bought desserts!

You could even make your own sauce by mashing up or blending frozen fruit in a blender.

Or you can use them in place of an olive in your Martini or lemon wedge in your Diet Coke:

the options are endless!

Simply freeze plenty in one go and you'll have a stash of fruit-flavored ice all summer

long.

This is a great way to preserve fruits too, especially if they're approaching their

use-by date.

Make scrambled eggs in a microwave Did you know you don't need a pan and a

stove to make scrambled eggs?

If you don't have the time or just don't feel like scrubbing the pan after you're

done cooking, you can easily make scrambled eggs in a microwave.

Microwaved scrambled eggs are great for single servings since you can eat them straight out

of the bowl you cook them in and avoid doing any extra dishes.

Plus, they only take about a minute to make!

Simply pick your favorite microwave-proof bowl that you also like to eat out of, and

grease it with a bit of nonstick cooking spray.

If you've run out of cooking spray, you can also rub it down with some butter or olive

oil to prevent the eggs from sticking.

For a single serving, crack 2 eggs into your greased bowl and mix them up with a fork.

For every 2 eggs, you want to add 1 tablespoon of either water or milk to your bowl.

Don't skip this part because the liquid is essential to keep your scrambled eggs soft

and airy.

Beat the water or milk in with a fork along with a pinch of salt and any other spice you

want to season your eggs with.

Then pop the bowl into your microwave, set it on high, and leave it in for 30 seconds.

After 30 seconds, carefully pull the bowl out, give it a gentle stir with a fork, and

pop it back in for another 30 seconds.

Repeat this process 2 or 3 times, until your eggs have reached your desired level of firmness.

If you want to add some cheese to your eggs, add once the eggs are starting to set but

before your last round of zapping so the cheese has a chance to melt a bit into the eggs.

Voila!

You can now enjoy perfectly scrambled eggs without worrying about dirty dishes piling

up in the sink.

Get more juice out of a lemon Do you feel like you could have gotten more

juice out each time you squeeze a lemon or another citrus?

Well, next time simply put the fruit in the microwave to make it easier to squeeze and

get the most juice out.

This method can produce up to 30 to 40% more juice.

The excited water molecules make the flesh softer and weaker, which makes the lemon easier

to squeeze and the membranes holding the juice easier to burst.

You can either leave the fruit whole or cut it in half to expose more of the flesh, but

leaving it whole prevents any moisture from getting absorbed by the microwave.

Simply pop your lemon, lime, orange, or grapefruit in the microwave for 10 to 30 seconds and

once it's done, remove it and allow it to cool for about a minute or so.

Then, slice the fruit in half and use a manual juicer or your just your hands to press out

every last drop.

especially if you're working with sticky ingredients like tahini, peanut butter, honey,

or molasses.

You can never be sure if I've actually added the correct amount of these sticky ingredients

because a good portion refuses to leave the sides of your measuring cup.

Sure, you could use your finger or a spoon to scrape everything out, but that just seems

to spread the mess all over your countertop.

Thankfully, you can now make cooking a little easier by using this simple kitchen hack to

measure sticky ingredients with no mess.

All you have to do is spray the inside of your measuring cup or spoon with a little

cooking spray.

That sticky ingredient will slide right out without leaving a sticky mess behind!

Sticky substances like honey will easily slide out into your bowl and the measuring spoon

won't be sticky.

Since everything slides out of the cup, the accurate amount ends up in your recipe.

No mess, no waste of ingredients, and you don't have to waste time trying to scrape

everything out of the cup.

Check the doneness of a steak There are two basic methods to test for how

done your meat is – you can either use a meat thermometer or press on the meat with

your fingertips.

The problem with the meat thermometer method is that when you poke a hole into the meat

with a thermometer, it can let precious juices escape, which is why most experienced cooks

rely on the finger test, especially on steaks.

Here's how you too can use this method when cooking steak at home:

Open the palm of your hand, take the index finger of your other hand and push on the

fleshy area between the thumb and the base of the palm.

Make sure your hand is relaxed.

This is what raw meat feels like.

Now gently press the tip of your pinky and your thumb together and feel the fleshy area

below the thumb.

It should feel quite firm.

This is what well done meat feels like when you press on it.

Then, try to press the tip of your ring finger and your thumb together.

The flesh beneath the thumb should give a little more.

This is what meat cooked to a medium doneness feels like.

If you gently press the tip of your middle finger to the tip of your thumb, this is medium

rare, and finally if you press the tip of your index finger to the tip of your thumb,

the fleshy area below the thumb should give quite a bit.

This is what meat cooked to rare feels like.

Artificial intelligence shifts the global balance.

While the West is conducting ethics debates, one global power in the far east is expanding

its autocratic system with big data.

In the Soviet Union, surveillance and censorship were widespread, out of fear that spread of

information could destabilize the empire.

In the early 1960s, even photocopiers throughout the Soviet Union were closed off and only

available in the presence of official witnesses.

In the end, the Soviet communism failed because it built a bureaucracy that collapsed under

its own burden.

Progress can not be locked away, that is the lesson from the fall of the Iron Curtain.

Since 1990, liberalism and democracy have triumphed over autocratic systems and have

established a liberal world order.

30 years have passed since then and things have changed.

Shaken by the financial crisis and unsettled by the rise of populists, the West quarrels

with itself.

And now experts are analyzing futures scenarios on behalf of the Pentagon: The crisis of liberal

democracy coincides with a shift in power to repressive regimes, the scale of which

we are just beginning to understand.

The General Staff of the US Armed Forces has released a study these days that identifies

a new ideological competitor of the West: the digital dictatorship.

"Artificial intelligence and big data promise to reshape the world order," it states.

Just as competition between liberal-democratic, fascist and communist societies shaped the

twentieth century, so could the "struggle between digital liberal democracy and digital

authoritarianism" define the 21st century.

Artificial intelligence makes totalitarianism competitive again in the battle for systems

by drastically reducing the cost of surveillance.

Digital dictatorships no longer need to lock up progress like their analog predecessors.

They have the tools to exercise control without stifling creativity.

Collective oppression gives way to selective bondage.

China is currently building core components of such a system of digital authoritarianism.

The Pentagon study estimated China's spending on internal security at $ 196 billion in 2018

alone.

In the past 30 years, China's development, especially the numerous more liberal reforms,

made the West hope for a political opening-up and a possible regime change from within.

This hope is now shattered.

China is not the only authoritarian regime in the world, but it is undoubtedly the richest,

strongest, and most advanced in machine learning and artificial intelligence.

The fact that the digital era is changing the rules of international politics has also

spread in the Kremlin: Those who take the leadership over AI become the rulers of the

world, " Vladimir Putin said once.

Europe lags far behind.

The authors of the Pentagon paper simply define AI as: "automated learning systems that evaluate

data to perform complicated tasks."

From a geopolitical perspective, the AI debate is about the development of repression technologies

that solve the problem of the Soviet Union's failure: that enforced order ultimately means

stagnation because the surveillance apparatus buries social dynamics among itself.

AI questions one of the last certainties that the uncertain West could cling to.

Only free systems of government could afford to allow social change, only they are progress-compatible.

We thought.

With the "Great Firewall", China has been showing for years how tailor-made censorship

works: information that is economically valuable can be spread unhindered; on the other hand,

political ideas are curtailed.

The modern surveillance state restricts freedom of expression but leaves enough room for becoming

rich - and thus incentivizes innovation.

Already, China's IT companies can compete with world leaders in the Silicon Valley,

with Tencent, Alibaba and Baidu challenging Facebook, Amazon and Google.

The bond between state and large corporations is very close in the autocracy of the 21st

century.

China's leadership calls its repressive vision "society management," an Orwellian vocabulary

as scary as its potential.

Computer systems will probably soon predict the outbreak of unrest, the technical challenges

are hardly more demanding than the computer-assisted crime prediction, which is also being experimented

in Europe.

With WeChat, Tencent's all-rounder app with nearly a billion users, you can already call

up "heat maps" that show where people are gathering.

This is exactly what a surveillance state dreams of: starting with political cleansing

before a dissident becomes a dissident.

Some believe that the bleak future of high-tech autocracy has already begun.

The current reality can not quite keep up with such scary analyzes.

The Chinese security apparatus is far from being all-powerful, as Western observers occasionally

portray it.

But the progress is big enough to alert the military strategists in the Pentagon - and

that's the key.

International politics is determined not by an objective truth, but by how great powers

perceive each other.

The AI paper of the Pentagon shows that US military strategists do not want to wait until

the transformation of the workers 'and peasants' state into a high-tech dictatorship is completed.

They want counterstrategies, not at some point, but now.

Already last year, the US launched a global campaign against Chinese network suppliers

like Huawei.

Americans fear that China will dominate tomorrow's digital infrastructure - and urge allies to

refuse making deals with Huawei.

The US government also wants to stop technology transfers to China.

The agenda pursued here can be reduced to one word: Cut-Off.

China should be cut off from Western innovation.

The US government is convinced that the development of future technologies such as AI is an existential

struggle, comparable to the nuclear arms race in the Cold War.

However, the new system confrontation begins with an "inherent advantage" for authoritarian

regimes.

AI is only as good as the data fed to it, and in dictatorships, there is no holding

back for the state to gather data without any boundaries.

Camera images, geo and health data, bank information, criminal records and medical records - everything

is within reach, effortlessly.

China is the realm of super apps: WeChat, launched as a text messaging service, can

order taxis, arrange medical appointments, book cinema tickets, pay for purchases - and,

as the fine print states, "keep or disclose user data" at the request of a government

agency.

Meanwhile, in Europe and the US, there is the aftermath of the NSA affair.

Lawmakers tighten data protection regulations, politicians call for the destruction of data

monopolies.

Recently, employee protests forced Google to abandon a Pentagon project designed to

develop monitoring video evaluation algorithms.

The fear of being perceived as an extension of the US government: this is the Snowden

trauma of Silicon Valley.

There is a lot at stake, the privacy and ultimately the self-image of liberal democracies.

Ultimately there is the question.

If governments have the ability control their populations through technology.

Is liberal democracy still a system of the future?

The legislative session starts, everybody's really excited, you're getting on a rollercoaster.

You go up this big hill, tick tick tick tick tick, and it turns out to be about a six-week hill.

The real clashes of the session don't really start until you're out of the first 60-day period.

A lot of the resolutions and things are honoring somebody at home, and if I'm the legislator

presenting this, it's important to me, but it's malarkey to everybody else.

We're celebrating a special day here at the state Capitol, and it's Frio County Day.

The county's particularly known for their peanuts; they used to grow a lot of cotton there,

but now it's peanuts.

Today I'd like you to join me in celebrating the birth of a man that's dedicated his life

to promoting and teaching the game of golf.

I'd like to take a moment to recognize the seventh grade class of Valor Public School.

The University of Texas at Dallas, where I not only got my excellent education,

but I also got my mister charming, my husband.

and heartbreak, when a gunman opened fire on worshipers.

who knows how many more defenseless Texans would'vebeen killed or wounded?

We're almost to the end of the start of this thing.

Members, this is a resolution to invite the governor to address this in the State of the State.

The State of the State speech is the governor's idea of what the Legislature should do.

What should be an emergency item, something they should take up immediately.

But it's not an order, so when you listen to a State of the State speech, one of the

things to listen for is what it is that the governor's asking the Legislature to do,

that the Legislature just might not want to do.

Your governor, your friend to all Texans, the honorable, Greg Abbott.

Gov. Greg Abbott gave his biennial State of the State address today in Austin.

And I am proud to tell you, that the state of Texas has never been better.

The governor addressed several items, including a few emergency items

that he wants to take care of this session.

We're joined by Emma Platoff with The Texas Tribune.

So this morning, the governor laid out several emergency items.

In Texas there are certain limitations; you know you can't pass a bill for the first 60 days of the session,

unless the governor declares it an emergency item.

So on some of these things like property tax, education reform, lawmakers can get to work right away.

And I am making property tax reform an emergency item this session.

With a lot of the population explosion that Texas has been experiencing in recent years,

you have a lot of people who are paying a lot more in property taxes

than maybe they did five or 10 years ago.

So state lawmakers want to step in and try to curb that growth.

People are being taxed out of their home.

Gentrification is a new word that everyone understands.

If your tax bill has gone up 37% in four years, that's an emergency.

You can't put home ownership at risk.

In 2017, the House and the Senate could not agree on where to kind of cap revenue growth.

This time, you have the leaders of both chambers coming out saying they're unified at 2.5%.

That's far below what even the Senate, which was more conservative last time, wanted.

In Texas, where there's no income tax, property tax is a major source of revenue for its cities

and counties, school districts, so there's not surprisingly been a lot of pushback

from lawmakers and city and county officials, who are saying that's way too low,

they may have to cut city services.

A 2.5% cap would limit, practically prohibit,

my city from having a strong law enforcement presence.

Unfunded mandates and attempts to tie the hands of local governments,

police and fire departments are counterproductive.

I mean, the big thing to watch with this legislation is how close to 2.5% that rollback rate stays.

What's your number?

You don't like two and a half?

Give me a number, because doing nothing is no longer an option.

Our organization has been able to come down here for over 30+ years.

They expect and look forward to seeing us each and every year.

and if we can get that message across to maybe one child,

maybe we can save somebody from being bit.

That's probably a better picture.

Teachers work way more than the hours that they put into the week.

I put so much of my personal money into my classroom.

It definitely would be nice to help teachers out for all that they do.

It's a hard job, but it's one that is so important for the future.

Ladies and gentlemen, Miss Texas, Madison Fuller.

I am declaring school finance reform and increasing teacher pay as emergency items this session.

Education funding has been a big issue in Texas for decades, and they've been

trying and failing to permanently reform it.

The system that we have in place today, that was created in 1984, the things that are in there,

just make zero sense for us to continue doing it.

And if you don't fix it the right way, meaning, if you don't go and just do a complete rewrite of the system,

it's not gonna work.

We must provide incentives to put effective teachers in the schools and classrooms

where they are needed the most.

We still have failing schools in our districts, why?

Because we don't possibly have the best teachers that are dealing with the toughest problems.

Dallas ISD has a merit pay program where they rate their teachers, and then they put

the ones who rank the highest in their struggling schools.

Dallas went from 40 school districts that were failing, to four.

No one's really talked yet about where any major additional funding would come from.

They cut around $5 billion from public education in 2011, and as local property values go up,

then the state is not required to put as much into public education.

You can't have school finance reform without property tax reform, you have to have both together,

because the majority of your taxes are made up of school property taxes.

Our mission, begins with our students.

This is the governor's priority, and we're gonna get it done.

We're gonna craft something that makes sense.

Now, when it gets to the floor?
